Regionalized Multiple Award Construction Contract Two (MACC-II) Solicitation Number- NNS17612547R Response to Questions Received Question 1: In the synopsis issued it states that 8(a) Participants must submit with their proposal a letter from their servicing SBA office stating their eligibility as it corresponds to NAICS Code 236210 required for this solicitation. Just to confirm 8(a) firms will not be required to have a bonified office in each region where work will be performed.
Answer 1: It has been determined that competition will be limited to 8(a) Business Development (BD) Participants located in TX, FL, AL, MS, LA and NM geographical areas, and other 8(a) construction firms having a SBA approved bona fide place of business within the geographical boundaries of TX, FL, AL, MS, LA and NM. The firms must have the applicable NAICS Code of 236210. All other 8(a) BD Participants are deemed ineligible to compete as an 8(a).
Question 2: Will firms chosen for the small business pool be able to bid on task orders that are issued under the unrestricted side of this contract if they can provide evidence of a current bonding capacity for this acquisition of at least $100 million (per project) and at least $1 billion for the aggregate project amount?
Answer 2: The solicitation will state the requirements and all offerors will be considered in all categories they are eligible to compete.
Question 3: How do you determine eligibility for offerors to compete for the various socio economic categories?
Answer 3: You will be required to be registered in SAMS and your Representations and Certifications shall be completed to identify your socio economic category and size standard for NAICS CODE 236210. In addition you may be required to provide a letter from your servicing Small Business Administration Office if you plan to be considered for the 8(a) and HUBZone Categories.
Question 4: Our intent to propose on the solicitation number NNS17612547R Regional MACC-II. Please send us all notices and documents.
Answer 4: The solicitation will be posted ONLY on www.fbo.gov. The specifications and the drawings are controlled documents. To obtain copies of these documents You must SUBMIT A REQUEST for the Specifications, Drawings, attachments and other documents not posted on FBO to david.m.christiani@nasa.gov The email request shall include the purpose of your email along with all of the following information.

To be eligible to receive copies of the Specifications and drawings the offerors shall be registered in SAMS, under the NAICS code 236210 and not have any active exclusions. Once we receive and verify the request is valid, and the documents are made available and approved for release, they will be sent out only to the requestor using NASA’s NOMAD Large File Transfer (LFT) Service. The information will only be sent to offerors who are properly registered in SAMS with the NAICS Code 236210, and who do not have any active exclusions.
Question 5: We are a small business and cannot meet the bonding requirements. We are interested in subcontracting our services to any of the awarded IDIQ Contract holders if there is a way that we can be made aware of the awardees or receive notification of any future projects?
Answer 5: The successful MACC-II awardees will be published on FBO after all awards have been made.
Question 6: We are a SDVOSB contractor interested in pursuing the MATOC and are prepared to pursue all four seed projects. We have very strong bonding capacity, but as stated, we are a small business. If we were to add all four seed projects together, it would total between $12M - $30M of potential business for our company. Until these projects are awarded, this in effect takes up our bonding capacity. We have pursued other MATOCS with various parts of the federal government and in some cases, it takes a very long time to find out the result of the seed project (up to 18 months). Normally this is not a problem when the seed projects are small, but the NASA MATOC could reserve up to $30M of our bonding capacity. Now for my questions:
Question 6a: Are you expecting us to submit a bid and performance bond for each seed project?
Answer 6a: A bid bond will be required with the proposal in accordance with (IAW) FAR 52.228-1 Bid Guarantee to cover (20% not to exceed $3M) the total amount of all for initial tasks orders. In the event you are selected as a MACC-II awardee, and receive an award for all/any of the four seed projects, you will be required to submit Payment and Performance Bonds IAW 52.228-15 within 15 days of your notification of award.
Question 6b: Assuming we have to bond each project and the proposals were submitted as anticipated on 5/23/2017, when would you anticipate notifying the companies the results of the seed projects?
Answer 6b: The solicitation will require a 245 day bid acceptance period. We anticipate the award will be made within this time frame.
