Question No. Sheet or Reference Question Response Amendment

Answered

Drawing E4.3; Spec

25‐51‐00, Part 1.2.A

On drawing E4.3, General Note 3. States “The National

Park service has provided a sole source justification for telemetry system. The telemetry system and components shall be by Motorola and shall be installed by timberline.

No substitution of specified equipment will be allowed.”

In the specifications section 25‐51‐00, addresses the integrated automation of the project. In part 1.2.A of the section talks about programming and integration of the telemetry system.

Thus the question I have is: Is the integration and programming of the telemetry system part of the sole source services provided by Timberline, or should it be part of the proposal package?

This question and response pertain to the

Moose Water System specifications. The integration of the telemetry and control system between the Taggart Tank and Taggart well house should be part of the proposal package.

The integration and programing of data reporting from Taggart Well house to Moose

Water Lab is part of the sole source service provided by Timber Line.

There appears to be a discrepancy between E4.3, General note 3, and E5.4. Note 1. Please clarify who is to provide specific panels, or if contractor is providing all.

This question and response pertain to the

Moose Water System specifications. Contractor is providing all. The Contractor is responsible for furnishing and installing all equipment, controls, hardware, and wiring at Taggart Well

Tank and Taggart Well House. 0001

Is the pre‐proposal site visit mandatory? The purpose of the site visit is to give potential offerors the chance to see the project site for proposal pricing. This site visit is not mandatory. 0001

SF1442 The SF 1442 says the proposal is due 6/2/16 and the solicitation (Page 113) states it is due Monday, June 6, 2016. Please clarify when proposals are due for this project.

Proposals are due 06/06/2016 at 10:00am

Mountain Daylight Time (MDT). This typo on the SF1442 has been corrected with this

Amendment 001. 0001

Section L, Page 113 Factor 1 – Previous Relevant Experience. Offeror shall submit 3‐5 examples of past performance on similar projects in scope and costs that occurred within the last 10 years. Please confirm that a total of 3‐5 examples should be submitted for all three Elements. Not 3‐5 per Element.

A total of 3‐5 examples. Projects cited should demonstrate that the Contractor has the technical capability, skills, and experience to successfully manage and perform the three listed elements 0001

Section L, Page 113 Factor 1 – Previous Relevant Experience. Offeror shall submit 3‐5 examples of past performance on similar projects in scope and costs that occurred within the last 10 years. Must an example be at a certain percentage complete in order to submit?

It is the contractor's responsibility to submit projects that best demonstrate their capability to successfully complete this job.

Can you post the as‐built drawings for the existing structures that are to be demolished?

As‐built drawings for these structures are incorporated via Amendment 002.

465349‐7, Part2‐

2.1.C

Please confirm that the influent loadings numbers provided are for one train or for the entire plant. The reason we ask is that the loadings seem unusually high for one train (for a municipal application).

The influent loading provided in 465349‐7, Part

2‐2.1.C are per flow train as specified. They are higher than the typical municipal application, that is why they are specified in detail.

465349‐ Appendix 3, Part A, Table A1

The flows ADF, MDF shown is different from the flows provided in section 465349‐8 #2.2A. Please confirm the correct flow to use in the design.

The influent flows and loadings used for design shall be as specified in 4655349. The influent flows listed in Appendix 3, Part A, Table A1 are to be used for the annual life cycle cost analysis. Design is based on maximum loading and flows while life cycle cost is based on average annual loading and flows.

section 465349‐12, 2.5.B.2

This section specifies membrane cassettes to be primarily constructed of 316L SS. Also the hardware is required to be

316L SS. Our typical design is constructed in 304 SS. We have membranes units in 304SS structure installed in mixed liquor in all of our plants without any issues. It generally meets the purpose and is more cost effective.

Will 304 SS structure be allowed for this project?

304 SS will not be allowed.

Is there a seismic design requirement? The seismic design requirement is listed on drawing S1.0, Design Criteria, Note 12, Seismic

Criteria. Also see Specification 460548

"Vibration and Seismic Controls for Water and

Wastewater Equipment".

Do you require a Wyoming Electrical Contractors license for the electrical work?

Yes

We would like to request a two week bid extension.

Feedback from subcontractors and suppliers indicate this would enable more favorable pricing for the government on this procurement.

