About this file
This is an Appendix defining abbreviations and terms for the Maryland Insurance Administration's Request for Proposals (RFP) for specialty financial examination and auditing consulting services. The document establishes standardized terminology applicable to the solicitation and any resulting contracts, covering key operational concepts such as bid and proposal submissions, bidder and offeror definitions, business days, contract administration roles, and data security classifications. The appendix defines critical procedural elements including the Notice to Proceed (NTP), which designates the official contract start date, and identifies state points of contact such as the Procurement Officer and Contract Monitor who manage solicitation and contract administration respectively. Additional definitions address sensitive information categories including Personal Information (PI), Personally Identifiable Information (PII), Protected Health Information (PHI), and Sensitive Data to establish data protection requirements throughout contract performance.
The document provides comprehensive definitions of contract structure and service delivery mechanisms, including Task Orders and Work Orders as subsets of work performed under the general contract scope. It defines specialized business certifications relevant to the RFP, specifically Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) designations under Maryland regulations. The appendix references Maryland's eProcurement system (eMMA), established security protocols, and compliance frameworks including the Code of Maryland Regulations (COMAR). All times referenced in the solicitation are specified as Eastern Time Zone as observed by the State of Maryland, and normal state business hours are defined as 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays available through the Department of Budget and Management website.
