Amendment 0004
1. The purpose of this amendment is to make the following changes and to respond to the questions received for this solicitation.

4. The following sentences contained within paragraph B.2 of the solicitation which currently read:
“It has been determined that competition will be limited to 8(a) Business Development
(BD) Participants located in TX, FL, AL, MS, LA and NM geographical areas, and other

5. Replace the Attachment A with the revised Copy of Attachment A. The revised Copy of
Attachment A replaces the U.S. Department of Labor, Davis Bacon General Decision
TX170042 dated 01/06/2017 TX42 with the up updated General Decision TX170042 dated
03/10/2017 TX42 Type: Heavy for Harris County in Texas. Attachment A also removed the references to 52.204-91, and replaced it with the following NASA SECURITY PROGRAM and IDENTIFICATION OF EMPLOYEES.
6. Replace the Attachment C with the revised Copy of Attachment C. The revised Copy of
Attachment C replaces the U.S. Department of Labor, Davis Bacon General Decision
AL160056 dated 01/06/2017 AL56 with the up updated General Decision AL160056 dated
03/31/2017 AL56 Type: Building for Madison County in Alabama.
7. The following 7 drawings related to the project in Attachment C, Marshall Space Flight
Center Task Order have been revised and are hereby incorporated into the contract.

8. The Specifications, Section 010010 related to the project in Attachment C, Marshall Space
Flight Center Task Order have been revised to change the date available for construction related to the project. The Paragraph related to Zone 4A now reads as follows: (Revised documents will be issued via Large File Transfer See Solicitation L.18. in a file named Spec
010010 Phasing A-4 Consists of 3 Pages.)
Zone 4A: Southeast Labs (147-154): The lab spaces indicated will be out of operation for the replacement of the mechanical systems serving these spaces.
Construction/Demolition in Zone 4A shall not occur simultaneously with Zone 06C.
This work may happen in any sequence after 06/01/2018 due to Mission Critical testing.
9. The following page from specification section 017419 related to the project in Attachment C, Marshall Space Flight Center Task Order have been revised to delete Paragraph 1.5 G.
Replace the current page from Specification Section 017419 paragraph 1.5 G and replace with the attached Revised Specification Section 017419 paragraph 1.5 G which deletes
Paragraph 1.5G, since a LEED AP will not be required for this project. (Revised documents will be issued via Large File Transfer See Solicitation L.18. in a file named Revised Spec
Page 017419 A-4 Consists of 2 page.)
10. The following specification section 087100 related to the project in Attachment C, Marshall
Space Flight Center Task Order have been revised to list the required door hardware at the conclusion of the specification in paragraph 3.6. Remove the current Specification Section
087100 and replace with the revised section 087100. (Revised documents will be issued via
Large File Transfer See Solicitation L.18. in a file named Revised Spec 087100 A-4 Consists of 14 pages.)
11. The Boundries map for the MSFC Seed Project that was requested in Amendment 0003, Question and Answer Number 90 is here provided. The document will be issued via Large
File Transfer See Solicitation L.18 in a file named MSFC Boundries Map Consists of 2 pages.)
12. The following questions were received, and responses are hereby provided as follows:
Question 1: Reference Attachment C, MSFC Project Revitalize Building 4619 Mechanical
Systems Drawings. If we are to use the quantities listed in the table on plan sheet M001 for those particular asbestos–containing items, how much of each particular item and quantity go in the base bid, and each add alternate?
Answer 1: The drawing is being revised to reference the Asbestos Survey.
Question 2: Reference Attachment C, MSFC Project Revitalize Building 4619 Mechanical
Systems Drawings. On plan sheet M001 in the bottom left hand corner it states the scope, description, and quantity of asbestos demolition work for HVAC. Is this the amount of quantities we should base our asbestos abatement pricing on? There reason for this question is- there appears to be a significant amount more of pipe insulation, piping, and HVAC duct work scheduled to be removed/demolished according to the mechanical demolition floor plans.
Answer 2: The chart on M001 is for reference only. Contractors shall use the provided
“Asbestos Survey for Building 4619” to verify items that are in the scope of work for Asbestos abatement.
Question 3: Reference Attachment A, JSC Task Order, Specifications 01 14 00 part 1.3.1.2 -
This specification indicates access to JSC will be done using the NCACS badge assess system.
This is different than the current badging system that contractors use to assess JSC. Please confirm the badging procedures to be used at JSC.
