1.1 APPLICABILITY
The following is a general description of the work required and shall not be construed as a complete listing of all work required to satisfactorily complete the project as required by the contract drawings and other sections of these specifications.
1.2 DESCRIPTION
The project involves repair and rehabilitation of approximately 30,000 linear feet of the NASA Johnson Space Center site wide sanitary sewer distribution system. The work is completed utilizing standard excavation to remove and replace segments and also several methods to repair the sanitary sewer or rehabilitate that do not require full excavation. The project also includes relocating existing building floor drain lines outside several buildings that currently connect to storm sewer and are required to be connected to the sanitary sewer system.

SUMMARY OF WORK

PART 1 GENERAL
1.1 DEFINITIONS
Definitions pertaining to sustainable development are as defined in ASTM E2114, and as specified.
a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services.
This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
b. "Sustainability" is the balance of environmental, economic, and societal considerations.
1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
The project involves repair and rehabilitation of approximately 30,000 linear feet of the NASA Johnson Space Center site wide sanitary sewer distribution system. The work is completed utilizing standard excavation to remove and replace segments and also several methods to repair or rehabilitate the sanitary sewer that do not require full excavation. The work also includes field locating and reconnecting all of the existing services connected to the manholes and sanitary sewer mains included in the project. The other required repair and replacement methods include Cured In Place Pipe, Grease Removal, Root Cleaning, Pipe Bursting, segment Point Repairs and Sliplining.
The project also includes relocating existing building floor drain lines outside several buildings that currently connect to storm sewer and are required to be connected to the sanitary sewer system.
In addition to the standard work items, the contractor shall determine the need for trench dewatering and by-pass pumping to complete a sanitary sewer line replacement or repair as identified on the contract drawings. By-pass pumping shall be required for sanitary sewer line outages during construction at no additional cost beyond the contract amount for the project. Dewatering of excavation locations shall be included in the original contract amount.
For all sanitary sewer repair or rehabilitation locations, the contractor is responsible for all concrete or asphalt pavement and sidewalk repairs and the completed work shall be in existing or better condition as identified prior to construction activity.
1.3.2 Location
The work shall be located at NASA JSC, approximately as indicated. The exact location will be shown by the Contracting Officer.

1.5 WORK RESCHEDULING
Contractor shall allow for a maximum of 30 calendar days where construction activity is prohibitive. Further allowance for 30 calendar days of excavation and subsurface activity abeyance shall be imposed where other construction activities are permitted. Government will provide 24 hour notification each time the restrictions are invoked.
Normal duty hours for work shall be from 7:00 a.m. to 4:00 p.m., Monday through Friday. Requests for additional work shall require written approval from the Contracting Officer 7 days in advance of the proposed work period.
1.6 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract.
Occupancy notifications will be posted in a prominent location in the work area.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.7 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.8 ON-SITE PERMITS
1.8.1 Utility Outage Requests and Utility Connection Requests
Notify the Contracting Officer at least 72 hours prior to starting excavation work. Contractor is responsible for marking and verifying all utilities not marked.
The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed, but indicated in locations to be transversed by piping, ducts, and other work to be installed. Verify linear distances for proposed work in comparison with existing utilities, top of rim and invert elevations before
Section 01 11 00 Page 5 installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Work shall be scheduled to hold outages to a minimum.
Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends, if necessary to minimize impact to on-going operations.
Contracting Officer may permit utility outages at his discretion.
Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.
Requests for utility outages and connections shall be made in writing to the Contracting Officer at least 3 working days in advance of the time required.
Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.9 DIGGING REQUIREMENTS PRIOR TO CONSTRUCTION
Obtain digging permits prior to start of excavation. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground, paved surface where existing underground utilities are discovered.
Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.9.1 NOTIFICATION PRIOR TO EXCAVATION WORK
Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.12 SALVAGE MATERIAL AND EQUIPMENT
No items are designated to be salvaged for government use.

