Amendment 0003
1. The purpose of this amendment is to make the following changes and to respond to the questions received for this solicitation.
2. Incorporate the revised copy of Attachment D for the SSC Task Order which changes
Paragraph B.2 of the Bid Schedule to add 2 new Contract Line Item Numbers. CLIN 0002 and CLIN 0003 are hereby added to the bid schedule to capture separate pricing for additive alternative item 1 and additive alternative 2, and the original CLIN 0002 is changed to read
CLIN 0004. Change the Total for All CLIN Items to read; CLIN Items 0001 – 0004.
3. Reference Solicitation Attachment A, JSC Model Task Order, Attachment JSC J-3 specifications. The following changes are hereby made to the specifications to add clarification for the project. The following Specification Sections have been deleted in their entirety. The entire revised Specification Attachment JSC-J-3 will issued and be posted to

5. Reference Solicitation Attachment A, JSC Model Task Order, Drawing C12A “12A SWPPP
Details” is hereby incorporated into the Solicitation NNS17612547R, Attachment A, for the
JSC Seed Project, as part of JSC J-4 Drawing package.
6. The following questions were received, and responses are hereby provided as follows:
Question 1: Section I.14 of the RFP refers to FAR 52.236-1 and the required Performance of work by the Contractor. However, the Federal Code has recently adjusted this rule under 13
C.F.R. 125.6 to be a Limitation on Subcontracting rather than a requirement of performance for the Contractor. Will this requirement in the contract be adjusted to a limitation on subcontracting in accordance to 13 C.F.R. 125.6?
Answer 1: The solicitation which currently includes FAR 52.236-1, is consistent with the CFR
13 CFR 125.6. No further adjustments will be made. FAR 52.236-1 applies to the four initial seed projects (which are unrestricted awards) and is properly worded. The solicitation contains current FAR clauses, including the current version of 52.219-14. Future task orders will include then-current FAR clauses.
Question 2: Attachment D, Bid Schedule, Paragraph B.2 does not include any reference to
Additive Alternative CLINS, yet on drawing number G-001, Drawing Index, there is reference to
Additive Alternative 1 and Additive Alternative 2, and the specifications section 01 11 00
Paragraph 1.1.1.2 and 1.1.1.3 also reference to Additive Alternative 1 and Additive Alternative
2. Should the proposal include separate pricing for the Additive Alternatives?
Answer 2: Yes, the bid schedule has been revised adding 2 new Contract Line Item Numbers.
CLIN 0002 and CLIN 0003 are hereby added to the bid schedule to capture separate pricing for additive alternative item 1 and additive alternative 2, and the original CLIN 0002 is changed to read CLIN 0004. (Change addressed in paragraph 2 above.)
Question 3: Is a subcontractor (as submitted in our Subcontracting Plan) considered a ‘Teaming
Partner’?
Answer 3: No, see FAR 9.601 for the definition of Contractor Team Arrangements as well as
FAR 9.603 which requires full disclosure of company relationships. Simply listing a contractor in your subcontracting plan does not constitute a team arrangement.
Question 4: Can the past performance of a subcontractor (as listed in our Subcontracting Plan) be used?
Answer 4: No, see FAR 9.601 for the definition of Contractor Team Arrangements as well as
FAR 9.603 which requires full disclosure of company relationships. Simply listing a contractor in your subcontracting plan does not constitute a team arrangement.
Question 5: Section L., on p. 15 of the solicitation, are the subcontract percentages (%) applied to the aggregate amount of $100MM i.e. 35% Small business = $35MM or to the amount of what we intend to sub contract out.
Answer 5: The subcontract percentages are what NASA recommends to be applied to the aggregate amount of $100M in contract value.
Question 6: Is a separate ‘Safety & Health’ plan required for each CLIN?
Answer 6: Your proposal requires submission of a General Safety and Health Plan. Each Model
Task Order (Attachment A through Attachment D) requires the successful offeror to submit a project /site specific safety and health plan to address the work requirements within the selected task order. This is required after award and before Notice to Proceed.
