About this file

This is a Location of the Performance of Services Disclosure form issued by the State of Maryland in conjunction with a Request for Proposals from the Maryland Insurance Administration (MIA) for Specialty Financial Examination & Auditing Services. The MIA intends to make up to ten contract awards—one primary contract and one backup contract for each of five functional areas: Actuarial Services Property & Casualty, Reinsurance Services, Information Technology Services, Actuarial Services Life & Health, and Investment Services. Selected contractors must be capable of providing services in one or more of these five primary functional areas.

The disclosure form requires bidders and offerors to certify whether they or their proposed subcontractors have plans to perform any services required under the resulting contract outside of the United States. If services are to be performed outside the United States, bidders must identify the specific location(s) and provide detailed reasons why such offshore performance is necessary or advantageous. The State of Maryland permits contracting for services provided outside the United States only when services are unavailable domestically, domestic pricing is unreasonably higher, or domestic service quality is substantially inferior to comparably priced services provided outside the United States. All disclosures must be signed by an authorized representative of the bidder or offeror and submitted with the proposal response.