Please refer to Amendment 002, which extends the proposal due date to June 16, 2016 at

3:00pm Mountain Daylight Time.

In Request for Proposal, Volume II – Business and Price

Proposal – Small, hubzone small, small disadvantaged, women‐owned, veteran owned small business contracting plan – if the prime contractor is a small business, how do we calculate the “% of total planned subcontracting dollars under this contract will go to subcontractors who are small business concerns.”

Per FAR 19.702 ‐ Statutory Requirements ‐

Subcontracting plans are not required from small business concerns.

To provide best value to the government and meet subcontracting goals it may be necessary to use subcontractors that are not based in the immediate area of the project site. Will the government provide any housing to the contractor or provide RV space for contractor personnel to utilize for housing?

The contractor and their employees and subcontractors shall provide their own housing.

From year to year, there may be some RV sites being open and available for contractor use.

These sites cannot be counted on for availability and should not be assumed available.

Would the NPS please consider offering a two to three week bid extension to the proposal due date for the

Moose Waste Water / Water Plant project? A significant amount of the development of the construction approach, pricing, and identification of interested subcontractors and suppliers takes place following a project site visit. With the site visit just occurring earlier this week, it will take longer than the remaining approximately 2 week time period to complete the project pricing as well as the other qualifications and proposal requirements required for this project. It was brought up at the site visit, but a due date later in the week allows more opportunities for contractors to submit proposal via courier service than offered by a

Monday due date. A two to three week bid extension would be most helpful and appreciative to this RFP.

Please refer to Amendment 002, which extends the proposal due date to June 16, 2016 at

3:00pm Mountain Daylight Time.

Looking at this project and see there is one overhead door

D6 but I do not see any specifications for it. Is it a coiling door or sectional door?

This response pertains to Moose Wastewater

System Improvements. See Remarks for Door

No 08, Type D6 and specification section

083323 Overhead Coiling Doors.

I am reaching out to you in writing to find out if there is any rock excavation, drilling & shoot on this project.

Blasting is not allowed. Amendment 3 will contain additional information/clarification in regards to rock excavation.

Another question that I wanted to ask, pertains to the

“Sump Pumps” section in the Wastewater Specs, 43 21 39‐

4. Part D, i.‐j calls out for 2” solids handling 2” NPT pumps, then in Part E. calls out for 3” solids capabilities. We would just like clarification as to which size solids this pump needs to pass.

The sump pumps specified in 43 21 39‐4, 2.1.D.4. is correct the pumps should be capable of handling 2" solids. Paragraph E is the general requirement for all submersible pumps requiring the ability to pump 3" solids, the specific pump specification paragraph D, because of the 2" discharge connection, would supersede the general specification.

On the WWTP, what are the required coatings for the

Ductile Iron Spools. Spec section 40 05 13.53 refer to sections 09 96 00 and 09 90 00. Specs section 09 96 00 does not seem to cover DIP and section 09 90 00 is not included in the WWTP specs?

Spec Section 40 05 13.53‐3.2.2 requires finishes applied as specified in Section 09 96

00. Section 09 96 00‐6 B specifies finishes for

"Steel Substrate" which is a common term used for ferrous material including ductile iron.

On the WWTP, on the 3” DI pipe called out as Diffuser

Clean/WAS piping shown on P‐7, call out #53 is for a 3” plug “control” valve but directly above that is a notation

“FCV‐320” which is for a 4” motorized butterfly valve.

Which is correct?

The correct reference is call #53, which is FCV‐

420, a 3" plug valve with electric actuator.

Specification 40 05 23.21‐3 provides the Plug

Valve Schedule: FCV‐420 serving MBR 320

WAS, 3", elec. Actuated. Same for FCV‐410 serving MBR 310.

Is there a Pipe Schedule on this project Piping and Equipment Schedules are shown on the process (P‐) drawings.

On plan sheet P13 there are some butterfly valves connecting to MBR‐310 and MBR‐320 designated as HV‐

316, HV‐317 and HV‐326, HV‐327. They are shown connecting to 4” fittings but called out in the valve schedule as 3”.

HV‐316, HV‐317, HV‐326, and HV‐327 should be 4 inch. The valve schedule 40 05 23.18‐3 should be changed to show 4".

The spec on manual butterfly valves for air service, can these be wafer or lug wafer valves ? It might be a significant cost savings and time saving for the installer.

