Is there a site visit scheduled? If so, is it mandatory? No site visit is scheduled at this time, but can be made available if needed.
Is there a due date for questions. No due date for question but note that the RFP closes at 1200 on April 13, 2020.
The RFP mentions restricted areas on the floor plans that do not need coverage. Are the yellow rooms/areas on the floor plans the restricted areas?Yes, everything in yellow are the restricted areas. We understand that signal will still penetrate, so as long as we do not put any repeater/Access Point in those areas and stay 10 feet from any of the restricted areas.
Please identify on the floor plans the locations of the MDF/head-end room, risers between floors, telco/data closets, IDFs, etc., that can help us place equipment and figure out cable routes between floors as needed.I have attached some updated maps. You will see I noted where the telecom closest are located. There will be 3 closets on the first and third floors, and two closets on the second floor. Our main telecommunications room is directly outside the DeFlorez building. I have noted this on the first floor map, and I also included the telecommunications room map layout.
Are the rooms/areas with blue walls cubicles? If yes, please provide approximate heights for the walls.Yes, the blue lines are cubicle wall indicators. They are approximately between five and six feet, and most being close to the six foot range.
With regards to the carrier signal sources which will drive the proposed active DAS, who is responsible for providing these signal sources? Are we, the vendor, to coordinate with the carriers or will the customer coordinate with the carriers and procure the signal sources? It will be the responsibility of the vendor to coordinate with the carriers for the source signals.
What type of system is currently installed?See SOW posted on beta.sam.gov
Do you have clear floor plans of the building for design purposes? (CAD, .dwg, PDF files)?PDF files of floor maps in solicitation
Does this system need to be fiber fed from another source? Is there a central head-end location that distributes fiber to multiple buildings? We have a central telecommunication building directly outside the DeFlorez building, but the cabling infrastructure is not in place for this effort.
Can this building be a "stand-alone" system with its own donor antenna and be independent of signal feeds from any other backbone equipment?Yes, may be a standalone fed from backbone.
May I submit a quote on a company letterhead? Or do you have a specific form that needs to be filled out?
Can you confirm that, as of Rev 3 of the SOW, you no longer want us to bid to rebroadcast the first responder frequencies?Rev 3 SOW is the most current, we will no longer need a bid to include rebroadcast the first responder frequencies.
if we have any technical questions will those be accepted and answered? All questions can be sent to me and I will get the best answers possible for you.
Are there any other documents associated with the opportunity or all they all posted on Ebuy? Not sure what documents you have currently, but if you go to https://beta.sam.gov/ The solicitation number is N6134020R0083 All documents and requirements associated with this procurement are currently posted there.
Will the Government allow a site walk for this effort?Yes
If there will be no site walk, may we get the current power drawings? These active DAS solutions (especially to cover all bands and all major carriers) will draw a good amount of power. If power drawings are still needed after walkthrough, facilities manager has hard copies. This would take some coordination
Will the Government want all bands/carriers covered on the initial solution, or a scalable design that the Gov't can add bands and carriers Ad Hoc? We can design both a fully loaded design or a scalable design that would be plug-and-play (including 5G).We are looking for the full design of carriers
If there is no site walk, we would need pictures of the main Telco Closet, risers, Telco closets on 2nd/3rd floor, rack space, and access to power/fiber.If pictures are still needed after the site walkthrough, coordination with our photo team would have to be made. Contractors are not authorized to take pictures anywhere on the command grounds
Will the Gov't allow access to fiber trunks from the main telco closet to carrier demarcations?Yes
For our design, will the Gov't require greater than an RSRP of -95dbm for High Band and -85dbm for Low Band? The Government is currently in the market for the industry standard.
Are there currently cable trays and/or J-Hooks throughout the building, and would we have access to these? There are some, but most of them are full. J-hooks and cable trays should be included in the quote.
We highly recommend an RF and A+E survey to finalize a FFP bid. Even with the floor plans provided, there could be RF/electromagnetic interference (EMI) in the building that could effect network design.Looks like they are requesting a full day walkthrough or more. This would be fine as long as it does not impede the completed date.
In the Combined Synopsis/Solicitation document, it mentions Quotes only? Is there a particular format you are looking for and can we provide any past performance, company capabilities, etc.. around the quote?Quote only
For the demolition of the existing system is there a list of equipment or/ can a list be provided?a list will not be needed or be provided, you are able to schedule a site visit if you wish to see.,
Would NAWCTSD consider using T&M for the demolition of existing system?we are not considering T&M CLIN at this time
The RFP mentions restricted areas on the floor plans that do not need coverage. Are the yellow rooms/areas on the floor plans the restricted areas?Yes, everything in yellow are the restricted areas. We understand that signal will still penetrate, so as long as we do not put any repeater/Access Point in those areas and stay 10 feet from any of the restricted areas.

Are we, the vendor, to coordinate with the carriers or will the customer coordinate with the carriers and procure the signal sources? It will be the responsibility of the vendor to coordinate with the carriers for the source signals.
Is there ranked evaluation criteria?Evaluation Criteria: The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. A firm-fixed-price purchase order will be awarded. If multiple quotes are received,

the Government will award on a lowest price technically acceptable basis to the Offeror meeting the specifications of this combined synopsis/solicitation.

The failure of an Offeror to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the Offeror being ineligible for award.