1.2 SPECIAL SCHEDULING REQUIREMENTS
a. Locations shall be planned to provide efficient project completion and must be ready for operation as approved by Contracting Officer before work is started on additional locations which would interfere with normal operation.
b. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.
c. The existing utilities will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
d. Permission to interrupt any active roads, and/or utility service must be requested in writing a minimum of 7 calendar days prior to the desired date of interruption.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry.
Mark Contractor equipment for identification.
1.3.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.2 Identification Badges and Installation Access
Application for and use of badges will be as directed.
1.3.1.3 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, Section 01 14 00 Page 2 buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.3.2 Working Hours

Work outside regular working hours requires Contracting Officer approval.
Make application 3 working days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed or approved otherwise.
1.3.4 Exclusionary Period
1.3.5 Occupied Buildings
The Contractor shall be working around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer.
The existing buildings and their contents must be kept secure at all times.
Provide temporary closures as required to maintain security as directed by the Contracting Officer.
The Government will remove other Government property in the areas of the buildings scheduled to receive work.
1.3.6 Utility Cutovers and Interruptions
a. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
b. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm and compressed air are considered utility cutovers pursuant to the paragraph entitled "Work Outside Regular Hours."
c. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.

1.1 EXPLANATIONS
General Requirements: The provisions or requirements of Division 1 sections constitute the General Requirements and apply to the entire work of the contract and, where so indicated, to other elements of work which are included in the project.
1.2 DEFINITIONS
Substantial amount of the specification language constitutes specific definitions for nominal terms found on drawings and in the contract documents.
Indicated: The term "indicated" is a reference to details, notes, or schedules on the drawings, other paragraphs or schedules in the Specification. Where terms such as "shown," "noted," "scheduled," and "specified" are used instead of "indicated," it is for the purpose of locating the reference, and no limitation of location is intended except as specifically noted.
Terms such as "directed," "requested," "authorized," "selected," "approved," "required," "accepted," and "permitted" mean "directed by the Contracting Officer's Technical Representative," "requested by the Contracting Officer's Technical Representative," etc.
Testing Laboratory: An independent organization engaged to perform specific inspections or tests of the work, either at the site or elsewhere, and report the results of those inspections or tests.
Provide, Furnish and Install: Except as otherwise defined in greater detail, the terms "provide," "furnish" and "install" shall mean to supply and deliver to the project site, and install, complete and ready for the intended use.
1.3 ADDITIONAL DEFINITIONS
Wherever in the specifications or upon the drawings the words "directed," "required," "ordered," "designated," "prescribed," or words of like import are used, it shall be understood that the "direction," "requirement," "order," "designation," or "prescription," of the Contracting Officer is intended and similarly the words "approved," "acceptable," "satisfactory," or words of like import shall mean "approved by" or "acceptable to" or "satisfactory to" the Contracting Officer unless otherwise expressly stated.The Contracting Officer may elect to delegate responsibilities to a Technical Management Representative (TMR) or a Contract Officer's Representative (COR). The TMR or COR may assist the contractor in executing

1.2 DEFINITIONS
Government property means all property owned or leased by the Government.
Government property includes both Government-furnished and Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.
Personal property means property of any kind or interest in it except real property and records of the Federal Government.
Related personal property means any personal property that is an integral part of real property. It is: Related to, designed for, or specifically adapted to the functional capacity of the real property and removal of this personal property would significantly diminish the economic value of the real property; or determined by the Administrator of General Services to be related to the real property.
Construction and demolition (C & D) waste means wastes generated as a result of construction activities associated with removal of building components, but not including asbestos or wastes associated with asbestos abatement, or wastes associated with lead paint abatement performed prior to removal of building components.