Answer 3: The NCACS reference in Specification Section 01 14 00, Paragraph 1.3.1.2 does not apply to this project. Reference the revised Attachment A, for NASA SECURITY PROGRAM and IDENTIFICATION OF EMPLOYEES which addresses this issue.
Question 4: Reference Attachment A, JSC Task Order, Drawings, General Construction Note
#10 on drawing C4 states “In the event contamination is encountered the contractor shall immediately contact JSC for further instruction.” There are no contaminated areas shown on the drawings or mentioned in the specifications. Where does Specification section 01 35 29.13 titled
Health, Safety, And Emergency Response Procedures for Contaminated Sites apply to this project?
Answer 4: Specification Section 01 35 29.13 does not apply to this project. Section 01 35 29.13 has been deleted in its entirety. No contaminated areas are known and General Construction
Note #10 is advisory only.
Question 5: Reference Attachment A, JSC Task Order, Specification Please furnish the bore logs indicated in specification section 31 00 00 part 1.3.
Answer 5: No geotechnical reports were developed for the sanitary sewer work at JSC. For basis of bidding, please consider the following: 1) groundwater elevation is at 6’ below surface elevation; 2) along with OSHA standards, JSC requires trenching and shoring protections when excavations exceed 4’ depth; and 3) there is no expectation of solid rock at the depths of the proposed work.
Question 6: Reference Attachment A, JSC Task Order, Specification section 31 00 00 Part 1
GENERAL, MEASUREMENT PROCEDURES is requesting unit prices for several items.
Question 6a: Does this apply to the JSC Sanitary Sewer Replacement project?
Answer 6a: Lump sum pricing for the task order shall be all inclusive of any unit pricing such as for stone. In addition the Specification Section 01 33 00.00 80 references a
“Schedule of Prices” as a “Preconstruction Submittal” under Paragraph 1.2.1. This will be used for your schedule of values for all line items in the project. These line items will total the contract lump sum bid amount. This will be required after award and prior to
Notice to Proceed.
Question 6b: Do these prices need to be included in the bid? If yes, where do we include these prices on the bid form?

Question 7: Reference Attachment C, MSFC Task Order drawings. Please review sheet E202
Electrical First Floor Plan. Lab Area 165. The keyed notes on drawings do not match the
Mechanical schedule in regards to alternates. Example: Keyed note 5 says VAV006 thru
VAV008 are additive alternate #2. The mechanical schedule on sheet M604 has it as additive alternate #3. VAV10 thru 16 are labeled as Alternate #3 on sheet E202 and as Alternate #2 on sheet M604. Please issue corrected electrical drawings to match mechanical drawing alternates.
Answer 7: Drawings have been amended to show correct Additive Alternate numbering.
Question 8: Reference Attachment C, MSFC Task Order drawings. Sheet E202 Lab Area 165
Electrical Plan has an equipment tag 4619-HUM0009, this is an existing humidifier to remain according to sheet M202. The M202 drawings also calls out for 4619-HUM006 thru 008 to remain in this area, these are not represented on the electrical plan. Should existing equipment to remain be labeled EX in front of the equipment number?
Answer 8: Drawing has been amended to not show the existing humidifier.
Question 9: Reference Attachment C, MSFC Task Order drawings. Sheet E204 Column Line
31, the FACP by room 136, is this a new fire-alarm control panel or an existing?
Answer 9: This FACP is existing and is only shown for clarity for duct detector requirements per general note 5. Drawing has been amended to show as existing.
Question 10: Reference Attachment C, MSFC Task Order drawings. Sheet E206 Mechanical
Equipment room 228, the keyed notes #2 and #5 make it look as if there are three AHU units being installed and duct detectors in each unit, the mechanical sheet M604 shows AH0031 to be the only new AHU being provided in alternate #2. Sheet M402, 1/M402 Demolition keyed notes calls for all three of the AHU's in this room to be demolished in the base bid. Please review.
Answer 10: Keyed Note 1 on sheet M-402 only states that the piping is removed as part of base bid. Air handling unit, ductwork and controls are removed as part of add alts.
Question 11: Reference Attachment C, MSFC Task Order drawings. Sheet M107, 2/M107
Keyed Note #3 says that existing equipment is to remain, see sheet M117 for additive Alternate
#3, 2/M117 refers us to 2/M402. Sheet 2/M402 has demolition keyed note 1that says these
AHU's are demolished in base bid. The mechanical schedule has one AHU, AHU0037 going in room E-9 226. Please review and revise.
Answer 11: Keyed Note 1 on sheet M-402 only states that the piping is removed as part of base bid. Air handling unit, ductwork and controls are removed as part of add alts.