This is listed in the solicitation that is posted on beta.sam.gov The Government will not be awarding on a ranking system.

What is the SB weight % in terms of how you are evaluating the proposals? This is Lower Priced Technically Acceptable Effort.
Is teaming acceptable Large/Prime with SB for % of labor?he small business or Prime would need to do 51% of the work.
Also, do you have a process for Q&A into the technical requirements team that created the generic product requirements? All questions will come to me and I will return answers as soon as possible.
Do you have scaled drawings available or CAD file you can share? No CAD drawings unless they are under contract.
Assuming yellow area is the restricted area?Yellow areas are the restricted areas.
Also, due says 4/13. Is that a hard date or will this be pushed out?4/13 is a hard cut date. We are not pushing out at this time
Can the end-customer identify the IDF (telco closets) on each floor of the building floor plans?Floor plans were added to the solicitation to answer these questions N6134020R0083
Can the end-customer identify the Headend location for the existing DAS?Floor plans were added to the solicitation to answer these questions N6134020R0083
What do the do the rooms in blue (on the drawings) represent?Floor plans were added to the solicitation to answer these questions N6134020R0083
Our engineer is trying to decide what equipment / materials you’d like to keep in place, and what you’d like replace. Can you provide further guidance as to the end-customer’s expectation regarding the reuse of any equipment or materials?Floor plans were added to the solicitation to answer these questions N6134020R0083
Are the blue walls different than the other walls in the building? If so, can you confirm the wall type? The Blue walls are cube walls.
What is the scope of the demolition? The SOW shows the current system. I believe the walkthrough will give them a better idea. If they need more information, what do they need?

Unknown. Antenna located on roof with wiring throughout the building. Contractor can come see it if they wish.

What carrier signal sources are in right now, and will they be the only ones used or will we need to add more? For example is AT&T using a BDA that needs to be replaced with a small cell? There is no carrier signal being reproduced/amplified right now. Our current system is offline, and not being used. All carriers signals are coming weak into the building to personal cell phones. Pull SOW reference. No other information will be provided
What specific bands for each wireless carrier are needed to be supported in the Fiber DAS? 700/850 Cellular/PCSS/AWS/BRS/WCSWe do not have the expertise to answer this question. We know that we need all major carrier’s (AT&T, T-Mobile, Sprint, Verizon) with their frequencies covered. Pull SOW reference. No other information will be provided
Are you looking for a Fiber DAS that gives you true 5G performance with Fiber/CAT6 to the antenna digital platform or a traditional Coax-Fiber system that is less 5G performance (much slower data throughput)?Data is not the biggest concern, and we understand that 5G is not readily available through all carriers. We are concerned about voice, and being prepared when 5G is available throughout without another major upgrade. Traditional 5G with Coax would be fine since our biggest concern is safety of personnel. Data is far secondary.
Is a design required for the deliverable? This is a very short time frame to deliver a full design, but if an additional 7-10 days is allowed for a bid delivery it is possible. No design is required to submit a quote
Are you discussing this DAS with any Wireless Carrier right now?No DAS discussion DAS with carriers.
What are you doing about Public Safety First responder coverage inside the building? Our security department is working on another project with their radio systems that has included Public Safety/First Responders frequencies. This does not need to be included
Is there an IBwave or design file for the building’s existing cellular antenna system that will be removed? The current system is an old analog system with no software associated with it. It is just an amplifier with cabling.
Likely date of award and estimated construction start date? as the work completion date is September 01, 2020Date of award and estimated construction start date should probably be answered by contracts.
Flexibility in work hours ? Day or Night shift. If required can crew work over the weekend to meet the deadline? If needed, we can work something out to accommodate their schedules. Keep in mind that all contactors will have a no escort required badge and a background check will be done.
Is there any preference on DAS OEMs? For example Corning, CommScope, JMA etc.We have no preference, but we want a product/products that will perform for all the carriers.
Is the new Active Fiber DAS needed for Coverage enhancement or Increase in Capacity? All purchases should be incorporated into the contract. We are not authorized to purchase items outside of the contract.
Who is responsible to purchase & integrate each Carrier's/operators equipment (radios, backhaul etc.)? Breakdown of the existing 1800 users. Currently, which operator/ carrier has the most subscribers in the building? We would have to do a survey to answer this kind of question. People are using their personal equipment, and they are coming and departing constantly. It would be an even mix.
Which Manufacture is currently installed that is being replaced?CSI, Cellular Specialties Inc., I was able to find out that we have 3 of the amplifiers.
Regarding the quote requested for the demolition of the existing system, we propose removing the ceiling and wall antenna units. Plus, we remove head-end and remote DAS hardware equipment and haul away the equipment. The cable installed above the ceiling will remain intact. please find out if there are ceiling tiles installed throughout the building? Or, is there a partial hard lid ceiling installed inside the facility?Leaving the cables in place is NOT an option unless they are going to be reutilized. As a note, the decommission of the equipment and infrastructure will be an optional CLIN that we may or may not take advantage, which will depend on the cost. Or building is overwhelmed with old cables that we no longer know what they do anymore that have been left in place throughout the years, and TSD need to remove what we can while we know what the cables are.

There are no hard ceilings. Most of our building consist of ceiling tiles and metal aluminum ceiling covers in the main hallway.