1.3 SUBMITTALS
Government approval is required for all submittals. Submit the following in accordance with Section 01 33 00.00 80 SUBMITTAL PROCEDURES:

1.4 SCOPE
This specification section contains the Special Requirements pertaining to work under this Contract.
1.5 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK
The Contractor will be required to commence work under this Contract within 10 calendar days after the date of receipt by him of notice to proceed, to prosecute work diligently, and to complete the entire work ready for use within 600 calendar days after the date of receipt by him of the notice to proceed. The time stated for completion shall include final cleanup of the premises.
1.6 CONTRACT DRAWINGS AND SPECIFICATIONS
One electronic copy of Contract drawings (ACAD & PDF) and specifications will be furnished the Contractor except for applicable publications incorporated into the specifications by reference. The work shall conform to the drawings as referenced in Section 01 11 00 SUMMARY OF WORK.
1.7 DISCREPANCIES
The Contractor shall check all electronic files furnished him immediately upon their receipt and shall promptly notify the Contracting Officer of any discrepancies. Figures marked on drawings shall in general be followed in preference to scale drawings. The Contractor shall compare all drawings and verify the figures before laying out the work and will be responsible for any errors which might have been avoided thereby.
1.8 AS-BUILT DRAWINGS
The Contractor shall provide as built drawings in CAD, GIS and in hard copy at the end of the project. CAD drawings shall be in the JSC CAD Standard
Section 01 22 00.00 80 Page 3 format. A complete standard is available upon request from the Procurement Specialist upon request during the bid period. The Contract Officer or Contract Officer Technical Representative will provide a current copy after contract award at the Preconstruction Conference or before if requested.
CAD drawings will be reviewed by NASA for conformance to the CAD Standard, and they will be accepted only if they conform.
Shop drawings and other graphic documents that will become part of the as-built drawing records shall also be provided in standard CAD and in hard copy. Record data set and drawings must reflect all civil site developments such as new facility and/or land modifications, external structural changes to aboveground and belowground structures, and changes to structures and utilities external to facilities located on lands owned by or held in leasehold interest of the federal government. An as-built condition survey will be performed to capture this information. Surveyed data must include, but is not be limited to:
a. Location of all new lines, conduits, fittings, and junctions including manholes using GPS coordinates with accuracy to at least 1 foot, or better if more stringent accuracy requirements are specified in other sections of this contract.
b. New lines will be surveyed (and GPS located) at a minimum of two points along every straight run or at intervals not greater than 100 feet.
c. Survey or GPS data will reflect all utility routing and interface changes on the drawings to scale. A Sanitary Sewer Lines Data Dictionary must be created using something similar to Pathfinder Office (Trimble Specific) and shall be used for all GPS/GIS data collection projects undertaken. The Data Dictionary contains all the features, attributes and standards of data needed for the project. The data gathered for sanitary sewer lines should include but is not limited to the following features: line features for the sanitary sewer lines and point features for junctions including manholes and transitions. No more than 100-ft should exist between two data points. If there is more than 100-ft difference between the features then a standpipe GPS point should be collected. A standpipe is simply a GPS point that is collected to properly ensure all changes in location of the line are accurately being represented within the data.
d. Provide Record drawings in digital format. Geospatially referenced files must be in ESRI GIS Geodatabase or ESRI GIS Shapefile plus, Microstation DGN, or DXF file format. Include new like items in the same levels to permit easy conversion between CAD and GIS layers.
e. As part of an on-going effort to develop and maintain an accurate computerized base map of the Lyndon B. Johnson Space Center (JSC), in Houston, Texas, NASA has established a common geodetic control network for JSC surveys. Coordinates in this network are physically depicted by a set of monumented control points, (mainly brass disks set in concrete) at various strategic locations around the Center and associated properties. All surveys completed for JSC should be consistent with, and referenced to this network.
The network report, adjusted control coordinates, and locating maps are available from JSC government personnel.