Per specification 40 05 23.18‐2 the butterfy valves are lugged (wafer style) conforming to

AWWA C504.

I am looking for the “instrumentation and control for process system” specifications that would give me process connections, (flow meters & Ultrasonic Level products), measuring spans (pressure transmitter) etc. to quote the product as stated by the engineering firm. The specs are in section 17000, but they do not give me this information.

Are there any “drawings” that would give this info? I found a couple, but it only gives the tag number not the details.

They are in the “G” section of the “plans”.

Please refer to the Specifications included with the Solicitation.

It was just brought to my attention that the only wage rates included is Heavy. It would be helpful if you could also include the Wage Determination for Buildings.

The Wage Rates for General Decision Number

WY160017 02/26/2016 WY17 have been included with Amendment 0003.

The design criteria specified in G2 sheet of the construction drawings is different from the design criteria in RFP section 465349‐7, Part‐2.1 and 465349‐8, Part‐2.2.

Which influent/effluent criteria should the MBR design comply to?

The MBR equipment should be sized per the design criteria provided in section 465349 of the specifications.

Is the 20% small business mandatory participation percentage based on the base bid amounts only to determine the percentage met?

Please refer to Section L ‐ Instructions, Conditions, and Notices to Bidders of the

Solicitation. Subsection C. Proposal Format, Volume II ‐ Business and Price Proposal, 10.

Small Business Participation Plan states, "The

Offeror shall propose the level of participation of SB concerns (as a SB prime and/or no lower than first‐tier SB contractors) that

GUARANTEES A MINIMUM OF 20 PERCENT OF

THE TOTAL CONTRACT VALUE WILL GO TO

SMALL BUSINESS in performance of the acquisition."

On sheet PD1 wall penetrations are shown in detail 9 as using a flanged pipe spool with seep ring and tapped bolt holes on the flanges – however detail 8 shows a cored hole with double links seals which is much less expensive. Can contractors use either one ? what is the rule for using detail 8 versus detail 9

The wall penetration details on PD1 are standard details that the contractor may use for the appropriate application. The contractor may use detail 8 for a straight pipe thru the wall; Contractor may use detail 9 for a penetration that requires a flange connection at the wall (note detail 8 would not work for a flange connection at the wall because the flange would block access to the link seal).

Contractor may use detail 10 for a penetration that requires a flange or mechanical joint connection 6‐inches from the wall, (note detail

8 would not work for a flange or MJ connection

6‐inches from the wall because the flange or

MJ fitting would block access to the link seal).

The majority of the wall penetrations shown on the Wastewater Treatment Plant (WWTP) drawings are laid out to use detail 8.

Penetrations thru the floor or the water tank shall be with wall pipe as shown on detail

1/S2.5 of the Moose Water Drawings.

Penetration thru the wall of the water tank shall be with wall sleeve and link seal as shown on detail 1/S2.4 of the Moose Water Drawings.

In the Ductile iron spec section 40 05 13.53 ‐3 C110 is listed for Fittings, but the industry standard now is C153

(for MJ fittings) will C153 fittings be allowed?

The contractor may use AWWA C153 for buried service ductile iron mechanical joint fittings where the pipe is cut to length. The layout of the piping in the Wastewater Treatment Plant

(WWTP) and the Taggart Well house is based on AWWA C110 flange fittings, AWWA C153 compact MJ fittings will not work in the WWTP or Taggart Well house.

Section L of

Solicitation

Note, approximate volumes for earthwork at

Taggart Tank are given in the construction drawings for information. Contractor shall be responsible for computation and verification of actual earthwork quantities

MOOSE

WASTEWATER

SYSTEM

IMPROVEMENTS ‐

Drawing subsheet

M4.1

On reviewing the drawings and specifications, I noticed on

Sub Sheet M4.1, Drawing No. 136/114087A Sheet 99 of

161, Titled, Treatment Plant Mechanical Schedules, that the air filters specified in the Makeup Air Unit Schedule call out a prefilter of MERV 8 and final filter of MERV 11, for both MAU‐1 and MAU‐2. The prefilter is called out correctly, but the final filter should be called out as MERV

14 for both MAUs

A MERV 11 final filter is not sufficient to protect the ion tubes that we will be supplying, from excess fouling and premature loss of performance.

