About this file

This is a Notice of Intent to Award issued by Hillsborough County Public Schools (HCPS) for a Request for Proposal (RFP) 0547FAC-RFP-MOC for an HVAC Direct Digital Controls System. The solicitation seeks bids from experienced, qualified HVAC Direct Digital Control system contractors who are manufacturer-authorized service agents for specific control systems including Ibex, BACtalk, Metasys, KMDigital Controls, Delta Controls, and Distech Controls. The project involves providing products, repair, maintenance, installations, rebranding, upgrading, and consulting services for HVAC Direct Digital Control systems, including all associated labor, materials, supervision, equipment, and related items. Six vendors submitted proposals by the April 10-11, 2025 deadline: ATS Waypoint, Automated Building Controls System, DAIKIN Applied Americas, Enviromatic Systems, Johnson Controls, and Mechanical Services of Central Florida.

The evaluation committee scored the proposals across four criteria: Qualifications and Experience (35%), Specifications/Scope of Work (30%), Cost/Best Value (25%), and Small Business Enterprises Program (10%). DAIKIN Applied Americas emerged as the top scorer with 85.83 points, significantly ahead of the next highest bidder Johnson Controls at 77.19 points. The recommendation for award includes multiple contractors as primary or secondary providers for different control systems, suggesting a potential multi-vendor approach. DAIKIN Applied Americas is recommended as the primary provider for Distech Controls, with Enviromatic Systems listed as a secondary provider for the same control system. The evaluation process considered factors beyond price, including technical understanding, experience, and potential small business participation.