During construction the Contractor shall maintain a current set of hard copy or CAD as-built drawings which reflect changes and deviations in the contract drawings as they are installed in the field. The hard copy as-built drawings shall be available for inspection by Contracting Officer at all times.
In order to minimize the time for final payment at the completion of the project, the Contractor shall update the as-built drawings every month and they shall be reviewed by the Contracting Officer. All deviations to the original contract documents shall be included. These changes include but are not limited to approved contractor changes for convenience, Request for Information responses, Facility Change Requests (change orders), architects' supplemental information, panel schedules, shop drawings, etc. All updates will be a part of the monthly review of request for payment. Detailed reviews of all drawings to include possible shop drawings for inclusion in the as-built drawing system will be held at the 70 percent, and 90 percent construction milestones. These reviews will include all Government and Contractor personnel involved in the as-building process. The Contractor and the Contractor's As-Building staff representative will be present for the monthly review. Payment, or a portion of the payment, including final payment, may be withheld until the as-built drawings have been updated, and accepted by the Contracting Officer.
After substantial completion of all construction and before final payment is made under this contract, the Contractor shall provide the Contracting Officer two complete sets of full size hard copy contract drawings with alterations shown in red. All elements and details of the drawings shall be sharp, clear, and legible. Additions or corrections to the drawings will be drawn to the scale of the contract drawings. In addition, the Contractor shall provide a complete set of scaled CAD drawings for the project. These final hardcopy and CAD drawings shall incorporate contract changes and plan deviations. CAD files shall meet the requirements of JSC CAD Standards JSC- 66005. These CAD file drawings shall also include Xref (external reference) drawings as applicable. Reference to external drawings from within the CAD files are not acceptable unless those reference files are incorporated and may be readily accessed. Files shall be structured and views shall be saved so they can be plotted as shown in the original contract documents.
The final as-built drawings, certified correct by the Contractor, shall be submitted to the Contracting Officer ten calendar days prior to the contract completion date.
1.9 ELECTRICAL PANEL AND EQUIPMENT DIRECTORY AS-BUILTS
When changes to electrical panels, switchboards, switchgear, or motor control centers are completed (all work in the equipment has been completed) the Contractor shall; 1) Make a copy of the updated panel or equipment directory and attach it to the redline as-built drawings; 2) Provide a copy of the updated directory to the As-built manager; 3) Install the permanent updated directory (provided by the as-built manager) in the panel or equipment.
The copy of the updated directory shall be delivered to the As-built manager within 7 calendar days after the work in the panel or equipment has been completed. The as-built manager will contact the Contractor after the receipt of the updated directory indicating that the new revised directory is ready to be picked up and placed in the equipment.

1.10 SANITATION
The Contractor shall provide and maintain all necessary sanitary convenience for use of his employees. Upon completion of the work, the Contractor shall remove the sanitary facilities and restore the area to its original condition.
Contractor's personnel will be permitted to use a restroom on the premises subject to regulations and control of the Contracting Officer.
1.11 CLEANUP AND DISPOSAL OF MATERIALS
For the purpose of these specifications, the following definitions apply:
Industrial solid and hazardous waste (ISHW) means solid wastes (including solids, liquids, and contained gases) that are regulated under the Resource Conservation and Recovery Act (RCRA) and the Texas Solid Waste Disposal Act as having characteristics or that are specifically listed as presenting a risk or hazard to human health or the environment if improperly managed or disposed of. This waste classification includes asbestos waste and PCB-containing caulk. This waste classification also includes universal wastes such as fluorescent lamps, nickel-cadmium and lead acid batteries, wastes associated with painting and paint removal activities, and mercury containing equipment such as thermostats that are commonly encountered during building deconstruction and demolition activities.
Construction and demolition (C&D) waste means wastes generated as a result of construction activities associated with removal of building components, but not including asbestos or wastes associated with asbestos abatement, or waste associated with lead paint abatement performed prior to removal of building components. Asbestos and lead paint abatement wastes shall be managed as ISHW. Universal wastes such as batteries and bulbs shall also be managed separate from ISHW and C&D wastes. Typical C&D wastes include but are not limited to concrete, soil, wood, asphalt, scrap metal, and miscellaneous building components such as electrical wiring/conduit, plumbing fixtures, and HVAC equipment/ducts. If concrete pours are required under the contract, concrete truck washout must be collected and recycled.
Plant trash means wastes other than ISHW, universal waste, or C&D waste as described above that are associated with human work activities. Recyclable plant trash such as paper, plastic, or aluminum containers, cardboard, wood pallets, and similar materials shall be properly segregated and recycled and records shall be included in the report described in Section 01 74 19.00 80 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT . Non-recyclable plant trash (e.g., putrescible wastes, such as food scraps) is also the responsibility of the contractor to segregate, collect and transport to a state-permitted facility approved for management of that type of waste.
At reasonable intervals during the progress of the work, and at the completion of the contract, the Contractor shall clean up the site and accesses thereto and shall dispose of non-recyclable C&D and plant trash wastes, otherwise known as debris. Debris shall not be allowed at any time to accumulate in such a manner as to constitute an unsightly condition or hazard. The Contractor shall remove debris from the Government premises and recycle or dispose of it without additional cost to the Government as required and described in Section 01 74 19.00 80, CONSTRUCTION AND