Question 7: Will the Design-Build “2-step” selection process be used? 1) Selection based upon qualifications, and then 2) selection based upon price?
Answer 7: No, none of the task orders included in this solicitation (Attachment A through
Attachment D) include Design Build requirements.
Question 8: Section L, p. 16 (b) Teaming Partners Project Listing: Are the questions listed in i., ii., iii., present tense (manages) or past tense (managed)?
Answer 8: Section L.16, Volume II, Paragraph (b), 1) i. – vii, response should provide the appropriate information necessary to support your use of the Past Performance Information submitted for your team members, and should be included as part of your JV/Teaming agreement submission addressed in section L.17 page 21, Paragraph l).
Question 9: Section L, p. 21. Paragraph L (L). If we use subcontractors, will teaming agreements be required for each, or is a signed subcontract acceptable, which will be obtained after contract award?
Answer 9: Reference FAR 9.603. The Government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed in an offer.
Question 10: The Proposal Submission Checklist in Section L.17 states that a “separate small 3 ring binder for each Copy is preferred”. With regard to Volume III Price and Other Required
Documentation, Item 11. Safety and Health Plan and Section L.17 (k) Safety and Health Plan that references the offeror shall submit a detailed safety and occupational health plan as part of its proposal. Our Safety and Health Plan is over 300 pages in length. How do you prefer that we submit the required (1) original, (2) copies and one (1) electronic copy (CD). Is it acceptable to use a larger binder or would you prefer we submit (1) original and (3) electronic copies?
Answer 10: A large binder is acceptable.
Question 11: Reference Attachment D, SSC Task Order Electrical Repairs to Canal Lock
Controls, Drawings. In the SSC Drawings AD1-E501 Flag Note 6 is unclear. Please clarify.
Answer 11: In SSC CLIN EMI 18B367-01 Sheet AD1-E501 Flag Note 6 is revised to read
“PROVIDE MOORING LED FLOOD LIGHTS EQUIVALENT TO METAL HALIDE
LIGHTS OF 250 WATT, NARROW FLOOD 10 DEGREE, LUMENBEAM LARGE, 208
VOLT, 400K COLOR TEMPERATURE. SILVER SANDTEX, NO DIMMIN, SHORT YOKE
MOUNT, P/N # LBL 208 40K NS SL NO SY – LUMENBEAM OR APPROVED.”
Question 12: Section L.17(k) states that the offeror shall submit a detailed safety and occupational health plan as part of its proposal. Amendment 2 Q&A provides conflicting direction with Answer #14, which states that “This as well as the Safety and Health Plan are a coordinated POST AWARD effort”. Please advise if the Safety and Health Plan is to be submitted with our proposal as directed in RFP Section L.17(k) or if it is a Post Award effort and not meant to be included in our proposal response.
Answer 12: You are required to submit a Safety and Health Plan with your proposal as stated in
Section L.17(k). In addition each Model Task Order (Attachment A through Attachment D) requires the successful offeror to submit a project /site specific safety and health plan to address the work requirements within the selected task order. This is the safety and health plan referred to in Amendment 2 Q&A Answer 14 which is required after award and before Notice to Proceed.
Question 13: Section L.16, Volume II Past Performance Information, (a) Past Performance
Information Summary states “The offeror shall complete and submit their entire listing of construction projects either completed or started within the last 3 years from the date of the issuance of this solicitation. From this listing, the Offerors shall provide a Past Performance
Information Summary identifying a maximum of six (6) recent and relevant contracts…”. This reads as though NASA wants a full list of contracts IN ADDITION to the 6 contracts that will be provided for sections (a) and (b), however Amendment 2 answers to questions # 27 and 34 read as though NASA does not want a full list of ALL construction contracts in addition to the summaries, but instead just wants the 6 total contracts.
