TITLE: USS OSCAR AUSTIN (DDG-79) Selected Restricted Availability (SRA) MARMC POC: Christian R. Smith

MARMC PHONE: 757-396-5041 x423

GOVERNMENT RESPONSE:

Para. 3.2 has been removed via Errata Package #4.

GOVERNMENT RESPONSE:

Quantity has been revised to 40 via Errata Package #4.

CONTRACTOR QUESTION 7:

This para. requires the KTR to provide 60 parking spaces yet there are only 20 work stations requested. The total number of parking spaces seems excessive. Please redcue the number of spaces required.

GOVERNMENT RESPONSE:

Quantity has been revised to 20 via Errata Package #4.

CONTRACTOR QUESTION 6:

This paragraph requires the KTR to open, close and test "ALL MCT's" as directed by the AIT Lead. This is insuffcent information for the KTR to estimate. Please provide the qty of MCT's that will require this be accomplished.

CONTRACTOR QUESTION 1:

In response to numerous questions on the governments second set of responses the government referenced the A-5.8 version of the 4720/3. the version received by this contractor is the A-11 version not A-5.8 Please make available the A-5.8 revision.

GOVERNMENT RESPONSE:

A-5.8 Version of the 4720/3 has been provided as an attachment.

CONTRACTOR QUESTION 2:

The response issued as for Question #28 in the 2nd set of Q&A's issued by the government is insufficient. This spec does not provide sufficient information for a KTR to make basic assumptions as to the true scope of work. There are no drawings referenced in the spec nor is there a description of the work being performed by an unnamed AIT. There is only a list of 25 different locations where work will be performed. We request that the government define the scope of work to be accomplished in para

3.12 or provide the information required for the KTR to make the necessary basic assumptions and develop our own estimated scope.

GOVERNMENT RESPONSE:

The 25 spaces listed in Item 1.2 cover all the areas that NMT affects in anyway. In some spaces we are merely pulling cable through the space. In others we have industrial work such as welding and fitting. For those such spaces needing support services they are specified in Items 3.5, 3.6, and 3.7. The welding and fitting in those spaces are a "Level of Effort". The specific tasks will be directed by the AIT install contractor at the time of installation. Para 3.12 has been deleted from the work item and LOE's have been changed via Errata Package #4.

GOVERNMENT RESPONSE:

The work item clearly states to install and maintain for the entire availability, oil spillage/floating sandblasting debris and paint containment boom around the entire perimeter of the ship/barge/craft during the entire time it is waterborne in the contractor's facility. Contractor shall comply with work item as written.

CONTRACTOR QUESTION 3:

The title of the item reads Oil Spill and Floating Sandblast Debris Boom, however, the body of the items (para 3.1.1 ) tells us to transport 2 "waterway barrier security booms". Please correct item to include work required for Oil Boom and delete work requirements for the waterway barrier security boom.

CONTRACTOR QUESTION 4:

Para. 3.k. states, "Contractor's proposal shall be submitted in Four-E format, paragraph and sub-paragraph estimating using labor hours and material dollars for each." This statement implies that the government plans to perform cost (vice price) analysis on 100% of the RCCs processed over the life of the contract. Offeror suggests that this is highly inefficient for both parties, and unreasonable in a firm fixed price (FFP) environment.

Propose that this sentence be deleted from the solicitation, or revised to reflect that the government may request 4-E format on an exception basis.

GOVERNMENT RESPONSE:

Government Response is forthcoming.

CONTRACTOR QUESTION 5:

Para 3.2 requests a weekly report to document labor and material expenditures. This reporting requirement is not typically invoked on FFP contracts. Request the gov. delete this requirement.

CONTRACTOR QUESTION 11:

3.2 requires to submit a “DFS to change surface preparation for MIL-PRF- 23236 coating”. What surface preparation will be required in the DFS?

GOVERNMENT RESPONSE:

The requirement for a DFS was been removed. Please comply with work item. See Errata Package #4.

CONTRACTOR QUESTION 8:

The material for the stuffing tube identified in Ref 2.5 indicates its type B aluminum, 1.33 LF Long. BIW catalog number indicates this material is 5/8" steel round bar.

GOVERNMENT RESPONSE:

LAR is in error. If required, Stuffing Tube will be Steel, Size B, MIL-S-24235/18-062, Dwg 8100-3504-0039, P/N EST-SS-RB011. A LAR to correct is forthcoming.

CONTRACTOR QUESTION 9:

Para 3.2 tell contractor to provide a barge to allow the ships anchor be laid out for inspection. For estimating purposes, how long will the barge be required.

GOVERNMENT RESPONSE:

For bidding purposes, contractor shall bid 2 moves. One move to deliver the anchors and chains for preservation from the ship located at the contractor's plant to NNSY. One move to receive the preserved anchors and chains from NNSY to the ship located at the contractor's plant.
