Bidder’s Question #1:
In relation to Attachment J2, and the vessel locations called out in Attachment J1 scope of work, it’s our understanding that there’s currently no requirement for RED BADGED personnel. Can you please confirm?
Answer: There is no requirement for red badged personnel on this project.
Bidder’s Question #2:
Attachment J-4 is requesting unburdened pricing information for subcontractor prices. Our subcontractors will likely not provide their indirect rates/pricing structure to us at that level of detail. In the past if have been allowed to submit subcontractors fully burdened pricing to the government in our (the prime’s) proposal with the understanding that the subcontractors unburdened pricing would be submitted directly from the subcontractor to the PCO/KO upon request. Is that the intent or the method that will be used related to the subject RFP?
Answer: Fully burdened subcontractor rates will be accepted on the J-4 Pricing Proposal. Should the need for a component breakdown of the subcontractor labor rates become necessary, the subcontractor shall submit unburdened rates directly to the PCO for cost/price analysis purposes in accordance with DFARS 252.215-7010 Alternate I.