Please confirm that NASA only wishes to receive past performance summaries for 6 contracts and does not want an additional contract list of all construction contracts awarded or completed in the last 3 years, which would exceed the 6 contract limitation.
Answer 13: NASA confirms you should submit past performance summaries (Detailed
Overview addressing the information requested in Section L.16, Volume II Past Performance
Information, paragraph (a), 2) (i-xi) for 6 of construction projects the contracts on the list of contracts. Amendment 2, Question 27 and 34 were emphasizing page limitation and that JV’s are limited to 6 projects total not 6 projects for each member of the JV. NASA also wants your entire listing of all construction contracts either completed or started within the last 3 years from the date of the issuance of this solicitation. The list does not require the entire overview requested in paragraph (a), 2) (i-xi) for 6 of construction projects, but as a minimum should include project title, price and customer contact information.
Question 14: Reference Attachment C, MSFC Project Revitalize Building 4619 Mechanical
Systems Specifications.
Question 14a: There is a lead specification, but no lead-survey indicating what items contain lead, how much, and where it’s located?
Answer 14a: There is no lead-survey. There is the potential for lead present in the work area; the location and quantities is unknown. The contractor is responsible for identifying the work location and quantities associated with all aspects of this project.
Question 14b: Will this project even impact building materials that have Lead-based paint on them?
Answer 14b: There is the potential for lead present in the work area; the location and quantities is unknown. The contractor is responsible for identifying the work location and quantities associated with all aspects of this project.
Question 15: Reference Solicitation L.16 Small Business Subcontracting Plan. Please verify if submitting as a small business, that no Small Business Subcontracting Plan is required.
Answer 15: Small Business Subcontracting Plans are not required for Small Business.
Question 16: Reference Attachment C, MSFC Project Revitalize Building 4619 Mechanical
Systems Drawings. The asbestos survey list several other building materials not shown in the table referenced on plan sheet M001 that contain asbestos in them, they are as follows: ACM flooring materials (throughout bldg..), 2’ x 4’ ceiling tiles in room 147D, and black mastic on
CMU walls, will the HVAC renovation impact these items? Do we need to include abating these items?
Answer 16: Contractor shall only include items shown on scope of work for asbestos abatement.
Question 17: We note that “Liquidated Damages-Construction (Sep 2000) FAR 52.211-12” for both Stennis Space Center, Attachment “D,” and Marshall Space Flight Center, Attachment “C” are “Not Applicable.” We are unable to find reference to Liquidated Damages for Johnson
Space Center, Attachment “A” and Kennedy Space Center, Attachment “B.” Please clarify if
Liquidated Damages are applicable to work at JSC and KSC and what the amounts are.
Answer 17: The Liquidated Damages- Construction clause is not applicable to any of the seed projects.
Question 18: IDIQ Part I, Section B.2 - Bid Schedule, page 4 defines CLIN 0001 while page 5 defines CLIN 0002-0005. IDIQ Part I, Section B.3 - Firm Fixed Price is also included on the aforementioned page 5. IDIQ Section L.15, page 13, "VOLUME III - Price and other required documentation for award" states "Offerors price for all CLINS (PAGE 5)." IDIQ Section L.17, page 22, "Proposal Submission Checklist - Volume III Price and Other Required
Documentation", Item 1, states "Offerors price for all CLINS Entire Section B (PAGE 3-5)" with a 3 page limitation. Amendment 02, Q&A #5 renumbered Volume III Items 1 and 2. In order to meet the submission requirements for the revised Volume III - Item 2 (Offerors price for all
CLINS Entire Section B) do we include the aforementioned IDIQ pages 3-5 of 90, pages 4-5 of
90, just page 5 of 90, or something different?
Answer 18: Include all three pages 3 – 5 of 90.
