CONTRACTOR QUESTION 7:

The solicitation states that "Information outlined in (a) through (b) is also to be provided for each sub-contractor ." Common in cost reimbursable procurements, to collect data from potential subcontractors in a 30-day firm fixed price procurement is impractical and unreasonable. There are no teaming agreements. The supplier list, highly price-dependent, is not 100% known until very late in the proposal process. The Government is requested to re-assess and delete its requirements relative to subcontractors for (a)(5), (a)(6), (b)(1), (b)(2), (b)(3), (b)(4), (b)(5) and (b)(6). If the Government will not eliminate these requirements, then it is recommended that the delivery schedule for the Pre-Award Information package be changed to some number of days after award (which is really the only time that subcontractors will be 100% known and motivated to provide such information).

GOVERNMENT RESPONSE:

The requirement requiring that "Information outlined in (a) through (b) is also to be provided for each sub-contractor" has been removed from the solicitation via Solicitation Amendment 0003.
