About this file
This is a requirements attachment for a Request for Proposal (RFP No. 2026-155) issued by Collin County, Texas, for a full-body scanner system to be installed at the County's Adult Detention Facility. The county seeks a complete solution including the scanner equipment, all necessary peripherals, professional installation and configuration services, and rapid-response technical support with a maximum four-hour turnaround time. The solution must detect both metallic and non-metallic contraband, including drugs, weapons, cell phones, electronics, money, and other prohibited items, on persons or concealed in body cavities. The scanner room must accommodate approximately 350 square feet (22 feet wide by 16 feet 7 inches long by 8 feet tall) with ADA accessibility ramps and an open portal walkthrough design capable of processing up to 600 persons per hour with 100 percent duty cycle operation.
The proposed system must meet specific technical specifications including standard 110/120VAC power requirements, real-time image visualization, horizontal or vertical beam direction, linear array detectors with 1.5 mm pixel resolution, and minimum 34-38 mm steel penetration capability. The scanner must comply with federal regulations including FAA 14 CFR standards, CDRH FDA requirements, UL/CSA NRTL certification, and FCC Class A compliance. The system must include automated data management with automatic image transfer to protected formats, threat image projection operator training, and a recordkeeping system compatible with the county's Odyssey records management system. Vendors must address network integration requirements, annual maintenance including radiation testing as required by Texas, health and safety considerations including radiation exposure tracking, and remote connectivity options. Proposers must indicate whether the solution includes a stand-alone computer system or requires connection to the county network, with all network-connected computers requiring Collin County cyber-security software installation and coordination with the county IT department for licensing and security tools.

Requirements that require a detailed response shall be submitted as an attachment titled "Detailed Response to Requirements". The responses shall be in order and include the reference numbers within this document. Acknowledgement of response on this sheet is required and reference of location of response shall be referenced in the comment section of this document.
| Any responses that are answered as a yes mean that the system will fully comply with no setup required, configurable with no changes to source code, or are provided with reporting tool. If the functionality is not available at this time the response shall be answered as no and shall be included in your proposal as "exceptions" with further explanation. Refer to Section 7.0 of the specifications for more details on Exceptions. | Yes |
| System currently performs these functions and/or agree to requirement | No |
System does not perform this function and/or cannot agree to requirement Written Response: Include additional comments below.
If you need additional space please include with your submittal an attachment titled "Detailed Response to Requirements" and note accordingly below.
| 2.3 | SPECIFICATIONS |
| 2.3.1 | Scanning Solution: The solution should discuss the important aspects of an officer’s use of the full-body scanner, including scanning or imaging steps, process, and time to screen each person. A solution should discuss the user interface and its features and options (e.g., touch screen monitor or tablet computer). The solution should also include pictures of the user interface. Please describe any requirements or limitations related to use of the system (e.g., clothing or carried items). |
| 2.3.2 | A solution should discus threat identification and analysis, supported by sample images. It should include information about the system’s accuracy and reliability, including false negatives and false positives. |
| 2.3.3 | A solution should discuss the system’s automated or AI image analysis or threat assessment or any options for such functionality. |
| 2.3.4 | A solution should discuss the system’s key components, including its image-capture system, and key technologies (e.g., transmission x-ray, backscatter x-ray, digitalized x-ray, metal detection, continuous wave, or millimeter wave). |
| 2.3.5 | A solution should discuss how the system saves and exports images or videos, including the image formats for export. |
| 2.3.6 | Assuming that the system keeps a record of all scans of a person, a solution should include information about the system’s recordkeeping and recordkeeping options.A process and management system for record expunctions needs to be provided. A solution should describe the system’s operating software and how the system connects—or the options to connect the system—to the county jail’s Odyssey records-management or other systems. |
| 2.3.7 | A solution should discuss available options, including cameras or sensors. |
| 2.3.8 | A solution should discuss the health risks associated with the technology and the related constraints and limits for safe use on and by persons, including the means of keeping a record of each detained person’s exposure to possibly harmful x-rays. A solution should also discuss tracking health risks to jail personnel using the system. A solution may also discuss risk-reduction measures (e.g., a bystander radiation-exclusion zone) or strategies for safer and healthier use. |
| 2.3.9 | Features: The desired solution will provide a full-body scanner system that is capable of detecting metallic and non-metallic contraband (e.g., drugs, weapons, cell phones and electronics, money, tattoo instruments, food, alcohol, or tobacco products) (i) on a person or (ii) inside a body cavity. |
