About this file

This is a Body Scanner Plan document for Collin County, Texas's full-body scanner system procurement for the Adult Detention Facility. The project requests a complete turnkey solution including one full-body scanner unit with all necessary peripherals, professional installation and configuration services, on-site training and certifications, equipment diagnostics with network integration capability, and rapid-response technical support with a maximum four-hour turnaround. The scanner system must detect both metallic and non-metallic contraband, including drugs, weapons, cell phones, electronics, and money on persons or concealed in body cavities. The facility accommodates approximately 350 square feet (22 feet wide by 16 feet 7 inches long by 8 feet tall) with ADA-accessible ramps and an open portal walkthrough design capable of processing up to 600 persons per hour at 100 percent duty cycle. Mandatory pre-submission conferences are scheduled for August 24 at 10:00 a.m. and August 26 at 2:00 p.m. at the Collin County Justice Center in McKinney, Texas. Proposals are due September 17, 2026 at 2:00 p.m., with questions due September 4 at 5:00 p.m. Optional demonstrations are estimated for October 16, and contract award is anticipated for November 17.

The estimated first-year upfront cost is $242,000 for hardware, accessories, and implementation, plus first-year subscription fees, with subsequent years subject to budget approval. The awarded vendor must provide a minimum one-year warranty covering all parts, labor, software updates, and technical support, with optional pricing for a five-year maintenance plan thereafter. Technical specifications include standard 110/120VAC power, real-time image visualization, linear array detectors with 1.5 mm pixel resolution, and minimum 34-38 mm steel penetration capability. The system must comply with FAA 14 CFR, CDRH FDA, UL/CSA NRTL, and FCC Class A standards and integrate with the county's Odyssey records management system. All work is performed at 4300 Community Avenue during normal business hours (Monday-Friday, 8 a.m.-5 p.m.). The county processes approximately 15,000 persons annually through admissions screening. Contractors must carry commercial general liability of $2 million, professional liability, cyber liability, and umbrella coverage of $2 million, with Collin County named as additional insured. A completed Conflict of Interest Questionnaire and Form W-9 are required.