Question 19: It is unclear how the Government is recognizing A/E teaming member project experience submitted with the 6 Recent/Relevant Project list and/or the Past Performance
Summary list. The Government's responses to Amendment 2 Q&A #4 and #12 infer that the
Government will recognize and accept Prime Contractors designating Architectural/Engineering firms as teaming partners and submitting their design projects for Past Performance evaluation.
IDIQ Section M.4.c makes numerous statements requiring Prime Contractor experience under
Past Performance Evaluation criteria such as "Scope includes General Construction Contracts" and "Complexity involves management of multiple subcontractors." Page 27 Past Performance assessment definitions all begin with "Previous past performance as a prime contractor.". The statements made in IDIQ Section M.4.c do not appear to intend to allow A/E design or design-build experience to qualify as acceptable projects for Past Performance evaluation. In lieu of referring the Contractors to refer to Section M.4 for clarification, please clarify whether design-only (design-build or bid-build) projects from A/E Firm Teaming Partners will be acceptable projects to include in the 6 recent and relevant projects and/or the Past Performance Summary and whether the Government will consider them pertinent to this acquisition if they meet the recent and relevant criteria only as design projects.
Answer 19: Design only, design-build and bid build projects will be considered and evaluated in accordance with the RFP. Keep in mind that projects for “design only” could potentially limit your ability to demonstrate other critical elements. It is your choice what projects you wish to submit to demonstrate as many elements of past performance as possible to adequately represent your teams past performance.
Question 20: IDIQ page 81 of 90 states that each individual project will not be individually rated; however, page 80 of 90 provides individual assessment “ratings” which we assume will be used to rate the individual projects. Please clarify how the Government intends to use the 5 definitions listed on page 80 of 90 (Very Highly Pertinent, Highly Pertinent, Pertinent, Somewhat Pertinent, Not Pertinent).
Answer 20: These are definitions and not individual ratings. They are definitions used to further define relevance.
Question 21: Reference Attachment A, JSC Task Order. JSC J-4 Drawings, Sheets C13-C73, and Sheet C10 – Reference is made to a New Type C Manhole for all of the new sanitary sewer manholes. Is the intent to use the manhole detail shown on Sheet C10, even though it is not referred to as a Type C, or is there another Type C manhole detail to be used? If so, please provide Type C manhole detail.
Answer 21: The manhole details shown on Sheet C10 are to be used for the new manholes noted as Type C throughout the project drawings, as appropriate for manholes with or without a drop.
Question 22: Reference Attachment A, JSC Task Order, Specifications 01 14 00 part 1.3.2 indicates the regular working hours must consist of a 6-hour period established by the Contractor
Officer, between 5:00 am and 5:00 pm, Monday through Friday, and 7:00am to 5:00 pm on
Saturday, excluding Government holidays. Please confirm.
Answer 22: Specification Section 01 14 00, Paragraph 1.3.2 does not apply to this project and has been deleted. Specification Section 01 22 00.00 80, Paragraph 1.28 has been edited to reflect the correct working hours of 7 AM to 4 PM, Monday through Friday.
Question 23: Reference Attachment A, JSC Task Order, Specifications, 01 20 00.00 20 -
Question form to be used for invoicing?
Answer 23: Specification Section 01 20 00.00 20 does not apply to this project. Section 01 20
00.00 20 has been deleted in its entirety. Reference Attachment A, JSC Task Order
“SUBMISSION OF INVOICES - PROGRESS PAYMENTS AND CORRESPONDENCE” for appropriate invoicing instructions for the JSC Task Order
Question 24: Reference Attachment A, JSC Task Order, Specifications, 01 30 80 - NAVFAC is mentioned several times in this specification. Does this apply to this JSC project?
Answer 24: There is no Specification Section 01 30 80. Since NAVFAC is mentioned in
Section 01 30 00, I believe this is the Section referred to. Section 01 30 00 has been deleted in its entirety.
Question 25: Reference Attachment A, JSC Task Order, Specifications, there are two specifications for Project Schedule = 01 32 01.00 10 and 01 32 01.00 80. Which one applies?
