Paragraph D202003

Paragraph D202003 call for a compound-type water meter be provided for services greater than 2”. But the subsequent sub-paragraph calls for a turbine water meter be provided for water services above 2” . What type of water meter should be provided for water services larger than 2”?

See Amendment

203 377 ESR D30 1st ESR D30 HVAC states to “Obtain the current utility costs from the Contracting Officer for use with the energy efficiency and TOC life cycle cost analyses” – can this be provided now so that the proposers can evaluate the permissible system alternatives in order to predict/determine which HVAC systems and components may be required for the project pending the required LCCA efforts?

208 387 ESR D30 2nd ESR D303001 Chilled Water Systems: This paragraph requires primary/secondary pumping of the chilled water system while the “VAV Systems” under D30 system description (LCC optional system choices) allows for either Primary / Secondary OR constant flow pumping. Based on this system option only serving a very limited quantity of coils (AHU’s and DOAS) – it may be more economical and energy efficiency to use constant volume pumping with 3 way valves on the limited quantity of chilled water coils.

Please confirm constant flow pumping is an acceptable alternative as indicated in the LCCA systems option descriptions.

209 378/7

ESR D30 last of 378 ESR D30 Page 378/79 requires the LCCA evaluation of “Three general HVAC system types and two heat distribution systems”.

The three alternative general HVAC systems are described however section D3020 Heat Generating Systems requires boiler heating (hydronic heating)

– please clarify what are the two types of heat distribution systems that are to be evaluated?

Section E2020 Movable Furnishings states: "A Best Value Determination must be performed on a minimum of three manufacturers and UNICOR for orders exceeding a total procurement of $3000 from an individual manufacturer/vendor.

Multiple BVDs may be required in order to complete the final FF&E and A/V packages. The required quantity of BVDs to be performed will be determined by the NAVFAC Interior Designer during the design phase and is dependent on the appropriate NAVSUP BPA category(s) to be utilized and specific project requirements.

Documentation must be provided to the Government with the final

FF&E

package. Specific Documentation is indicated in Part 4 of the RFP.

The BVD Statement must be completed and signed by the contractor's interior designer. A sample BVD form and instructions will be provided during the FF&E Procurement Requirements Meeting."

PART 3 Part 3 ESR D30 (Page 381) describes an exhaust shaft system utilizing building construction as an exhaust plenum and sub-ducts to eliminate the use of fire dampers for the exhaust shaft within the resident rooms. This is incompatible with the horizontal ducting required to duct the exhaust back to a central energy recovery system and incompatible with the requirements of Part 3 ESR D304007. Additionally, fire dampers cannot be eliminated from the resident rooms since the ducted ventilation air connections still require fire dampers. System Description

For competitive bid purposes, please clarify the exhaust requirement for the Module Toilet Rooms. The Toilet Rooms are separated by a door with the shower on one side and the water closet on the other. Per ASHRAE 62.1-2016, Toilets-Provide require 25 CFM of continuous exhaust.

Also, Shower Rooms are noted to have 20 CFM of continuous exhaust. Should the space be exhaust at a rate of 45 CFM? This will have a major impact on the size of the DOAU as the RFP requires the space to be 15% positive pressure (52 or 55 CFM of outdoor air at 45 CFM exhaust air).

Bid per RFP

362 Part

Chapter 6 /

ESR D30

System Description

UFC 3-410-01 with Change 4 states that the ventilation air shall be a minimum of 50 CFM. Please confirm this is required as there are some spaces that may require a minimum of 16 or 25 CFM to comply with the ASHRAE ventilation criteria.

363 Part

Chapter 6 /

ESR D30

2 (Exhaust Systems)

Part 3 - Chapter 6 / ESR D30 Exhaust Systems states to provide shaft enclosures with a minimal fire resistance rating as required by Section 5.3.4 for all ducts. Please confirm if the shaft would be considered a duct as the UFC does NOT allow gypsum to be used as ductwork.

On previous projects, it has been interpreted that cast-iron sanitary piping does not comply with the requirements of NFPA 90A 5.3.4.5(6) since it is considered to convey hazardous/toxic materials and cannot be run in shafts that contain air ducts. Please confirm that cast-iron sanitary piping and air ducts have to be routed in separate shafts.

Bid per RFP

Bid Per RFP

367 396 D4010 5 Section D4010 states that the base-wide mass notification system is a WAVES system but it requires a Federal Signal transceiver. Please clarify the type of transceiver required for interface with the base-wide mass notification system.

Bid Per RFP

368 397 D4020 1 Section D4020 provides Hydrant Flow Test Data but does not indicate where the water distribution piping system is located. Please clarify which side of the building the water distribution piping system is located.

Bid Per RFP

369 398 D4040 4 Section D4040 requires sprinklers to be provided in the bathroom within each dwelling unit;

however, NFPA 13 (2016)

370 397 D4020 5 Section D4020 requires the fire pump to be an electric fire pump.

Is the base power considered reliable as defined in NFPA 20?