Question 12: Reference Attachment C, MSFC Drawing E202 Note 5 shows certain equipment to be priced in Alternates. The equipment schedules shown on drawing E603 contradict this note. Please clarify.
Answer 12: Sheet E202 Note 5 has been amended to note VAV-10 thru 16 as Add Alt #2 and
VAV-6 thru 8 as add alt #3.
Question 13: Reference Attachment A, JSC J-3 Specifications. Can soil boring data be provided for any of the deeper trench locations?

Question 14: Reference Attachment D, SSC Task Order, SSC J-1 Section 01 11 00. What is the maximum duration that the canal lock can be out of service?
Answer 14: 14 calendar days is the maximum amount of time the canal lock can be out of service. Reference Drawing E-002 Sequence of Construction for Building 2310, 2315, 2316
Note 4 for Electrical work. Reference Drawing M-001 Notes 2 and 5 for Mechanical work.
The total number of outages is anticipated to be 5 separate outages, one outage (two weeks) for electrical work and four outages (10 days each) mechanical work. The contractor shall complete all five separate works for provision of fully function system (Specification 200CL-GE10 –
Section 01 11 00 – paragraph 1.1. The contractor may be allowed to do some or all of these activities in less than 5 outages but they should not count on that. The contractors shall maintain a fully functional system between all anticipated outages.
Question 15: Reference Attachment D, SSC Task Order, SSC J-2 Drawing M 102 Note 5 and
SSC Section 02 82 33. Can the test results for the existing paint that needs to be abated at work locations be provided?
Answer 15: Testing was not performed. Piping was assumed to be coated with Hazardous
Materials due to the age of the piping.
Question 16: Reference Attachment D, SSC Task Order, SSC J-2 Drawing C 101. Can elevations be provided for high and low water within the lock and for the adjacent work areas?
Answer 16: High pool water elevation within the lock is roughly 18 feet above mean sea level
(MSL). Low pool water elevation varies based on river stage and tidal influence, but can be roughly approximated to even with MSL +/- 2 feet. Groundwater within the area around the lock is subject to constant recharge due to the adjacent canal. Seasonal variations will determine groundwater level, but groundwater elevation should be assumed to be at ground surface until proven otherwise for all design and construction purposes.
Question 17: Reference Attachment A (JSC) we have not been able to find Geotech reports within the RFP packages for the referenced project. Excavation work at Johnson Space Center requires the review of existing soil and groundwater conditions. How can we obtain these reports?
Answer 17: No geotechnical reports were developed for the sanitary sewer work at JSC. For elevation; 2) along with OSHA standards, JSC requires trenching and shoring protections when
Question 18: Reference Attachment D, SSC Task Order Electrical Repairs to Canal Lock
Controls, Specifications, Section 26 00 00 – Basic Electrical Materials and Methods, Paragraph
3.10 refers to painting “Exposed conduit, supports, fittings, cabinets, pull boxes, and racks…” We are unable to find any information in the SSC documents regarding the paint system to be used. Section 41 24 27.00 10 – Hydraulic Power Systems for Civil Works
Structures, makes no mention of painting whatsoever and we are unable to find any information about painting of the piping, valves and miscellaneous steel supports in the drawings. Please provide information on the types of paint systems to be utilized for the work in this contract.
Answer 18: Painting of Piping and Components Coating: Carbon steel piping, pipe fittings, pipe spools and appurtenances that are not galvanized shall receive one shop coat of inorganic zinc primer (Carbon Zinc 11 or equal). Painting shall be performed after completion and acceptance of all welds to the maximum extent possible. Where field welds are required to enable transport of pipe spools to the job site and where use of mechanical pipe connections are not feasible, the pipe and fitting material shall be left unpainted within 6-inches of the field weld end preparations. Final painting with Carbon Zinc 11 or equal primer at field weldments and with full application of intermediate and top coats shall be performed in the field after erection of piping systems and completion of all welds. Surface preparation prior to painting and painting application processes shall conform to manufacturer specifications and recommendations.
Structural Steel and Miscellaneous Steel Coating:
Steel shall be hot dipped galvanized per ASTM A123/A123M or ASTM A153/A153M, as applicable. All damaged galvanized surfaces shall be repaired by applying an organic zinc repair paint complying with the requirements of ASTM A780/A780M. Galvanizing repair paint shall contain 95 percent zinc by weight. Thickness of applied galvanizing repair paint shall be no less than the coating thickness required by ASTM A123/A123M or ASTM A153/A153M as applicable. Contractor shall use ZRC cold galvanizing compound or approved equal for repairs.
