REQUEST FOR SPECIFICATION CLARIFICATION

DATE: 23 June 2015 [Set 5] SOLICITATION NO: N50054-15-R-0007

TITLE: USS OSCAR AUSTIN (DDG-79) Selected Restricted Availability (SRA) MARMC POC: Christian R. Smith

MARMC PHONE: 757-396-5041 x423

GOVERNMENT RESPONSE:

Contractor should report status of Para 3.1 through 3.1.2 only utilizing their standard reporting procedures to MARMC, including percentages complete. SPAWAR needs to know if there are any issues or delays that will impact the installation schedule, especially milestones listed in Para 3.8.1 through Para 3.8.8.

GOVERNMENT RESPONSE:

The Government confirms that paragraph 3.2 relates only to the referenced 200 man-hours, not the other efforts in the item.

CONTRACTOR QUESTION 7:

There are numerous AIT support items (980's) as well as other installation items (495-90-001, 441-90-001, etc.) which contain a sub paragraph tasking the KTR to "accomplish the requirements of 009-32 for new & disturbed". It is our position that this only applies to work performed by the KTR other than LOE work. IF there is painting required to repair work done using a LOE the new and disturbed paint repairs must also be tasked using LOE. If the government wishes for the KTR to accomplish paint repairs for AIT work not the AIT then the government needs to provide clear definition of the scope either via a LOE or a full definition of the AIT's work.

GOVERNMENT RESPONSE:

AIT's will handle their own 009-32 for new and disturbed areas.

The Contractor is only responsible 009-32 for their work performed.

CONTRACTOR QUESTION 6:

As written the government has designated 200 man-hours as level of effort in para 3.1.1.2. Please confirm that para 3.2 relates only to that 200 man-hours not the other efforts in the item.

CONTRACTOR QUESTION 1:

Para. 3.k. states, "Contractor's proposal shall be submitted in Four-E format, paragraph and sub-paragraph estimating using labor hours and material dollars for each." This statement implies that the government plans to perform cost (vice price) analysis on 100% of the RCCs processed over the life of the contract. Offeror suggests that this is highly inefficient for both parties, and unreasonable in a firm fixed price (FFP) environment.

Propose that this sentence be deleted from the solicitation, or revised to reflect that the government may request 4-E format on an exception basis.

GOVERNMENT RESPONSE:

Paragraph shall remain unchanged. Contractor shall comply with RCC submission format/process as required by the solicitation and in accordance with NMD.

CONTRACTOR QUESTION 2:

Para 3.7.1 and 3.8.3 provide different required completion dates for the same work. Please advise which date is correct.

GOVERNMENT RESPONSE:

Paragraph 3.7.1 has been removed via Errata Package #4. Please follow guidance in Paragraph 3.8.3.

GOVERNMENT RESPONSE:

Dates will remain as is in the work item. While the governement understands the Contractor's position, each AIT sponsor has submitted a POAM.

CONTRACTOR QUESTION 3:

Para 3.8 and it's sub para's provide required completion dates for various phases and steps of the modernization requirements. These dates do not reflect actual installation experience or the impact of other work scheduled during the same time period. As an example of this, during this availability ADNS (441-90-002 & 980-90-009) is being installed concurrently with CANES. The ADNS equipment must be loaded before the equipment for this shipalt can be installed in the Comm Center. The ADNS equipment will not be installed by the SOA + 28 required date of para 3.8.2 for this work item. Please revise or remove required interim dates in para 3.8

CONTRACTOR QUESTION 4:

The ability to meet the dates established in para 3.8 are equally dependent on a government AIT accomplishing their tasks which the KTR has no control over. The spec should not task the KTR with specific dates for interim production points that are impacted by the work of government entities over which we have no control.

GOVERNMENT RESPONSE:

Dates will remain as is in the work item. While the governement understands the Contractor's position, each AIT sponsor has submitted a POAM.

CONTRACTOR QUESTION 5:

para 3.8 states "Provide detailed weekly updates of execution progress of

3.1 through 3.1.8.". Please review this excessive requirement or provide direction as to whom and how this detailed update should be provided and how to progress these paragraphs such as 3.1.5 which states "Accomplish the requirements of 009-12 of 2.1, including Table One, Columns A and B, Lines One through 10."

CONTRACTOR QUESTION 10:

Para. 3.1 tells the KTR to accomplish the requirements of ref. 2.2 & 2.3 (PARTIAL) The government needs to clearly define the KTR's scope of work exactly what "PART" of 2.2 & 2.3 is the KTR to accomplish. Ref 2.2 modifies fdn 's within the COMM CTR 1.2.1 just direct the KTR to rig out 2 equipment racks and rig in 2 other racks. Ref 2.3 accomplishes electrical mods in multiple compartments but the COMM CTR is the only location listed in the spec for the KTR to accomplish work.

GOVERNMENT RESPONSE:

The Government concurs that there is a discrepancy in the work item. Ref. 2.2 and 2.3 are reversed in the work item. Contractor is to accomplish the requirements of DWG 8634616, which should be ref. 2.3. Ref. 2.2 should read DWG 8634617. Ref. 3.1 should read "Accomplish the requirements of 2.3 (DWG 8634616) at the location listed in 1.2.1, using 2.5 and 2.6 for guidance.". Ref. 2.2 is for "Reference Only" by the Contractor for complete Alteration awareness. Changes made via Errata Package #5.

CONTRACTOR QUESTION 12:

Para 3.1.7 states to provide detailed weekly updates. It doesn’t define to who or how and it's unresonable or impossible to progress compliance with 009-12 per para 3.1.3. 009-60 establishes reporting requirements for progress which is a CAT 1 standard item. This para should be removed

CONTRACTOR QUESTION 11:

Para 3.1.2.1 directs the KTR to fabricate and provide all bonding and grounding straps to the AIT for installation. Para. 3.1.6 directs the KTR to accomplish bonding and grounding this paragraphs are contradictory.

GOVERNMENT RESPONSE:

The Contractor shall procure all bonding, grounding, and hardware to secure racks to foundations and sway braces. Nuts and bolts (Hardware) for securing racks to foundations and sway braces will be turned over to the AIT. Bonding and grounding of the racks is to be accomplished by the Contractor.

GOVERNMENT RESPONSE:

The government agreees with the Contractor's request. Paragraph

3.1.7 has been deleted via Errata Package #5.

CONTRACTOR QUESTION 8:

The governments response to question # 38 in the amendment 3 responses to questions is insufficient para 3.1.1 states to provide and ISEA rep not an OEM rep. Discussions with the ISEA representative listed in para 4.1 revealed that the government has internal resources trained and approved to do this work. In fact the local ISEA rep is in discussion with the ships Port Eng. scheduling a time period to accomplish the filter replacement. Recommend that the government cancel this item or revise the spec to provide an OEM rep along with a suggested source

GOVERNMENT RESPONSE:

Item has been cancelled. See Errata Package #5.

CONTRACTOR QUESTION 9:

Amendment 4 and the response to questions # 4 both stated a revised spec for this item was included in Errata 4 . It was not included please provide a copy of the revised spec.

GOVERNMENT RESPONSE:

Quantity has been revised to 20 via Errata Package #5.