Please refer to Attachment 001 of Amendment

0004 which revises drawing subsheet M4.1 for

MOOSE WASTEWATER SYSTEM

IMPROVEMENTS.

Quick question on TV‐320 and TV‐310 telescoping valves, please. I see on drawing P7 the HWL of 101’‐0” on the

MBR‐310 and MBR‐320 but I don’t see a LWL elevation.

I also didn’t find a length of travel in Spec Section

40052372 2.4 so I just wanted to clarify the desired travel.

The LWL will depend on the membrane manufacturer and the minimum transmembrane pressure (TMP) required for their membranes to function properly. With the membrane shown on the drawings the lowest probable LWL would be elevation 98.5'.

In regards to the length of travel, we suggest planning on ordering the maximum travel available given the telecoping valve's seal requirement.

Please provide spec section 07 53 16 ‐ CSPE Roofing Section 07 53 16 will be provided in amendment 005 and shall be incorporated into the specs titled "ADDRESS CRITICAL MOOSE

WATER SYSTEM DEFICIENCIES"

Can the contractor stock pile excavated material in areas other than the “designated stock pile area transfer site” that are within the limits of disturbance

Materials from the excavation for the new water storage tank may only be stockpiled in designated locations, as stated on the construction drawings ‐ this shall include temporary stockpiles. Concern is for risk of excavated materials being contaminated with weed seeds from any locations other than those designated (large areas adjacent to the stockpile transfer location exist with known weed infestations).

Spec ‐ 31 23 17, 3.5.A.3, What intervals will be required to re‐excavate waterline for bedding compaction inspection?

The interval of inspection will be determined by the CO and/or COR based on contractor performance. 0005

Can the mow operations within the water pipeline alignment be done the day after Labor Day or do we have to wait until the first day of Autumn (9/22/16)

Proposed Response: Part 1.3.A.3 of section 01

11 00 states "When practical, complete mowing and mulching of waterline construction corridors. Work shall be completed the fall prior to construction to prevent birds from nesting within the construction corridor the following spring."

Mowing operations shall be limited by initial year construction date after Labor Day 2016.

However, mowing operations in a normal year may proceed after June 30th, provided a bird survey has been done prior to mowing and prior to August 1st. After August 1st, mowing may take place until winter shutdown, and subject to startup dates in Spring.

What are the limits or boundary of the “Park”, specs mention limitations to the contractor within the “Park”.

What is considered inside or outside of the “Park"

The park boundary is shown on sheet 1 of both set of drawings (Drawing No. 136/114087A &

136/114086A). The term "Park" shall be reserved in most context to mean Grand Teton

National Park and John D. Rockefeller Jr.

Memorial Parkway ‐ legal boundaries.

Spec – 01 50 00, where can we store fuel trucks outside of the park?

Contractor shall be responsible for coordinating and obtaining approvals for storage of fuel trucks. 0005

Are there any limitations to staging equipment or materials within the Limits of Disturbance for the water pipeline work?

Refer to drawings and specifications.

Contractor shall not stage or drive outside the limits of disturbance. Note the drawings show designated staging areas.

Where are we allowed to discharge flush water from the water pipeline?

Refer to specification section 33 13 00

(Disinfection of Water Utilities) 0005

Will the NPS consider pushing the bid back until June 23, 2016 3:00 pm? This will give the contractor the necessary time to review and incorporate your final addendum from the final questions deadline. Depending on when the final addendum is issued, the contractor may have less than 4 days to review your final addendum.

Please refer to Amendment 005, which extends the proposal due date to June 22, 2016 at

3:00pm Mountain Daylight Time.

This is a request to extend the bid date to June 23rd 3pm.

We need more time to evaluate ALL of the documents and to incorporate the final Addendum for this project.

Please refer to Amendment 005, which extends the proposal due date to June 22, 2016 at

3:00pm Mountain Daylight Time.

Specification section 01 50 00: 3.4.K.4 – states that “two persons shall be utilized during fueling operations, one to operate the fuel nozzle and one on standby at the fuel truck…” Please confirm that two persons are in fact required for fueling operations onsite. This is a somewhat unusual requirement.

Two persons are required.

Specification section 01 77 00: 1.3,6.a – Special Tools states that “one set of special tools required to operate, adjust, dismantle, or repair equipment” is to be provided.

