TASK ORDER RFP
“ISS Flight Science in Advanced Plant
Habitat with Plant Stress Detection System”
Funding Organization: (ISS Program) Task Order Manager: (NASA KSC) Technical Monitor: (NASA KSC)
Type of Task Order: Cost Plus Fixed Fee with Deductions
1.0 INTRODUCTION
The International Space Station (ISS) Program is asking the Offerors to utilize their commercial approaches defined in their response to REMIS-PM-01, Commercialization Approach (CA), to integrate, verify, deliver, and operate an ISS science payload utilizing the Advanced Plant Habitat (APH) and to design, test, verify, integrate, and operate a plant stress detection system inside the Advanced Plant Habitat.
The Advanced Plant Habitat provides a large, enclosed, environmentally controlled chamber designed to support commercial and fundamental plant research or other bioscience research onboard the International Space Station (ISS) for at least one year of continuous operation without maintenance. It is configured as a quad-locker payload mounted in a standard EXpedite the PRocessing of Experiments to Space Station (EXPRESS) Rack. Details of the hardware design and interfaces are documented in Attachment 1 of this Task Order.
2.0 REQUIREMENTS
In delivering a Plant Stress Detection System for use in APH for ISS experiments – the Offeror will meet the following requirements:
1. Develop a science requirements document (SRD) or equivalent document with NASA’s Space Life and Physical Sciences Directorate (SLPS) as the approver on a plant stress detection system for use in APH.
2. Develop an Engineering Requirements Document or equivalent document that defines the hardware and software requirements per the Plant Stress Detection System SRD and APH interfaces.
3. Deliver, Test, and Integrate into Advanced Plant Habitat a detection system which can detect stress in plants being grown in APH as defined by and meeting the SRD.
4. Life time of 10 years assuming 1 experiment per year and a run duration of 2 months.
5. The Offeror shall be responsible for the mission success of the plant stress detection system within APH.
In preparation of the ISS science payload utilizing the Advanced Plant Habitat (APH) – the Offeror is expected to provide Mission Integration and Operations (MI&O) services that ensure the payload delivered for flight meets the following requirements:
1. The intent of SSP 30599, Safety Review Process, as defined by processes defined in the offeror’s proposed Commercialization Management Plan.
2. All applicable requirements in SSP 57000 Rev. R, Pressurized Payloads Interface Requirements Document.
3. All science requirements of the Experiment Requirements Document (ERD).
4. The contractor is responsible for the mission success of the payload to achieve the science.
3.0 STATEMENT OF WORK
In accordance with the Statement of Work (SOW), this TOR is requiring offerors to:
1. Coordinate and integrate science requirements for a plant stress detection system operating inside of APH.
2. Coordinate a design review with ISS-R and SLPS on the plant stress detection system.
3. Provide a plan (proposed design modifications, cost, and schedule) to modify APH hardware, if required, for Plant Stress Detection System.
4. The contractor shall design, test, verify, review, install, integrate, and operate plant stress detection system for use on-orbit and a system for corresponding ground control activities inside Advanced Plant Habitat.
5. Develop a detailed proposed approach utilizing their corporate best practices to design, integrate, certify, and deliver the payload to the launch site or the packing provider for processing and operations on the ISS.
6. Hold a review with the Principle Investigator to assure the concept of operations of the payload will meet experiment requirements.
7. Prepare and submit all manifesting documentation for the payload and hardware.
8. Coordinate use of any facilities on the ISS that may be needed to conduct on-orbit operations (i.e. Microgravity Science Glovebox [MSG], portable glove boxes, Light Microscopy Module [LMM], cold stowage, etc.).
9. Prepare the procedures that will be used to operate the payload on the ISS.
10. Prepare any training hardware, software and/or training procedures required for the crew and conduct the training if required per the schedule set by the ISS crew office.
11. Assure the payload meets all safety requirements for the ISS.
12. Develop any ground and/or flight operational support hardware for conducting the science on
ISS.
13. Prepare the required payload hardware for on-orbit operations on the ISS.
14. Coordinate and/or support all science integration activities with the Principle Investigator.
15. Coordinate and conduct any necessary pre-launch activities to prepare the payload and science for launch at the launch site.
16. Support on-orbit operations real-time to support questions from the crew during operations and any anomalies that may occur.
17. Develop and operate any payload ground software for on orbit operation of the payload.
18. Conduct or support ground controls of the science experiment per the ERD or equivalent document.
19. Support recovery of the payload after landing and delivery of all science samples and data to the principle investigator by the required timeframe outlined in the corresponding ERD or equivalent document.
