Regionalized Multiple Award Construction Contract Two (MACC-II) Solicitation Number- NNS17612547R Response to Questions Received
Questions 1: Will this requirement be a 1-step, meaning qualifications and price with one single proposal effort, or will it be a 2-step procurement with a Phase 1 submission, then a shortlist of qualified vendors to price the seed projects?
Answer 1: This is a Multiple Award Construction Contract which requires Design Build Capabilities, however, there are no design build requirements included in the initial seed projects. This solicitation will not utilize two step procedures, however future design build task orders may follow that approach.
Question 2: The pre-solicitation does not mention any technical proposal requirements. Will there be a technical proposal response?
Answer 2: Award of the 24 MACC IDIQ Contracts will be based on Price Performance Trade Off (PPTO) and the process will be further defined in the solicitation.
Question 3: The pre-solicitation states that selection will be LPTA. Do you envision future task orders that may use BVTO selection criteria?
Answer 3: Award of the 24 MACC IDIQ Contracts will be based on Price Performance Trade-Off (PPTO) and the process will be further defined in the solicitation.
Question 4: The seed projects are all Design Bid Build. Do you envision future task orders that will be Design Build?
Answer 4: You are correct the initial projects are fully designed. This Multiple Award Construction Contract includes a requirement for Design Build capabilities.
Question 5: What are the task order value ranges? The pre-solicitation does not state the task order value range.
Answer 5: The Magnitude for each of the model task orders issued with the solicitation will be identified in the solicitation:
Question 6: Will the set-aside contracts cover all the installations or be specific to specific installations/regions?
Answer 6: Our MACC-II requirement includes a seed project for each NASA Center, as identified in the synopsis. To be considered you must propose on each centers seed project.
Question 7: Will the scope for the set-aside MACCII contracts be specific scope (say horizontal construction vs. vertical construction)?
Answer 7: The solicitation will identify the scope of work.
Question 8: Will competition for task orders (TOs) be between firms in a given business classification, or will all firms (large & small) compete for all TOs?
Answer 8: The initial task orders will be competed among all offerors. Future Task orders may be set-aside for competition within a specific socio economic category.
Question 9: I noticed a “special” notice posted this morning on the above mentioned project with a different #NNS176612547R then the solicitation #NNS17612547R that posted last week, can you confirm this is one in the same and if so, what is the correct # ?
Answer 9: Yes that was referring to the same project, there was an error in the number posted and the special notice you saw has been canceled and the correction has been reposted.
Question 10: Are the Site Visit dates firm?
Answer 10: The site visit dates have been listed as “tentatively scheduled”, the solicitation will provide additional details regarding the site visit. It should be noted however that we have identified the need for a schedule change as follows:

Question 11: We are a women owned small business in New Mexico. Do you anticipate any work on White Sands or the NASA facility near Las Cruces?
Answer 11: As stated in the synopsis the scope of work includes White Sands Test Facility.