Is there a specific tool list available that the contractor is expected to provide?

Special tools required to maintain equipment shall be identified by the equipment manufacturer/supplier.

Specification section 01 73 40: 3.2, 2 states that “GRTE

Water and Sewer utility Contacts: Request Contact information from CO.” ‐ Can this contact be provided to bidders at this time for coordination during the bid process?

Contacts will be provided after award.

Specification section 01 73 40: 3.2, 2 states that “GRTE

Communications Utility Contacts: Request contact information from CO.” – Can this contact be provided to bidders at this time for coordination during the bid process?

Contacts will be provided after award.

Specification section 31 23 19: 3.6, B – states “Provide 24‐ hour supervision of dewatering system by personnel skilled in operation, maintenance, and replacement of system components”. Please confirm that it is required to have a competent person present at the site 24‐hours per day to monitor the dewatering system.

The dewatering system will have to operate 24‐ hours per day and should be monitored by competent personnel. If the dewatering system provided by the contractor is reliable it should not require a person at the site 24‐ hours per day.

Specification section 31 23 19: 3.7, A – states

“..Contractors may utilize existing detention basins located near the Park Headquarters and Maintenance building parking lot for removal of fines prior to pumping to the discharge location.” Can you please provide a sketch showing the location of this existing detention basin so that dewatering equipment can be properly sized and priced.

The existing storm water detention basins are shown on drawings C1, C2, and C3 (pink hatching) identified as NPS Wetlands.

On drawing C3.25 for the PRV Vault, the details show “3‐

INCH POLYURETHANE INSULATION”. The specifications for the project do not appear to reference “Polyurethane

Insulation” anywhere. Can you provide additional specification detail on this insulation type.

Insulation for the PRV vault should be Extruded

Polystryrene Foam‐Plastic Board per 07 21 00‐

2.

A question was raised during the site visit regarding the disposal of water used to disinfect water lines. A large quantity of water will be required to disinfect the tank and water lines on this project. After that water is treated with de‐chlorination chemicals as stated in the specifications, can it be disposed of onsite, if all other water discharge requirements are met?

Our HVAC Suppliers has asked if it would be possible to get approval for proposed equipment substitutions prior to bid. Please find attached their completed Proposed Equals form for your review and approval.

De‐chlorinated water can be disposed of onsite as long as it is done in accordance with provisions called for in section 33 13 00

(Disinfection of Water Utilities). Note that part

3.5.C of section 33 13 00 states "Indiscriminate onsite disposal or discharge to sewer systems, storm drains, drainage courses or surface waters of chlorinated water is prohibited."

Proposed equipment substitutions will not be approved prior to bid. Please include any proposed substitutions with the proposal package.

CLIN’s 1, 13 & 15 all require pricing from Lower Valley

Electric. CLIN 1 is only LVE work and will not include any markup and CLIN’s 13 & 15 may include work to be performed by the contractor and markups are not excluded. The specifications indicate that we are to coordinate with Rick Knori at Lower Valley Energy to complete these bid activities. We contacted Rick for pricing and he originally advised us that he was not familiar with this project. He later found out that Peter Keenan, a

Customer Service Engineer for Lower Valley Energy was familiar with the project. Peter replied to my request for pricing with the following: "I will try to answer your questions on this. I have worked with Nelson Engineering here in town on the wastewater treatment plant in Moose, but just hearing about the service for the taggart pump

In your spec sheet, the one change is we actually provide the meter enclosure unless there is a multimeter pack situation.

Not sure what other questions you have, but if you need a cost, I need a site plan and a load calculation and page 7 of the attached spec manual completed." Would it be possible for the NPS to changes these CLIN's to an allowance set by the NPS and to be paid based on invoices from LVE?

No. Refer to response to Q56.

Who is responsible for Hazardous Material (asbestos) removal from the existing WWTP and Well House?

The Contractor

What is the “Lower Valley Energy’s” work order/connection fee for bid item no 1? Please clarify this bid item and how the contractor is to price the “Actual

Cost”.

The contractor is responsible for coordinating with and obtaining a quote from Lower Valley

Electric in accordance with the specifications.