Question 19: Reference Attachment C, MSFC Task Order Drawings Sheet M402, 2/M402
AH0035 indicates three supply ducts down to first floor – see sheet M112 for continuation. Sheet
M112 does not indicate the third supply duct. Please verify accuracy of Sheet M112.
Answer 19: The third duct is shown on sheet M111, as the sheet division between M111 and
M112 occurs in between the duct drops. Detail 2/M402 was revised to correctly call out the location reference for the third duct.
Question 20: Reference Attachment C, MSFC Task Order, Sheet M111, 1/M111 lower right corner indicates an exhaust duct (duct size – 24x18, 26x24 and 30x30) but does not continue on
Sheet M112. Please advise if continuation of this duct is missing on M112 and if so, what AH
Unit this goes to?
Answer 20: The sheet matchline cut on sheet M111 is too short, the drawing was amended to show the full length of the ductwork.
Question 21: Reference Attachment C, MSFC Task Order Drawing, Sheet M402, 2/M402 existing AH0035 indicates three (3) supply ducts down to first floor (see M112 for continuation) but M112 does not reflect this duct at Grid 8. Please advise as to this supply duct location on
M112?
Answer 21: The third duct is shown on sheet M111, as the sheet division between M111 and
Question 22: Reference Attachment C, MSFC Task Order Drawing, Sheet M112 shows three
(3) supply ducts from AH0035 but on Sheet M402 show two (2) Air Handlers – AH0035 and
AH0034. Is a note correction required on M112?
Answer 22: The third duct is shown on sheet M111, as the sheet division between M111 and
Question 23: Reference Attachment C, MSFC Task Order Drawing, Sheet M402, 1/M402 titled
“E-9, Room 228 to read E-8, Room 228?
Answer 23: Correct, Room 228 should be E-8, the drawing was amended to show the correction.
Question 24: Reference Attachment C, MSFC Task Order Drawing, Sheet M212, 1/M212 indicates air supply / air return penetrations left of Gridline 13. Sheet M404, 3/M404 show this supply / return for AH0031 to be right of Gridline 13. Please advise as to the correctness of drawings?
Answer 24: The discrepancy comes due to a misalignment of the equipment room in respect to the column line between floors in the cad files. The location of the duct on either side of the column line is of no consequence to the design, since the space is open below. Install air handling unit in the room as shown on M404, and the ductwork will penetrate the floor as required as space dictates.
Question 25: Reference Attachment C, MSFC Task Order. Are we to provide new 4” housekeeping pads at all new AH units?
Answer 25: Reference detail 3/M503. All air handlers will require new 6” housekeeping pads, 6” larger than unit in each direction, unless condensate trap height dictates taller pad. Sheet
M503 was amended for this requirement.
Question 26: Reference Attachment A, JSC Task Order. JSC J-3 Specification, Section 31 00
00, Page 466, paragraph 1.3, items c, d and e – Reference is made to boring logs. Can the project’s soil boring logs be provided to the contractor for review prior to the proposal due date?

Question 27: Reference Attachment C, MSFC Task Order Drawings. Sheet A007 indicates that we are to install a new wall on the south side of Room 222, which extends to the roof structure.
Please provide the height of the roof structure.
Answer 27: The roof should be approximately 14’-0” above the mechanical room floor, however, contractor shall field verify all existing conditions and dimensions.
Question 28: Reference Attachment C, MSFC Task Order Drawings. General and Life Safety
Note 4 states that all interior wall surfaces and columns are to be painted in Mechanical Room
222. Please confirm that we are not to paint the exposed siding that is to be covered up by the new wall on the south side of the room.
Answer28: No. The existing wall panel to concealed by the new partition construction is not required to be painted.
Question 29: Reference Attachment C, MSFC Task Order Specification. The project specifications currently do not show a door hardware schedule. Please provide a door hardware schedule or a detailed list of hardware required for Door Number 4619-1 shown in Mechanical
Room 222.
Answer 29: Specification section 08 71 00 section 3.6A references the requested Door hardware required.
Question 30: Reference Attachment C, MSFC Task Order Specification. Special Conditions
010590 page 13 - 3.20 A. calls for a jobsite trailer for the government. We have been given specific requirements for furnishings and equipment. Will the owner provide their own data connections? Also, Special Conditions page 010590 page 5 D., calls for the contractor to provide their own telephone service. Will the Owner provide data connections to the contractor from the existing building during construction?