Answer 25: Specification Section 01 32 01.00 80 is the applicable Section for the Project
Schedule. Section 01 32 01.00 10 has been deleted in its entirety.
Question 26: Reference Attachment A, JSC Task Order, Specifications there are two specifications for Submittal Procedures - 01 33 00.00 80 and 01 33 00. Which one applies?
Answer 26: Specification Section 01 33 00.00 80 is the applicable Section for the Project
Schedule. Section 01 33 00 has been deleted in its entirety.
Question 27: Reference Attachment A, JSC Task Order, Specifications, section 01 35 13 does not appear to be related to this project. Are any parts of this specification to be used on this project?
Answer 27: Specification Section 01 35 13 does not apply to this project. Section 01 35 13 has been deleted in its entirety.
Question 28: Reference Attachment A, JSC Task Order, Specifications There are two different specifications relating to safety. They are 01 35 26 Governmental Safety Requirements and 01
41 00.00 80 Contractor Safety and Health Program. These two specification sections conflict with each other in several areas. Which safety specification section is the Contractor to use?
Answer 28: Specification Section 01 41 00.00 80 is the applicable Section for the Project
Schedule. Section 01 35 26 has been deleted in its entirety.
Question 29: Reference Attachment A, JSC Task Order, Specification section 01 35 29.13 titled
“Health, Safety, And Emergency Response Procedures for Contaminated Sites” address cleaning up contaminated sites. Part 1.7.1 of this specification indicates “Refer to the following reports and information for the site description and contamination characterization.” “They are located at
NASA JSC.” No reports are provided. Please provide these reports.
Answer 29: The government does not expect there to be any contaminated sites for this project.
Specification Section 01 35 29.13 does not apply to this project. Section 01 35 29.13 has been deleted in its entirety.
Question 30: Reference Attachment A, JSC Task Order, Specifications section 01 35 29.13 titled “Health, Safety, And Emergency Response Procedures for Contaminated Sites” address cleaning up contaminated sites. Part 1.11.2.1 of this specification indicates “The following items constitute initial minimum protective clothing and equipment ensembles”. There is no information in the chart contained in the specification for Level D, Modified Level D, Level C, or Level B. Please provide this information.
Answer 30: The government does not expect there to be any contaminated sites for this project.

Question 31: Reference Attachment A, JSC Task Order, Specifications section 01 35 29.13 titled “Health, Safety, And Emergency Response Procedures for Contaminated Sites” address cleaning up contaminated sites. Part 1.12.5 of this specification indicates “Prior to onsite work, medical surveillance program participants must undergo the following medical testing:” This is followed by a blank line. Please provide details for the medical testing that is to be completed prior to work onsite.
Answer 31: The government does not expect there to be any contaminated sites for this project.
Question 32: Reference Attachment A, JSC Task Order. JSC J-4 Drawings, Sheet C3, reference is made to heliport and antenna test range – Are either of these facilities considered active taxiways/runways?
Answer 32: No, there are no active taxiways or runways on the JSC site.
Question 33: Reference Attachment A, JSC Task Order, Drawings, Please provide landscape drawings for the areas where work will be performed.
Answer 33: All landscaping information available is provided as part of the background shown on the contract drawings.
Question 34: Reference Attachment A, JSC Task Order, Specification, Per specification section
01 14 00 part 1.3.6 subpart “c” please confirm that sanitary sewer outages can be performed during normal working hours provided the contractor has submitted appropriate documentation for the outage and notified the Contracting Officer within the required time prior to the work.
Answer 34: The need for any sanitary sewer outages will be minimal with the use of by-pass pumping as called for on the contract documents. The exception for water, sanitary sewer, and storm sewer has been edited and deleted from Specification Section 01 14 00, Paragraph 1.3.6(c).

Answer 61: Reference spec section 05 30 00 part 2.3.1 Roof Deck Units. The metal roof deck shall be provided with galvanized G90 coating on both sides, therefore exposed deck paint is not required.