Note that section 01 27 00 provides a

Definition of Contract Line Items. The site plan and calculated loads are provided on Moose

Water drawing E1.0 and E3.0. The site drawing and calculated loads for Moose Wastewater are provided on drawing E0.3 and E6.0

What is the existing quantity of bioseed at the existing

WWTP? Will ALL of the bioseed be removed from the existing WWTP by the owner for bioseeding the new

WWTP per the specification? If not, what quantity will need to be removed by the contractor for disposal?

The existing WWTP has approximately 50,000 gallons of activated wastewater and as much as

10,000 gallons of waste activated sludge. No.

Only sufficient bioseed will be removed by the contractor to seed the new plant. Note both the existing WWTP and the new WWTP will run simultaneously for a period of time. See section 02 41 16, some activated sludge may be transferred slowly to the new WWTP, the remaining amount will be hauled by the contractor to the Signal Mountain Drying Beds.

What is the quantity of existing sludge to be removed and disposed of from the existing WWTP by the contractor?

Approximately 10,000 gallons of waste activated sludge in addition to any remaining sludge that can't be transferred to the new

WWTP.

Can the contractor use xypex grout on the exterior WWTP tank basins to repair tank leaks in lieu of draining the tank and repairing from the interior?

No. The repairs have to be made from the interior.

In the WWTP, the specifications indicated that the tank basins need to be water leak tested one at a time or individually. Can multiple tank basins be water leak tested at the same time if those being tested are staggered and perpendicular to each other (not sharing the same parallel wall)?

That is possible however, the CO/COR would first need to approve a proposed testing schedule and sequence of basin testing.

The specifications indicate that we can use concrete curing compound on vertical surfaces. Can we use curing compound on horizontal surfaces in lieu of water curing?

Curing shall be in conformance with Section 03

37 00.

The drawings indicate a maximum of (3) vertical construction joints on the Taggart water tank. Can we pour the tank walls as monolithic (one pour) without any construction joints?

Minimum vertical construction joints is preferred, however, the local concrete supplier may not be able to provide sufficient concrete for a monolithic pour. Concrete pour sequence and and schedule will first need to be approved by the CO/COR.

Reference 01 50 00 fuel trucks. Is a fuel/transfer tank in the back of a pickup truck considered a fuel truck and is it restricted to on how long it can remain in the Park? Please clarify the contractors’ options for refueling equipment with a pickup truck, fueling trucks, etc…

Fuel transfer from a pickup truck shall not be restricted within the Park provided the fuel supply tank in the truck is DOT compliant and meets all size and contaminant requirements for all local, state, and federal regulations.

Transfer tanks shall be self contained and affixed to the pickup truck for use. Pickup trucks carrying fuel transfer tanks for use on the project shall not exceed 1 ton in size to be considered a pickup truck with a fuel transfer tank (otherwise, considered a fuel truck).

Transfer tanks shall not exceed size requirements for personal use as required by

DOT regulations, and shall be a standard size tank that fits within a standard pickup bed.

Construction Drawing G14 shows the permeate pump PP‐

440 for the membrane thickener, but I was unable to find specifications for this pump outside of what is listed on the drawing. Can you please provide any additional specifications or information for permeate pump PP‐440?

P‐440 is a progressing cavity pump with the performance requirements shown on sheet

G14. The MBR manufacturer may have other requirements.

Construction Drawings G12 and G13 show the MBR permeate flow meters on the suction side of the permeate pumps. However, standard practice should have the flow meters on the discharge side of the pumps. Please confirm if it is acceptable to install the flow meters on the discharge side of the pumps.

It may be acceptable to install the flow meter on the discharge side of the pumps, if the location does not interfere with gravity flow operation of the MBR and the flow meter accuracy is not comprimised by the flow control valve.

Section 46 53 49 1.2.B.4.g requests that any changes to the plans and specifications be identified in detail. Should the

MBR system manufacturer/supplier also list any additional estimated costs associated with required changes to the equipment, instrumentation, piping, controls, etc., as depicted in the drawings?

The MBR system manufacturer shall include all costs in their proposal, for the complete system that is required for their equipment and shall identify the changes that their equipment/design will require in the drawings to meet the performance requirements.

Section 46 53 49 1.2.B.4.b.3) requests that the MBR manufacturer/supplier identify the North American installations that utilize the same model or type of MBR proposed for the Moose WWTP. Since an MBR system may have originally began operation with a different model or type of membrane, should the MBR manufacturer/supplier also identify how long the referenced installation has been operating with the proposed model or type of membrane unit?

