About this file
This is a Professional Services Supplemental document issued by the Maryland Insurance Administration (MIA) for RFP MIA/FR-25-001 (EMMA# BPM054787), effective July 2024. The solicitation seeks specialty financial examination and auditing consulting services with the potential for up to ten (10) contract awards—one (1) primary contract and, at the MIA's discretion, one (1) backup contract for each of five (5) functional areas: Actuarial Services Property & Casualty, Reinsurance Services, Information Technology Services, Actuarial Services Life & Health, and Investment Services. Selected contractors may provide services in one or more of these primary functional areas.
The supplemental establishes several administrative and operational requirements for bidders and contractors. These include mandatory completion of a Department of Human Services (DHS) Hiring Agreement within five (5) business days of award notification, submission of security and location of performance disclosures as outlined in the Information Technology Supplemental, and adherence to personnel substitution protocols that require written approval from the Contract Monitor prior to any changes. A HIPAA Business Associate Agreement and data use agreement are not required for this procurement. Any personnel substitution made without prior written approval may result in contract termination for default, in addition to other available remedies under the contract or applicable law.
