CONTRACTOR QUESTION 32:
Section L and M of the recent solicitation for the USS Mitscher ESRA (d) N00024-15-R-4406, included a provision to determine the total evaluated price by subtracting the cost for meeting 009-72 from the proposed price.
This is important to level the playing field amongst the competing shipyards some of which are exempt from providing a security boom, or have already had a security boom provided and installed by the government. NAVSEA recognized this inequity on the recent USS Mitscher FFP solicitation N00024-15-R-4406 and appropraitely mitigated this government created inequity as previously described. If the cost of meeting 009-72 requirements are not removed from the pricing it will put some shipyards at a distinct disadvantage in comparison to others. Please provide a separate clin for pricing the 009-72 requirements and remove those costs from the pricing evaluation.
