Amendment 3 Solicitation Amendment and Answers to Bidder’s Questions
Summary to Amendment 0003:
1) Attached with this amendment is Errata One to the Work Specification Package (Attachment J-1 of the solicitation). The attachment is titled USS MICHIGAN FY19 ERP – ERRATA 1. This Errata to
Attachment J-1 provides a revised schedule as “Attachment A Revision One” to work item 042-10-
001.
2) This amendment also incorporates the attached CDRL A031 as a continuation of Exhibit J-1, accompanied with its associated DID as a continuation to Exhibit J-2.
3) The attached amended solicitation includes the following revisions:
a. Revisions to Sections C, L, and M incorporate the required certifications relating to required welding procedures.
b. Section L has also been revised to provide new delivery instructions for proposal submission.
All revisions to the sections of the solicitation are emphasized with highlight in the attached solicitation amendment.
4) This amendment also serves to answer bidders’ questions 9 through 25 as listed below (bidders’ questions 1 through 8 are addressed in previous amendments 1 and 2):
Bidder’s Question #9:
In relation to Attachment J1, work item 991-11-001, paragraph 1.2, there’s a requirement to provide temporary staging for MBT’s 1A, 2A, 3A. Will the government provide staging for all remaining work?
Answer: The government will provide staging for all shipboard work not already identified in the work item package.
Bidder’s Question #10:
The government’s response in Amendment 1, Bidders Question #4 changed the overall period of performance to start 28 MAY 2018. Please clarify this date as to whether it occurs in 2018 or 2019?
Answer: The period of performance was mistakenly listed as 28 MAY 2018 in the answer to bidder’s question #4 as a part of Amendment 1 of this solicitation. The correct date is 28 MAY 2019.
Bidder’s Question #11:
The government’s response in Amendment 1, Bidders Question #5 states that the FY NAVSEA Standard Items applicable to this contract should be those that are in effect at the time of award. The contractor cannot project or allow for the impacts for FY NAVSEA Standard Item changes not yet in effect at the time of bid response submittal.
Request that for the purposes of bid response submittal the government identify the specific FY NAVSEA Standard
Items applicable for generating pricing and proposal in response to this solicitation.
Answer: Page 2 of Attachment J-1 (Work Specification Package NWRMC-501-19, including its attachments, states the following: CATEGORY I. FY-19 STANDARD ITEMS APPLICABLE TO THIS JOB ORDER
WITHOUT FURTHER REFERENCE.
Bidder’s Question #12:
In RFP Section C paragraph 1-6 F, it requires the bidder to have an approved welding program that meets the requirements S9074-AR-GIB-010/248, “Requirements for Welding and Brazing Procedure and Performance
Qualification” and provide approved procedures to the Supervisor upon award. Additionally, the government’s answer to BQ #7 stated the RFP will be amended to add weld procedures and welder workmanship requirements of
T9074-AD-GIB-010/1688 Rev. 1, Requirements for Fabrication, Welding, and Inspection of Submarine Structure.
However, there does not appear to be a proposal requirement in Section L or M to provide evidence of having the required procedures in place as required by section C. Is the bidder expected to include this information in their technical proposal to establish technical capability in this area?
Answer: T9074-AD-GIB-010/1688 Rev. 1, Requirements for Fabrication, Welding, and Inspection of Submarine
Structure, is incorporated in Section L and M and the bidder shall include this certification in their technical proposal. The approved procedures shall be provided within 10 days after contract award.
Bidder’s Question #13:
Paragraph 3.3.2.1 of Work Item 042-10-001 states to accomplish 56,720 square inches of weld repair across 11
Work Items based on PSNS structural inspection results.
All the listed structural repair Work Items contain Note 4.1 stating the PSNS will provide the list of areas requiring repair using Attachment A, and 4.1.1 stating that the repair site square inches reported via Attachment A will be deducted from the total provided in the 042-10-001 Work Item.
Additionally, the instructions for Attachment A state that final length, width and depth of the repair area shall be documented on the Attachment after the defect is corrected by the Contractor.
Since the final area of the repair completed by the Contractor will have to be larger than the area of the defect area identified by PSNS to insure a complete repair, and both will be documented on the Attachment A; which area measurement will be deducted from the total provided in the 042-10-001 Work Item, the defect area size or the final repair area size?
Answer: The number to be deducted from the total provided in the 042-10-001 work item will be the repair totals identified in the Attachment A with a .5% additional defect area. This is for all base metal repairs.
Bidder’s Question #14:
Paragraph 3.3 of Work Item 524-10-001 directs the Contractor to remove existing insulation and sound damping in way of weld repairs.
1. Since the area(s) requiring weld repair are not yet identified, what is Contractor expected to use as a basis for estimating the level of effort required for removing insulation/tile (i.e. remove up to XX sq. ft. of tile and XX sq. ft. of insulation)?
2. Since no direction to replace the insulation and/or tile removed, should contractor assume that reinstallation is being accomplished by PSNS?
Answer: When a weld repair requires tile or sound damping removed, the contractor shall submit a CFR to the
Supervisor (as defined in Section C of the solicitation). PSNS will reinstall any tile/insulation removed in way of
Hot work.
Bidder’s Question #15:
Paragraph 3.3 of Work Item 524-10-002 directs the Contractor to remove existing insulation in way of weld repairs.
