DRFP Proposal Cover Letter
To: Prospective Offerors Subject: 80NSSC22R0026 Draft Request for Proposals (DRFP)
The National Aeronautics and Space Administration (NASA) is seeking interested parties to perform select Agency business and administrative services at the NASA Shared Services Center (NSSC) located on Stennis Space Center (SSC), Mississippi. This requirement supports a broad range of functional activities to include but not limited to Financial Management Services (FM), Human Resources Services (HR), Procurement Services (PR), Intelligent Automation Services (IAS), Agency Business Services (ABS) and, potentially, new lines of business and/or technical services to support NASA.
The following requirements from NexGen Contract (NNX16MA01B) that will not be part of the NTSS contract:

• Document Imaging
• Customer Contact Center
• Enterprise Service Desk
• Information Technology
NSSC Vision: Enable mission success through unparalleled service.
Contract Mission: A flexible contract that supports high-quality, timely, cost-effective, innovative and customer-focused services and support for NASA customers with reliable service delivery.
The DRFP is provided to give interested parties an opportunity to make recommendations that could improve the RFP and to ask questions or request clarifications on the RFP’s content.
Interested parties are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.
This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA NSSC to pay any proposal preparation costs, nor does it obligate NASA NSSC to procure or contract for this requirement. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Interested parties are also asked to complete a response to Questions for Industry (DRFP Attachment 1).
All interested parties are highly encouraged to submit suggestions for improving the RFP for Government consideration.
A goal of NTSS is to seek full and open competition that results in a contract award to a service provider that will innovate and transform the way the NSSC delivers unparalleled service to our NASA customers.

All questions to the DRFP shall be submitted using DRFP Attachment 2 Industry Questions Template. When responding, reference NTSS DRFP 80NSSC22R0026 in the subject line.
Hybrid Industry Day:
A limited capacity, in-person industry day event is tentatively scheduled on Wednesday, September 21, 2022 from 10:00 AM to 3:00 PM ET (includes one hour lunch break). The in-person event will be held at NASA Headquarters (HQ) in Washington, DC. Due to a capacity restriction of 50 attendees, attendance will be confirmed on a first come first served basis. In-person attendance is limited to no more than 2 representatives per interested party. Virtual presentation will be provided via Microsoft Teams and will be restricted to the first 900 attendees.
In-person, one-on-one capability meetings will be conducted in forty-five-minute time blocks as requested by interested parties. Currently there are only seven opportunities available. These will also be filled on a first come first served basis and will require a confirmed response to attend. These one-on one meetings will be held at NASA HQs on Thursday, September 22, 2022 between 9:00 AM and 5:00 PM ET. Attendance will be set once confirmed by the NTSS Contracting Officer.
Confirmation email from the NTSS Contracting Officer to attend is required for both the September 21, 2022 Industry Day event and, if requested, the September 22, 2022 one-on-one event.
Use DRFP Attachment 3 Industry Day Sign Up to provide a list of attendees. Send Email to NSSC-NTSS@nasa.gov no later than 4:00 PM EST on Wednesday September 14, 2022. Again, availability will be first come first serve basis, due to size limitation of conference room. All columns in Attachment 3 must be completed to gain access to the event.

In addition to the one-on-one capability meetings on September 22, 2022, interested parties can also request meetings with the NTSS source evaluation team. Additional capability meetings will be scheduled as requested and can be conducted in-person (at the NSSC) or virtually until the RFP is released and the blackout period begins.
The estimated release date for the final RFP is October 26, 2022, and the estimated date for proposal submission is December 7, 2022. The estimated date for Past Performance proposal submissions is November 16, 2022. These dates are estimates and are subject to change.