4.0 DELIVERABLES AND DELIVERY SCHEDULE
A requirements review of the ERD will be required within 120 days of authorization.
All products and deliverables are due to NASA 18 months following Task Order (TO) award.
5.0 PRODUCTS
The Contractor shall deliver the following products in response to this task order:
1. Task Order cost and schedule data.
2. The Cost data shall be provided by FY and linked to the technical approach being proposed with appropriate level of Basis of estimates (BOEs) to substantiate the cost being proposed.
3. High level of technical implementation concept for meeting the specified requirements, operations concept, method of closure on science requirements, any safety implications, and any issues/risks with meeting any of the defined experiment requirements.

6.0 DELIVERY INSTRUCTIONS
Authorized Government personnel shall accept all products delivered.

Applicable FAR and NASA FAR Supplement property administration clauses in the blanket contract are applicable to this TO in addition to any clauses in this TO.
Authorized Government personnel shall accept all products delivered via a DD Form 1149 with final acceptance via DD-250 which will occur after on-orbit demonstration [verification shall be completed prior to flight of the hardware] of all requirements in section 2.0.
7.0 GOVERNMENT FURNISHED PROPERTY (GFP)
The available GFP hardware used for APH is listed in Attachment 1, Government Furnished Equipment List. If the offerors believe that there is additional existing hardware/software, etc.
that can benefit the cost effectiveness of their proposals they can propose that hardware as updates to Attachment 1.
NASA facilities required to support both EMI and power quality are provided by NASA. Cost realism adjustment will be made if NASA provides these facilities.
8.0 COST
The Offeror shall provide their proposed cost in accordance with the cost and pricing instructions and templates in Section L.
9.0 FEE EVALUATION PLAN
Fixed Fee with deductions for developing and integrating the awarded science payload:
1. 50% of the fee pool will be available for meeting the schedule to support launch.
a. 80% of the fee pool will be deducted if schedule to support launch is not met.
2. The remaining 50% of the fee pool is available for mission success on orbit.
a. 80% of the remaining fee pool will be deducted if the mission objectives defined in the Experiment Requirements Document (ERD) are not met for minimum science.
3. Cost Control. The contractor shall be held accountable for maintaining cost control and as such, for each 1% of cost overrun, 1% of fee shall be deducted from the total fee pool available.
10.0 TASK ORDER PLAN (TOP) EVALUATION CRITERIA
The Offerors TOP shall include their commercial approach to the requirements listed in this TOR. At a minimum, the TOP shall address, but not be limited to, the information listed by section in paragraph 10.1, TOP Minimum Contents. The Offerors TOP will be evaluated using the evaluation criteria listed in paragraph 10.2, TOP Selection Plan.
10.1 TOP MINIMUM CONTENTS
1. Cost
a. Estimate labor hours,
b. Other direct costs and indirect costs required to deliver products including materials and travel,
c. Estimate of labor categories,
d. Total funding required by fiscal year. Provide funding need dates for an incremental funding approach (identifying long-lead funding items).
2. Proposed technical approach
a. High level technical implementation concept including cost and schedule proposal for meeting the specified requirements, including types and quantity of hardware, operations concept, method of Command and Data Handling (C&DH) control and any safety implications, and any issues with meeting any of the ERD defined experiment requirements.
b. Summary of design solution, including proposed design parameters, and safety concerns, power and data requirements.
c. Identify any proposed tailoring to REMIS-MA-01, Task Order Plan, to meet requirements defined for this Task Order.
d. Approach to any testing and verification required including test standards/margins used.
Testing proposed to meet safety and performance requirements. Highlight component, subsystem, and system level testing. Identify potential options for reducing test costs.
e. Provide any assumptions and/or requirements for utilizing NASA facilities for testing and/or interface verification. Any and all costs for test facilities (either NASA or Commercial) shall be included in the cost proposal and clearly defined.
f. Define a certification approach that meets the requirements defined in the ISS Certificate of Flight Readiness (CoFR) Plan that states all requirements have been met and the payload is safe and ready to launch and operate on the ISS.
g. Technical risks to meeting cost/schedule.
3. Schedule
a. The schedule delivered as part of the TOP shall be of sufficient detail to ensure that the technical team reviewing the proposals clearly understands the total approach being proposed by the offerors.
10.2 TOP SELECTION PLAN
The Offeror’s TOP will be evaluated as indicated below:
1. Cost 40%
2. Technical approach 40%
3. Schedule 20%