3. Since the area(s) requiring weld repair are not yet identified, what is Contractor expected to use as a basis for estimating the level of effort required for removing insulation (i.e. remove up to XX sq. ft. of insulation)?
1. Since no direction to replace the insulation removed, should contractor assume that reinstallation is being accomplished by PSNS?
Answer: When a weld repair requires tile or sound damping removed, the contractor shall submit a CFR to the
Supervisor (as defined in Section C of the solicitation). PSNS will reinstall any tile/insulation removed in way of
Bidder’s Question #16:
Paragraph 3.3 of Work Item 528-10-001 directs the Contractor to remove existing insulation in way of weld repairs.

Bidder’s Question #18:
Please clarify the definition of “Previously Obscure Area” (Work Item 111-11-001 para 4.3) and how will that be communicated? Will the contractor be able to price on an RCC for any installation/hot work or other interferences encountered?
Answer: Work Item 111-11-001 General Notes defines a “Previously Obscure Area” as tile/insulation removed in way of hot work for any reason. Also Standard Item 009-023 Interference; removal and install is invoked on this contract. The shipyard will reinstall the tile/insulation.
Bidder’s Question #19:
Paragraph 3.1.1 calls for the contractor to provide “office trailers, approximately 10X20 feet, stackable.” How many trailers will be required?
Answer: Paragraph 3.5.4 of work item 992-10-001 states PSNS&IMF will provide Pier lay down area of 1510 sq.
ft. Office trailers, should be approximately 10 X 20 feet, stackable to utilize space. There is no requirement for number of trailers.
Bidder’s Question #20:
Paragraph 3.2.2 of Work Item 991-11-001 directs the Contractor to provide modifications to the installed scaffolding to support production when requested by the Supervisor no later than 72 hours after the request.
NOTES paragraph 4.2 requires the Contractor provide 4 staging shipwrights from 4/01/19 through 1/31/20 to provide modifications to the scaffolding to support production work when requested by the Supervisor.
Is it the Governments intent to adjudicate staging modifications on a case basis by issuing a RCC within 72 hours when the need arises; or is the intent for the Contractor to have 4 personnel standing by during normal working hours for the specified POP to respond to Supervisor requests such that staging modifications are completed within
72 hours of request?
Answer: Repaired areas of the superstructure must follow the alignment and fairness requirements of Table 12-3 and Para 12.3.3.2 of T9074-AD-GIB-010/1688 Rev 1. Repaired areas that do not meet these fairness and alignment requirements must be repaired per Para 13.9.4 of T9074-AD-GIB-010/1688 Rev 1. Any further discrepancies can be discussed with PSNS via CFR.
Bidder’s Question #21:
As the Inspecting Activity, will PSNSY be responsible for pre-repair UT’s that are required IAW MS-091 (REF 2.4 of the E-Spec)? The question is also applicable to E-specs 111-11-002, 123-11-001, 123-11-002, 123-11-003, 524-
10-001, 524-10-002, 528-10-001, and 528-10-002.

1688) following repair? This also applied to espec 111-11-002.
Answer: Pre-repair UTs will be accomplished by Puget Sound Naval Shipyard.
Bidder’s Question #23:
Work Item paragraph 3.1 identifies that the KTR shall provide a “repair plan” to the SUPERVISOR in conjunction with the (V)(G) point inspection for verification of the Government provided Attachment A. As a format is not specified and no reference is provided which defines this plan, what is the requested format of the “repair plan” and required amplifying information? Of note, if an approved repair plan encompassing the whole of the engineering reviewed Attachment A is to be a precursor to work commencement, this could add considerable time to the front of the repair period.
This question applies to the “repair plan” requirement in all other structural repair Work Items 111-11-002, 123-11-
001, 123-11-002, 123-11-003, 151-11-001, 151-11-002, 524-10-001, 524-10-002, 528-10-001, 528-10-002
Answer: Using Contractor’s format, the KTR shall provide a repair plan for each repair work item to include repair site location, work item schedule, and how the KTR will report progress weekly to the Supervisor (as defined in Section C of the solicitation).
Bidder’s Question #24:
On previous structural projects in PSNSY, Shop 67 was responsible for providing all ventilation. KTR was prohibited from moving ventilation hoses prior to the final tie point, which allowed welders to make minor adjustments to the location of the hose to conform to enclosures. KTR anticipates that the SY will enforce a similar restriction. Request confirmation of requirement for KTR to quote ventilation services IAW Para 10.a.i (14) of the
Request for Proposal.
Answer: The Shipyard will provide non-filtered vent for hot work. Shop 99 is responsible for providing non filtered ventilation. KTR is prohibited from moving ventilation hoses prior to the final tie point, which allows welders to make minor adjustments to the location of the hose to conform to enclosures.
Bidder’s Question #25:
Work Item 633-11-001, paragraph 3.1 directs contractor to inspect anodes identified in 2.2 through 2.6 for locations listed in 1.2 and paragraph 3.2 directs contractor to remove the anodes in those locations. Request Government provide references 2.2 through 2.6, or alternately specify the number of zincs to be removed in 3.2, to allow contractor to accurately estimate the level of effort required to accomplish removals.
Answer: Government to provide drawings upon request per answer to bidders’ question #3 answered via
Amendment 1 of this solicitation.