Answer 30: The Government will provide data connections to its contractor provided jobsite trailer. The Contractor is responsible for securing his own telephone service. Connections will be coordinated with NASA MSFC IT after contract award.
Question 31: Reference Attachment C, MSFC Task Order Specification. Is it acceptable to locate existing underground utilities using Hydro excavation methods instead of hand excavation as noted in specification section 010590 part 3.2 A?
Answer 31: Contractor is allowed to use hydro excavation to expose existing underground utilities. For identification purposes, hand digging will be required after underground utilities are exposed.
Question 32: Reference Attachment C, MSFC Task Order Specification section 010590 part 3.5
A indicates there will be times when the contractor will not be permitted to dig more than 6” below the surface. Please provide the number of calendar days that the contractor should anticipate that excavation deeper than 6” will not be permitted.
Answer 32: Special operations are not anticipated during the project period of performance.
Question 33: Reference Attachment C, MSFC Task Order Specification section 010590 part 3.9 discusses salvaging existing equipment. Please provide a detailed list of items to be salvaged.
What is the distance from the worksite to the location where the salvaged items are to be placed?
Answer 33: No equipment is expected to be salvaged from the current scope of work.
Question 34: Reference Attachment C, MSFC Task Order. Will the Government mark the existing underground utilities in the areas to be excavated?
Answer 34: No. Reference spec section 010590, 3.2A.
Question 35: Reference Attachment C, MSFC Task Order Specification. This does not appear to be a LEED project however specification section 017419 part 1.5 G indicates the Waste
Management Coordinator must employ a LEED Accredited Professional, certified by the
USGBC, as a waste management coordinator. Is a LEED Accredited Professional required for this project?
Answer 35: A LEED AP will not be required for this project.
Question 36: Reference Attachment C, MSFC Task Order Specification Please confirm the qualification requirements for the SHE representative mentioned in specification section 010610.

Answer 37: There are no borrow sites within the project limits shown on the contract drawings.
Specification Section 31 00 00, Part 3.3 has been edited to clarify that borrow material required for the project is the responsibility of the contractor.
Question 38: Reference Attachment A, JSC Task Order Specifications. Please provide location(s) for disposal of satisfactory and unsatisfactory materials from excavations as noted in specification section 33 00 00 part 3.9.
Answer 38: There is no Specification Section 33 00 00. I believe this is referring to
Specification Section 31 00 00. There are no disposal sites within the boundaries of JSC. It is the contractor’s responsibility to locate and identify disposal sites away from the work site.
Question 39: Reference Attachment A, JSC Task Order Specifications, Section 33 00 00 part 3.9 and part 3.19 conflict with each other as it relates to the disposal of surplus soils. Can surplus soils be disposed of on-site or are they required to be disposed of off-site?
Answer 39: There is no Specification Section 33 00 00. I believe this is referring to
Specification Section 31 00 00. Surplus soils are required to be disposed of offsite.
Question 40: Reference Attachment A, JSC Task Order Specifications, Section 01 35 29.13 addresses contaminated materials. If contaminated soils are encountered who will be responsible for the handling and disposal of the materials?
Answer 40: The government does not expect there to be any contaminated sites for this project.
Specification Section 01 35 29.13 does not apply to this project. Section 01 35 29.13 has been deleted in its entirety. In the event contamination is encountered, the contractor shall immediately contact the JSC Contracting Officer for further instruction.
Question 41: Reference Attachment A, JSC Task Order. Will the Government mark the existing underground utilities?
Answer 41: No. The contractor is responsible for locating underground utilities in their work areas. The JSC dig permits obtained as preparatory work before any disturbance of the ground provides the latest information the government has relative to the utilities in the work areas.
Question 42: Reference Attachment A, JSC Task Order Specifications, 6. Specification section
31 23 00.00 20 part 1.7.3 discusses locating existing utilities. What non - Government utilities are in the areas to be excavated and who owns them?
Answer 42: There are no non-government utilities within the project areas shown on the contract drawings.
Question 43: Reference Attachment A, JSC Task Order Specifications, Section 31 23 00.00 20 part 1.7.3 indicates the contractor shall not use mechanical equipment within 2’ of Government utilities. Is it acceptable to locate existing utilities by means of hydro-excavation in lieu of hand excavation?
Answer 43: Yes, it will be acceptable to utilize hydro-excavation as a non-destructive means for exposing underground utility lines. The contractor is responsible for any damaged utilities and is required to repair them at no cost to the government.
