Questions & Answers 6/1/2022
1. The CLINS in Section B of the SIR frame costs from a per unit perspective (e.g., per position), but several of elements of the scope of work and deliverables referenced are not things that can be meaningfully framed in terms of a per unit cost. For example, software development involves more effort initially, and does not track well with the number of positions added to the system.
We are unclear on how the proposed pricing is supposed to be furnished to the government given some of the delivers have fixed costs with them and others are variable depending on the number of positions covered. The CLINS don’t appear to account for fixed costs.
To establish a maintenance (software maintenance =position maintenance updates) CLIN to support those positions delivered by the contractor and established by the FAA. We would expect the Contractor to provide a FFP for each of the positions as they move into software maintenance/position maintenance. The first two positions (CLIN 0001: Base Year) should be higher to account for those initial development costs. ***Please see attached table.
2. Section M.2 (Basis of Award) of the SIR, please clarify whether this award will be granted to the proposal found “technically acceptable with the lowest total evaluated price”. In other words, is the government stating that no differentiation of offers will occur beyond price for vendors deemed to have “go” ratings all Technical Evaluation factors? Stated differently, will differences in the quality of the vendors’ technical offering and relevance of experience beyond the “go” ratings factor into the award decision?
As identified in the Solicitation M.2 Basis of Award, once defined as Technical Acceptable (“GO) the contract is awarded to the Lowest priced technically acceptable.
3. On page 57 of the SIR, it states that “experienced staff must have formal education and or training with five to 10 years of experience in designing, developing, and applying job analysis methodologies to positions outlined in the PWS.” Could the government clarify exactly where in the PWS these positions are outlined? Should we interpret this language on page 57 as part of the formal evaluation?
Redact: “Positions outlined in the PWS” Corrected version: “experienced staff must have formal education and or training with five to 10 years of experience in designing, developing, and applying job analysis methodologies.”
4. We respectfully request an extension to at least 10 days after all of the responses to questions are provided. The extension is necessary to provide a fully compliant response on all four volumes that also provides the best value to the government. In addition, government customers need more time to provide past performance questionnaire responses like those required for this SIR.
The FAA will provide the requested extension. The new proposal due date is June 08, 2022.
5. There does not appear to be a clear correspondence between pricing data requested in Section B and the deliverables task list provided in the PWS. The CLINS appear to not include effort on many of the deliverables. Could the government please provide a mapping for each deliverable to the CLIN under which it should be priced out?
See attached excel with CLIN mapping to each PWS Deliverable
**Note: BASE YEAR CLIN 0001 includes the initial design and development of the methodology, written processes and development of materials used to conduct the job analysis.
6. What types of position documentation will be available to the contractor?
Position descriptions, job announcements, subject matter experts, existing information in CPT.
7. How recently were position descriptions updated and how frequently does the FAA update position descriptions?
The current version of the tool was launched in 2019 and only a few positions have been updated since then. Frequency is on an as needed basis.
8. Are there existing written processes and materials for developing the position documentation and career paths?
There are documented instructions that explain how to develop a position profile that will be provided to the vendor.
9. What will be the driving factor for the number of job analyses/career paths that will be needed per year?
Available subject matter experts at the FAA.
10. Is there an incumbent who developed the existing content in the CPT? If so, who is the incumbent?
The tool was developed by a contractor with the help of subject matter experts across the Air Traffic Organization.
11. Did the vendor who provided the web-based system also provide the existing content that is in the CPT?
Yes.
12. Is the code for the web-based system open source or is it owned by FAA?
It is owned by the FAA.
13. What framework, solution, and/or stack was used to create the CPT?
The CPT application is a three-tier system that includes a MS SQL, ASP.NET MVC, and Angular-JS.
14. What types of updates to system interfaces are expected to be needed?
None at the moment. Modifications might be needed in the future to accommodate new content.