DEMOLITION WASTE MANAGEMENT, paragraph entitled, "Waste Management Plan".
Dumpster equipment located at the Johnson Space Center shall not be used by the Contractor. Upon completion of the construction, the Contractor shall leave the work and premises in a clean, neat, and workmanlike condition satisfactory to the Contracting Officer.
The Contractor shall not dispose of ISHW, including but not limited to fluid waste, such as oil, mineral spirits, etc., in the storm or sewage disposal system. The contractor shall segregate and manage ISHW generated during the project in conformance with the current edition of JPR 8550.1, "JSC Environmental Compliance Procedural Requirements". As appropriate, a satellite accumulation area (SAA) will be established, and a complete JSC Form 1104 will be submitted to the NASA Environmental Office for each ISHW stream identified. The contractor is expressly prohibited from transporting ISHW offsite without explicit authorization from the Contracting Officer.
The Contractor shall request empty containers for ISHW and immediately request that full containers be picked up by completing a Form JF 1161 and contacting Work Control at (281) 483-2038.
C&D materials are to be removed as per the approved Waste Management Plan.
Scrap metals identified for turn in to the Government are not included in this category. C&D materials removed under this Contract and not specified for reuse or for return to the Government shall become the property of the Contractor and shall be removed from the Government premises and disposed of or recycled at no additional cost to the Government per the approved Waste Management Plan. The contractor shall comply with applicable subsections of Section 01 74 19.00 80 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT relating to tracking, recordkeeping, and reporting associated with disposition (recycling and/or disposal) of C&D and plant trash wastes.
For offsite transportation and disposition of recyclable C&D materials, the contractor is solely responsible for and required to conform to all applicable federal and state public transportation requirements, including but not limited to weight limitations, shipping papers, placarding, and oversized permitting requirements. The contractor may utilize the weight scale at Building 420 near the Gate 4 entrance for the purposes of conforming to weight restrictions; however, the Government accepts no liability for the accuracy of the scale or for its operability when needed by the contractor.
1.12 AVAILABILITY OF UTILITY SERVICES
It has been determined by the Contracting Officer that Government-owned and operated utility systems and supplies are adequate for the needs and use of the Contractor as well as the Government. All reasonably required amounts of water, and electricity, will be made available without charge to the Contractor by the Government from existing system outlets and supplies. The Contractor shall, at his own expense, make all temporary connections and install distribution lines; and all such temporary lines will be furnished, installed, connected, and maintained by the Contractor in a safe and workmanlike manner satisfactory to the Contracting Officer and shall be removed by the Contractor in like manner at his expense prior to final acceptance of the construction.
The Government will furnish electric power for general construction purposes, with a maximum demand of 25 kilowatts, without cost to the Contractor. The electrical energy will be made available to the Contractor
Section 01 22 00.00 80 Page 7 from the NASA distribution system at the nearest location where such capacity is available, and at the option of the Contracting Officer will be supplied a three-phase, four-wire, 60-cycles, 120/208-volts, or three-phase, four-wire, 60 cycles, 277/480-volts. The Contractor shall provide and install a disconnect switch, suitably protected from the weather, and fused for 70 amperes or less for 120/208 volts, 30 amperes or less for 277/480 volts, at the delivery point. Designated lines extended from the disconnect switch shall be furnished by the Contractor and shall be installed and maintained in a safe and workmanlike manner. All temporary line and the disconnect switch shall be removed by the Contractor at the completion of the contract. This electrical energy is provided for lighting, motor-driven construction equipment, and general construction purposes.
The Government will not provide telephone service for use by the Contractor.
The Contractor shall make arrangements for installation and maintenance of telephone service and for removal of same upon completion of Contract.
1.13 UTILITIES OUTAGES AND TIE-INS
Prior to taking electrical or mechanical systems out of service or activating newly installed systems, the Contractor shall provide to the Government a written sequence of events, "utility procedures", describing the starting date and time for the work, total duration of each work item and the estimated time needed for each step. The utility procedure must have sufficient detail so the Contracting Officer can monitor the progress and quality of the work.
The Contractor shall provide the utility procedure to the Government at least thirty (30) calendar days prior to starting the work.
The Contractor shall not begin working until the Government has reviewed, commented, and approved the work and the utility procedure.
Utility outages and utility tie-ins shall normally be accomplished during normal off-duty hours unless previously approved by the Government. The Contractor shall insure there will be no interruption of access/egress, air conditioning, electrical service or other services during normal duty hours.
1.14 OCCUPANCY OF PREMISES
The building(s) will be occupied during performance of work under this Contract.
Before work is started, the Contractor shall arrange with the Contracting Officer, a sequence of procedure, means of access, space for storage of materials and equipment, use of approaches, corridors, and stairways.
1.15 IDENTIFICATION OF GOVERNMENT-FURNISHED PROPERTY
No government furnished equipment, materials or property will be provided to the contractor.
1.16 QUANTITY SURVEYS
The Government will make original and final surveys and make computations to determine the quantities of work performed or finally in place.