Question 62: Reference Attachment B, KSC Task Order, Drawings. Sheet C2, Note B indicates “Limits of Asphalt Resurfacing”. The drawing shows elevations around the perimeter of the new water pump station but does not show any finish elevation for the “Limits of
Resurfacing / Milling”. Will finish elevations for this be provided?
Answer 62: The elevation at the interface between the full depth repair and the mill and resurface should match the existing elevation. See drawing C2 for finished grade spot elevations at building perimeter. Flag J shows the limits of the full depth pavement construction surrounding the building (see detail 4 on C5 for depth and slope). Flag B shows the limits of the
1.5” milling and resurfacing.
Question 63: Reference Attachment B, KSC Task Order, Drawings. Sheet A4, Elevation B shows concrete curb elevation to be 1’-10” above finish floor elevation 0’- 0”. Sheet S7, Detail
1/S7 indicates 1’-4”. Please advise which is correct?

Answer 71: Embedded bearing plates are equally spaced as per the note shown on drawing S3 area E/6.
Question 72: Reference Attachment B, KSC Task Order, Drawings. Sheet S3, column line 6, Detail 8/S5 (raked concrete beam) does not show any continuous 10 gauge plates as does Detail
6/S5 which is a similar condition. Does detail 8/S5 require this 10-gauge galvanized plate?

Question 76: Reference Attachment B, KSC Task Order. Doors, frame and hardware specification are somewhat unclear on hurricane resistance requirements. Are all of the aluminum doors, frames and hardware required to be hurricane resistant?
Answer 76: Yes, see S1 for Design criteria and loads.
Question 77: Reference Attachment B, KSC Task Order. Are all conduits / electrical boxes surface mounted on to CMU?
Answer 77: Yes, all conduits and electrical boxes are surface mounted to CMU.
Question 78: Reference Attachment B, KSC Task Order, Drawings. Sheet D2 (Project
#79K39706) W3 Pump Station (Building M7-1098) is shown to be demolished. Please clarify if this existing facility is offline and not serving water to the CCAFS. Drawing for water main installation (Project #79K39706) does not extend to this location. Only interception of existing electrical / communication is required?
Answer 78: The W3 pump station demolition is not included in this solicitation. The facility is currently off-line and not in service. Drawing 79K39706 was only included for meter information.
Question 79: Reference Attachment B, KSC Task Order, Drawings. Detail 2 / C5 shows 6" of concrete above beneath the asphalt. Is this required only above the utility lines or anywhere that new asphalt pavement will be required?
Answer 79: Concrete underlayment is only required where utilities are present.
Question 80: Reference Attachment B, KSC Task Order, Drawings. Do we include thickened slabs per Detail D / S6 where the future pump will go similar in location to the other three pumps?
Answer 80: Yes, concrete foundation work for the future pump shall be identical to the foundation work provided for the design pumps.
Question 81: Reference Attachment B, KSC Task Order. Will the contractor be required to provide an onsite office trailer for the Owner / CO during construction considering the location and size of this specific project?
Answer 81: Contractor is not required to provide a trailer for NASA’s use.
Question 82: Reference Attachment B, KSC Task Order, Drawings. Note A on Sheet FA1 states to install the radio antennae within the cone of lightning protection. Detail 4 / FA2 shows the antennae extending 15" from the face of the building. If placed in the location shown in the drawings (Sheet FA1), the radio antennae would extend beyond the lighting protection cone.
Please clarify or indicate a separate location on the drawings that would be acceptable and still fall within the protective cone.
Answer 82: The design requirements shall be followed, see flag note A on FA1. This will keep the antenna within the cone of protection.
Question 83: Reference Attachment B, KSC Task Order, Drawings. Are we to extend the concrete pad at the M7-0409 water meter installation on Sheet C36? The black and white photos are unclear and the details on this sheet do not indicate that a concrete pad extension is required.