Question 44: Reference Attachment A, JSC Task Order Specifications, For bid purposes, please define the limits of excavation required to locate an existing utility. For example, if an electrical line is marked for locating and the contractor hand excavates 2’ each way from the mark and does not locate the utility, would the contractor be compensated for additional hand excavation if requested by the Government? There needs to be a set standard to bid by.
Answer 44: No additional compensation will be provided. The contractor is responsible for locating underground utilities in their work areas. The 2’ hand excavation referenced above is intended to prevent accidental strikes of underground utilities with mechanical equipment. The
JSC dig permits obtained as preparatory work before any disturbance of the ground provides the latest information the government has relative to the utilities in the work areas.
Question 45: Reference Attachment A, JSC Task Order Specifications, Section 32 11 16.16 applies to pervious paving. Please advise where this specification section applies to this project.
Answer 45: Pervious pavement is located on sheet C59 on the north side of building 27. This section of pavement is not in the work area. On sheet C37, ongoing construction will be installing pervious pavement on the north side of B-24. Pervious pavement will be in the general vicinity of new manhole F-1-R.
Question 46: Reference Attachment A, JSC Task Order Specifications, Section 32 11 24 is not mentioned on Drawing C10 as a base course to be used. Please advise where this specification section 32 11 24 applies to this project.
Answer 46: Specification Section 32 11 24 is referenced in Specification Section 32 11 16.16 for use with pervious pavement repairs.
Question 47: Reference Attachment A, JSC Task Order Specifications, Section 32 92 19 addresses seeding requirements. Specification section 32 92 23 addresses sodding requirements.
Is it the contractor’s option to seed and/or sod?
Answer 47 General construction note # 14 on sheet C4 indicates that the contractor shall return all disturbed areas to original condition or better. In areas where sod is disturbed, sod shall be replaced. In open fields where the vegetation is not predominantly St Augustine grass, seeding can be utilized.
Question 48: Reference Attachment A, JSC Task Order Specifications, Section 32 92 19 part 1.3 references the following specification section sections – 32 84 24 Irrigation Systems and 32 05
33 Landscape Establishment. These specification sections are not in the RFP. Please provide these specifications if they apply. If there is irrigation system work to be done please provide a scope.
Answer 48: Specification Sections 32 84 24 and 32 05 33 are not applicable to this project.
Specification Section 32 92 19 has been edited to delete these references.
Question 49: Reference Attachment A, JSC Task Order Specifications, For bidding purposes please provide the following information as stated in specification section 32 92 19. Part 3.1.1.2 application rates for soil conditioners. Part 3.1.1.3 application rates for fertilizer.
Answer 49: For bidding purposes, apply fertilizer with a 15-5-10 nutrient ratio at the rate of 6 pounds per 1,000 square feet of sodded area. Additionally, apply soil conditioner at the rate of
450 pounds of material per 1,000 square feet of sodded areas. As a reminder, the contractor is responsible for ensuring that new seeded or sodded areas become established and thrive. When soil conditioners are used, it is the contractor’s responsibility to ensure topsoil conforms to the composition specified (See Specification Section 32 92 19, Paragraph 2.3).
Question 50: Reference Attachment A, JSC Task Order Specifications. For bidding purposes please provide the following information as stated in specification section 32 92 23. Part 2.1.3 planting dates. Part 2.1.4.1 proportion grass species.
Answer 50: The disturbed areas must be planted within the 14 day period specified for stabilization of the project areas after construction ceases as called for in Specification Section
01 22 00.00 80, Paragraph 1.20.3.4. The contractor is responsible for ensuring they select the correct seed and mixture for the time of year and that new plantings flourish. For bidding purposes, grass mixture shall be 50% turf type tall fescue and 50% annual ryegrass grass seed.
Application rate shall be 10-15 lbs. per 1,000 square feet of disturbed area.
Question 51: Reference Attachment A, JSC Task Order Specifications, section 32 92 23 part 2.2 addresses wildflower sod. Please provide a scope for this item, if any.
Answer 51: Wildflower sod will not be utilized on this project.
Question 52: Reference Attachment A, JSC Task Order, Is there water available at the existing buildings that can be used for establishing seeded and sodded areas?
Answer 52: Yes, water will be made available for establishing seeded and sodded areas through hose bibs on the site irrigation system or by attachment to fire hydrants with an approved valve assembly. The contractor is responsible for providing the necessary connection hardware to the site irrigation or hydrant.
Question 53: Reference Attachment A, JSC Task Order Drawings, Note “E” on drawing C4 under Point Repairs of Sewers indicates no pipe shall be laid except in the presence of the resident project representative.
