About this file

The document is a Notice of Intent to Award for Request for Proposal (RFP) 0547FAC-RFP-MOC HVAC Direct Digital Controls System issued by Hillsborough County Public Schools (HCPS) in Florida. The RFP seeks contractors to provide comprehensive HVAC Direct Digital Controls System services, including product provision, repair, maintenance, installations, rebranding, upgrading, and consulting across multiple control system platforms such as Ibex, BACtalk, Metasys, KMDigital Controls, Delta Controls, and Distech Controls. The evaluation process considered four key criteria: Qualifications and Experience (35%), Specifications/Scope of Work (30%), Cost/Best Value (25%), and Small Business Enterprises Program (10%). Six vendors submitted proposals, with the initial contract term beginning upon board approval and potential for up to four additional one-year renewals, contingent on appropriations, performance, and mutual agreement.

The Notice of Intent to Award reveals DAIKIN Applied Americas as the top-scoring bidder with 85.83 points, recommended as the primary provider for Distech Controls, while Enviromatic Systems is listed as a secondary provider for the same control system. The procurement encourages Small Business Enterprise participation, allocating 10% of evaluation criteria to small business utilization. Vendors were required to demonstrate E-Verify compliance, provide business references, submit insurance documentation, and prove ability to obtain payment and performance bonds. The contract allows for potential multiple awards across three geographical maintenance areas in Hillsborough County, utilizing a cost-plus pricing model with a maximum 15% markup on miscellaneous items. Other participating vendors include ATS Waypoint, Automated Building Controls System, Johnson Controls, and Mechanical Services of Central Florida, each associated with different control system platforms.
