About this file

This is a Pre-Submission Meeting Question and Answer document for Collin County's RFP 2026-155 regarding a full-body scanner system for the Adult Detention Facility's admissions area. The project requires one complete turnkey full-body scanner unit with peripherals, professional installation and configuration, on-site training, equipment diagnostics with future network integration capability, and rapid-response technical support with a maximum four-hour turnaround time. The system must process up to 600 persons per day and detect both metallic and non-metallic contraband including drugs, weapons, cell phones, electronics, and money. The facility has 1,478 total beds, and approximately 15,000 persons are processed annually through admissions screening. Mandatory pre-submission conferences are scheduled for August 24 at 10:00 a.m. and August 26 at 2:00 p.m. at the Collin County Justice Center in McKinney, Texas. Proposals are due September 17, 2026 at 2:00 p.m., with questions due by September 4 at 5:00 p.m. Optional demonstrations are estimated for October 16, and contract award is anticipated November 17. The scanner room is 22 feet wide by 16 feet 7 inches long by 12 feet tall with an open portal walkthrough design. Installation deliveries will be made through the acceptance area and sally port, with crate storage permitted at the sally port only during installation.

The estimated first-year upfront cost is $242,000 for hardware, accessories, and implementation plus first-year subscription fees, with subsequent years subject to budget approval. The system must comply with FAA 14 CFR, CDRH FDA, UL/CSA NRTL, and FCC Class A standards and integrate with the county's Odyssey records management system. If the system connects to the county network, it must be a commercial business class Dell computer, standardized as the DELL PRO 5 MICRO PSM1260 (Part Number 210-BTXQ), with additional software security tools and vendor remote access only through the county's Beyond Trust system with monitoring. Only inmates will be scanned; staff and youth populations will not be scanned. The awarded vendor must provide a minimum one-year warranty covering all parts, labor, software updates, and technical support, with optional pricing for a five-year maintenance plan thereafter. Contractors must carry commercial general liability of $2 million, professional liability, cyber liability, and umbrella coverage of $2 million, with Collin County named as additional insured. All work is performed at 4300 Community Avenue during normal business hours (Monday-Friday, 8 a.m.-5 p.m.).

Note from IT:

If this is a standalone system and the Sheriff’s Office does not need this connected to the county network then there is not any IT involvement and the type of computer is immaterial to the county. If there is a need to place this system on the county network the county is standardized on Dell computers. The current desktop model purchased by the county is the DELL PRO 5 MICRO PSM1260, PART NUMBER: 210-BTXQ. Any computer system supplied for this project must be a commercial business class Dell computer. Additional software security tools will be installed on the system prior to the computer being added to the county network. Any remote access required by the vendor will only be allowed through the use of the county Beyond Trust system and will be recorded and proctored/monitored by the county.
