SUBJECT: Final Request for Proposal (RFP) NNJ17584385R-Research, Engineering, Mission Integration Services (REMIS) Contract
The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space
Center (JSC), is hereby issuing the RFP for qualified firms that meet the classification described below for the REMIS contracts. The Final Request For Proposal (RFP) will replace the DRFP.
The REMIS contract will provide an opportunity for companies to adopt a commercial approach to implement International Space Station research mission integration, operations, and real-time telescience support, as well as hardware and software development and engineering services for the remaining life of the ISS Program.
Offerors are advised to read all the Final RFP requirements.
The following information should be considered in proposal preparation.
ACQUISITION STRUCTURE
The REMIS acquisition is a Multiple Award with Indefinite-Delivery/Indefinite Quantity
(IDIQ) Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) task orders (TOs). REMIS has been assigned the North American Industry Classification Systems code 541712, Research and Development in Physical, Engineering and Life Sciences (except
Biotechnology), with designated size standard of 1000 employees.
The REMIS contract is anticipated to have a 5-year period of performance base (March 1, 2017 to February 28, 2022) and one 2- year option (March 1, 2022 to February 29, 2024).
No phase-in period is anticipated.
Solicitation number NNJ17584385R is reserved for REMIS procurement. Offerors are not required to propose to all Contract Line Items (CLINS) but may propose to one or more for which they are capable of performing the work. If an offeror chooses to propose on all Task
Categories, they will be evaluated on the capability to perform the entire scope of the contract. The Government reserves the right to award one, some, none, or all of the proposed task categories based on the Government’s evaluation of the Offeror’s proposal.
The REMIS acquisition will be conducted as a multiple award Indefinite Delivery/
Indefinite Quantity (IDIQ) type procurement. Authorization to perform work under the
REMIS contracts will be through the issuance of CPFF or FFP TOs.
Throughout the Final RFP, the Government shall use “TBD” to designate a Government
Fill-in, and “Offeror fill-in (OFI)” to designate a section to be filled-in by the Offeror.

The Department of Labor (DOL), Wage and Hour Division, Prevailing Wage Resource
Book can be found at: http://www.dol.gov/whd/recovery/pwrb/toc.htm. Offerors are encouraged to review this book as part of its responsibilities to comply with contractual labor statues and regulations. Please note that this contract incorporates an odd-numbered service wage determination. Under Chapter 14, SCA Wage Determinations, the following guidance is provided: “ODD-NUMBERED wage determinations (e.g., 2007-2011) apply to most SCA contracts. These wage determinations require the contractor to satisfy the health and welfare fringe benefit requirements on a “fixed cost” per employee basis. Compliance must be calculated using all hours paid for (including paid time off) up to 40 hours a week, 2080 hours a year, and the contractor must meet the minimum fringe benefit requirement as specified by the wage determination for each individual employee.”
PROPOSAL SUBMISSIONS:
Proposals submitted in response to this solicitation shall include the Offeror’s name and complete address, including street, city, county, state, and 9-digit zip code. Also include telephone and fax numbers and the e-mail address of the contact person responsible for the proposal.
Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal. Insert the company’s CAGE code in Block 15A on Standard Form 33. Block 15A will appear next to the name and address of the Offeror.
Only one proposal per Offeror will be accepted. If more than one proposal is received from a single Offeror, the Government will accept the last proposal received before the https://www.sam.gov/ http://www.dol.gov/vets/vets4212.htm http://fedgov.dnb.com/webform http://www.dol.gov/whd/recovery/pwrb/toc.htm submission deadline. All other versions will be regarded as unacceptable. It should be noted that this solicitation does not include Alternate II for FAR Clause 52.215-1; therefore, alternate proposals will not be accepted.
Offerors must deliver their proposal in accordance with Section L.8, Proposal Marking and
Delivery.
The projected Proposals due date is October 20, 2016 at NASA/JSC no later than 1:30 p.m., Central Time.
In accordance with the proposal instructions in Section L.17.2, the proposals are to be submitted via a hard copy and a non-rewritable (CD-R) disk(s).
Proposals that arrive after the prescribed time for receipt of proposals will be considered late and treated in accordance with FAR 52.215-1, “Instructions to Offerors-Competitive
Acquisitions.”

COMMUNICATION WITH INDUSTRY:
Offerors are responsible for monitoring the Federal Business Opportunities Website, https://www.fbo.gov/, and the REMIS Procurement Website, http://procurement.jsc.nasa.gov/REMIS/, for any amendments to the FRFP, additional information, and changes to the schedule. Information will be posted as it becomes publicly available.
The Draft RFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract or comments in response to this Final RFP. In the event of a discrepancy between this letter and the REMIS Final RFP, the REMIS Final RFP shall govern.
