As the actual energy usage of the building is highly dependent upon the occupant usage, setpoints, and facility maintenance, there are significant opportunities for the actual energy usage to exceed the design values that are beyond the design-builder’s control. Paragraph 3.2.2, Vehicular Access and Circulation, refers to UFC 3-200- 10N, "Civil Engineering" for requirements and guidance. We believe that the reference to UFC 3- 200-10N should actually be UFC 3- 200-01, "Civil Engineering". This UFC cites SDDCEA Pamphlet 55-17, and this document requires parking lot drive aisles, for 90-degree parking, to be 26 feet wide. Parking stall depth should be 18.5 feet in length. Per the P-984 and P-985 plans included in Part 6 of the RFP, the parking lots that are adjacent to this project's parking lot have drive aisle widths of 24 feet and parking stall depths of 18 feet. Should this project meet the requirements of the SDDCEA Pamphlet 55-17 or match the dimensions used for P-984 and P-985?

Please clarify the intent as past experience for a barracks building is to ensure the bathrooms remain under negative pressure especially if the sub-duct method is utilized requiring continuous upward flow. If the exhaust is continuous, then the outdoor air should be continuous to maintain the 15% positive pressure. Is the demand control ventilation only for the public type spaces that can have variable occupant loads?

"Provide an independent and dedicated ventilation system for the Multi-purpose room. The ventilation system for the Multi-purpose room must be controlled via O2 sensor(s)."

DOAS operation would be constant for the building and intermittent based on occupancy sensor (not CO2) for the Multi-purpose room.

Demand control based on CO2, requires modulation of the outside air from minimum area based ventilation to maximum to satisfy the CO2 set point. Please confirm that DOAS operation is to be constant volume for both the building and multi-purpose area, and operate intermittently in the multi-purpose area based on occupancy sensors.