Yes

If the membrane manufacturer’s Operation and

Maintenance manual calls for recovery cleaning for their membranes, will the contractor need to coat the tank so that the tank will be chemical resistant?

Yes, if the MBR equipment requires high strength chemicals that would cause damage to the concrete basins. Coating the tank would be specific to that MBR equipment and would add to the overall construction cost.

If the membrane manufacturer’s Operation and

Maintenance manual calls for backwashing of their membranes, should the MBR system manufacturer/supplier use rotary lobe pumps instead of the specified self‐priming centrifugal pumps for the permeate pumps PP‐330 and PP‐340 to allow for backwashing of the membranes?

The self‐priming pumps, P‐330 and P‐340, are a back‐up to the normal gravity flow operation and are not intended to be used as backwash pumps. If a manufacturer/Supplier proposed

MBR system requires backwash pumps and additional piping that cost and change should be clearly identified in the proposal.

I was calling to ask which drawing set I would look in to find out more information about the thermal mass flow meter piping runs? The specific tag numbers I would be looking for are as follows: FE‐210, 220, 310, 320, 520, 521,

431. In the specifcations, it calls out the need for inline flow conditioners and I want to make sure we quote accordingly to each flow run. On the pipes where these meters are to be installed, with thermal dispersion technology it is recommended that there are at least 20 pipe diameters upstream and 10 diameters downstream so that there is a fully developed flow profile at the sensor. I need to see the piping layout for each meter run so I know whether to quote an inline flow conditioner due to the lack of sufficient strait run and I wasn't sure which drawing set showed the location and dimensions of the piping available.

The Process drawings (P) show the piping layout. Specifically P2, P15, and P16. P16 shows the location of at least two flow conditioners, other flow conditioners may be required depending on the requirements of the thermal mass meters provided.

Specification section 07 13 26: 3.2.G.1.a states that “At footing‐to‐wall intersections, extend liquid membrane in each direction from corner to install membrane strip centered over corner”. The drawings suggest the only location for waterproofing is on the roof structure, like shown on detail 1/A5.0 for example. The drawings only depict “dampproofing” to be installed at concrete wall/foundation locations. Please confirm if Self‐Adhering

Sheet Waterproofing does in fact get installed on concrete as indicated by this specification, and if so, can you please provide a drawing or detail.

Amendment 0007 deletes and replaces the

Moose WWTP Specification Section 07 13 26 in its entirety. Specifically, Subsection 3.2.G:

"Corners: Prepare, prime, and treat inside and outside corners according to ASTM D 6135" has been deleted.

Amendment 0007 deletes and replaces the

Moose Water Specification section 07 13 26 in its entirety. Specifically, Subsection 3.2.F:

"Corners: Prepare, prime, and treat inside and outside corners according to ASTM D 6135" has been deleted.

There does not appear to be a reference in the drawings to the location of Crystalline Waterproofing (specification section 07 16 16). If Crystalline Waterproofing is required on the project, can you please provide a drawing or detail showing the extent of its application.

Crystalline water proofing must be applied only at the horizontal joint between the exterior foundation walls and the base slab. The damp proofing must be applied on the exterior face of the foundation walls, from grade level to the top of the foundation slab. Amendment 0007 deletes and replaces Specification Section 07

16 16 in its entirety.

The drawings state that all conduit, supports, hangers, boxes, enclosures, and equipment in certain areas be outdoor and corrosion resistant.

The specs state that the raceways in corrosion areas to be

PVC coated GRC, will all the associated conduit fittings be required to be PVC coated as well? Example: EYS’s, GUAT’s, Condulet LB’s, Condulet “T’s”, FS Boxes, Etc.?

Yes, all associated conduit fittings in corrosive environments shall be corrosion resistant.

GUAT's EYS's, Condulet LB's , Condulet "T's', FS

Boxes, UNY, UNF, RDU, Conduit Nipples, Couplings, etc shall be corrosion resistant per the contract document. Refer to Division 26

Section 26 05 33.10 paragraph 3.1.B.4 (Damp or Wet Locations) and Section 26 05 33 paragraph 3.1.C.2 (Raceway Fittings).