The Contractor shall make such surveys and computations as are necessary to determine the quantities of work performed or placed during each period for which a progress payment is to be made. All original field notes, computations and other records taken by the Contractor for the purpose of progress surveys, shall be furnished promptly to the Contracting Officer Representative (C.O.R.) and will be used to the extent necessary for determining the proper amount of progress payments due to the Contractor.
Unless waived in each specific case, quantity surveys made by the Contractor shall be made under the direction of the C.O.R.
For surveys necessary to determine the amount of progress payments, the Contractor will be required to furnish all personnel, equipment, and material required to make such surveys as are necessary to determine the quantities of work performed or placed during the period covered by the progress payments. All original field notes, field computations, and other records taken in the field by the Contractor for the purpose of layout, progress, original and final surveys shall be recorded, and shall be used by the Contracting Officer to the extent necessary in determining the proper amount of progress payments due to the Contractor.
1.18 PROJECT CONSTRUCTION MANAGEMENT OFFICE
In a commercial type construction office trailer, provide a conference room of a minimum of 200 square feet, with a minimum dimension of 8 feet for the use of the Government construction management contractor and inspection personnel for reviews with the contractor.
Ownership of the trailer shall remain with the Contractor who shall be responsible for operation and maintenance (other than janitorial service), repairs, vegetation control during and upon completion of the contract.
1.19 PROTECTION OF LIGHTGUIDE CABLE
All activities in areas where lightguide cables are located shall be conducted in a manner to protect the cables from damage and prevent, at all times, any interference with their site critical operation.
All personnel entering the areas where lightguide cables exist must be aware of their criticality. It is imperative that the conduit not be disturbed.
Upon entry to any tunnel area where lightguide cables are present, steps shall be taken to protect these cables from any activities that may adversely affect them. These activities shall include, but are not limited to, the following:
Welding and/or torch-cutting.
Work on mechanical system components that may damage existing lightguide cables during transportation of materials and equipment into the area, installation and routing of new items, or modification to existing items.
Accidental disturbance to lightguide cables, such as: impact, positioning heavy objects on or against them, binding, or crushing during rigging actions.

In case of any uncertainty or questions regarding the lightguide cables, or any possible effect on them, the Contracting Officer shall be contacted prior to any other action.