Question 53a: Will the Resident Project Representative be available at all times during normal working hours to inspect the work?
Answer 53a: Yes.
Question 53b: Will the Resident Project Representative be available to inspect work outside of normal working hours if the contractor has provided the required advance notification?
Answer 53b: For bidding purposes, yes.
Question 54: Reference Attachment A, JSC Task Order Drawings, Note 10 under “Traffic
Control Plans” on drawing C4 indicates the contractor is to restore pavement markings and signage. Please provide drawings that show the existing pavement markings and signage. Please provide specifications for signage and pavement markings.
Answer 54: Drawings of pavement markings are not available. The pavement markings and signage are installed per the Manual on Uniform Traffic control devices (MUTCD) approved by the Federal Highway Administration (FHWA).
Question 55: Reference Attachment A, JSC Task Order Drawings. For drawings C5, C6, C7, and C8 please provide details for existing roadways that indicate type of construction. For example, are they concrete, asphalt with stabilized base, unimproved, asphalt over concrete, etc.
What is the thickness of the existing roadways?
Answer 55: The street surface material is shown in the background information on the contract drawings. For bidding purposes asphalt pavement is 3” thick with stabilized base similar to the flexible base pavement repair detail shown on Drawing C10.
Question 56: Reference Attachment A, JSC Task Order. Is there any curb and gutter replacement work at the existing roadways? If yes, please provide locations and details.
Answer 56: The roads and parking lots with concrete curb and gutter are shown in the background information on the contract drawings. Replacement will depend on the construction method shown on the drawings or as chosen by the contractor with any changes to the methods shown on the contract drawings being approved by the government prior to commencing work.
Question 57: Reference Attachment A, JSC Task Order Drawings. Drawing C10 shows details for replacing sidewalks. Please provide drawings showing locations and details for existing sidewalks. Are the existing sidewalks standard concrete walks or exposed aggregate finish?
Answer 57: All sidewalk drawing information available has been provided in the background on the contract drawings.
Question 58: Reference Attachment A, JSC Task Order Drawings. Drawing C10 has a detail for reinforced concrete pavement that indicates a 2” asphalt overlay on top of existing concrete.
Where does this apply?
Answer 58: This situation is not known to exist within the work areas shown on the contract drawings.
Question 59: Reference Attachment A, JSC Task Order Specification, Section 01 22 00.00 80 part 1.15 indicates the Government will furnish property to the Contractor. What items will the
Government furnish to the Contractor?
Answer 59: Specification Section 01 22 00.00 80 has been edited indicating that there will not be any government provided equipment or materials for installation on this project.
Question 60: Reference Attachment A, JSC Task Order Drawings, Note 3 above the Engineers stamp on drawing C10 indicates the contractor is to provide unit pricing for stone. Where does this get included on the bid form?
Answer 60: The total price for this this task order shall be all inclusive of any unit pricing such as for stone. In addition the Specification Section 01 33 00.00 80 references a “Schedule of
Prices” as a “Preconstruction Submittal” under Paragraph 1.2.1. This will be used for your schedule of values for all line items in the project. These line items will total the contract lump sum bid amount. This will be required after award and prior to Notice to Proceed.
Question 61: Reference Attachment A, JSC Task Order Drawings, Note 6 on drawing C10 indicates all trenches are to be shored or shielded and that sloping or benching is not acceptable.
This conflicts with specification section 31 00 00 part 3.2.5. Please confirm sloping and/or benching is acceptable.
Answer 61: Note 6 on drawing C10 improperly lists this restriction. When there is sufficient room and the amount of excavation to bench or slope the sides is reasonable, the proper sloping and benching of trenches will be acceptable.
Question 62: Reference Attachment A, JSC Task Order Drawings, Note 2-part D on drawing
C10 indicates stabilized sand is to be used for bedding pipe. Note “D” on drawing C4 under
Point Repairs of Sewers indicates crushed stone is to be used for bedding material under pipe.
Please confirm the type of bedding materials that are acceptable. Is the bedding material to be 6” or 8” thick?
Answer 62: Note 2, part D on Drawing C10 is the correct point repair bedding material. Please provide 8” of cement stabilized sand for bedding the new pipe material.
Question 63: Reference Attachment A, JSC Task Order Drawings, Drawing C4 1.3 D. indicates the bottom of the trench shall then be filled with 6 inches of 1/2 to 3/4-inch crushed stone. Will cement stabilized sand be acceptable in lieu of crushed stone?
Answer 63: Yes, 8” of cement stabilized sand is acceptable in lieu of the crushed stone.
Question 64: Reference Attachment B, KSC Task Order, Specifications. Please provide the specifications for the FRP Grates shown in the documents. The notes provided on sheet S1 do not state the grid size, color, or height of the grate.
Answer 64: For FRP grate information, reference grating locations depicted in drawings
(drawing S2 Foundation and Floor Plan; drawing S7 detail 6, and drawing S7 Detail 7).
Question 65: Reference the solicitation, Part I – SCHEDULE, SECTION B – SUPPLIES OR

Please confirm that the total cost number to be inserted in the SCHEDULE, SECTION B for KSC and MSFC should include the additive bid items.

1 79K39706 REV A, sheet 11 (F. Code D2), note F states to “Demolish and dispose of existing
112.5 KVA substation with 480V, 3ᶲ secondary per drawing 203-218, sheet 13 of 14 to remain.
2013-218 is available upon request”; On sheet 58 (F. Code E1), note A states to “Provide handhole and intercept underground 480V service electrical conductors. Splice new conductors and route in a duct bank containing 2-2” conduits to new outdoor service rack. See hand hole detail on E2”. Please clarify which is correct?

– Water meter installations at various locations). The remaining work in 79K39706 is not included in this solicitation.

Question 71: Reference Attachment A, JSC Task Order Specification, In Attachment “A” specifications for JSC, there are two (2) sections on Construction and Demolition Waste
Management, Section 01 74 19, and Section 01 74 19.00 80 and they are not the same. Please clarify which section is to be used for this project.
Answer 71: Specification Section 01 74 19.00 80 is the applicable Section for waste management at JSC. Section 01 74 19 has been deleted in its entirety.
Question 72: Reference Attachment A, JSC Task Order Specification, In Section 01 30 00, paragraph 1.5.1, there is a reference to Section 02 82 16.00 20 – Engineering Control of Asbestos
Containing Materials. We do not have this section included in the specifications for the sanitary sewer work at JSC. There is a Section 02 82 14.00 10 – Asbestos Hazard Control Activities. We surmise this section is included in case the contractor encounters asbestos containing materials and that this work would be considered to be a change order since Section 01 22 00.00 80 –
Special Requirements, paragraph 1.26.2 says …”There are no asbestos containing materials expected to be in the work area.” We also do not find any reports of asbestos containing materials in the bidding documents for JSC. Please confirm the above and the intent of this asbestos abatement and removal section.
Answer 72: Specification Section 01 22 00.00 80, Paragraph 1.26.2 incorrectly states that no asbestos containing materials will be encountered on this project. The asbestos pipe in the work areas is identified as “Existing Concrete Pipe”. The contractor is responsible for identifying the work location and quantities associated with all aspects of this project. A change order will not be allowed for this asbestos work. Specification Section 01 22 00.00 80 has been edited to delete that statement. Specification Section 01 30 00 is not applicable to this project and has been deleted in its entirety. Specification Section 01 41 00.00 80 with its reference to the JSC Safety and Health Handbook (JPR 1700.1) is the applicable Section for the asbestos abatement requirements. Section 02 82 14.00 10 has been deleted in its entirety.
Question 73: Reference Attachment A, JSC Task Order Drawings. With respect to question above, General Construction Note 15 on drawing C4 says …”The existing asbestos concrete main will need to be breached in several locations to cap or plug the pipe or to tie the new line to the existing line.” We are unable to find such a connection in the drawings. Please clarify where this situation occurs.
Answer 73: The asbestos pipe in the work areas is identified as “Existing Concrete Pipe”. The contractor is responsible for identifying the work location and quantities associated with all aspects of this project.
Question 74: Reference Attachment A, JSC Task Order Specification, Section 01 45 04.00 80 –
Contractor’s Quality Control, paragraph 1.4.1.2, Quality Control Staff, indicates that specialized
CQC personnel shall be provided for electrical, mechanical, civil, structural, survey control, and environmental. Since this project does not include any buildings or structures, lift stations or pumping facilities, power transmission or controls systems, we question the need for the specialized CQC personnel for electrical, mechanical or structural. Please review and clarify these requirements.
Answer 74: The contractor shall provide the personnel necessary to ensure that the work being performed under this project is in compliance with the contract. Specification Section 01 45
04.00 80, Paragraph 1.4.1.2 refers to numerous disciplines since it is not the government’s intent to limit the contractor’s expertise at the job site. The contractor is responsible for providing the proper individual(s) with the proper expertise.
