Amendment 0003 contains over 1,000 pages of RFP specifications, 175 reference drawings, and 320 pages of reference reports. That represents a lot of information to evaluate and properly ensure a design is vetted against.
In addition, Factor 6 of the solicitation is asking for a Whole Building Energy Simulation, and an Energy Efficiency Narrative based on LCCA. These items require the Design-Build teams to run three different LCCAs on the mechanical systems listed in D30, along with subsequent building energy models. A critical first step to running these models is to confirm which ASHRAE baseline year the model is to be based off (several referenced in the RFP, see previous RFI submitted).
To provide all of this information, and still allow ample time for the subcontractor and vendor community to price the design in just over 4 weeks is an extremely difficult task.
We respectfully request a two week bid extension to allow ample time to digest the RFP, assemble a design that meets the RFP, and to run all of the necessary LCCA and Energy Models requested.

Section 1.9 of the Design Submittals references meeting Sustainable Design requirements and submitting and obtaining the LEED certification for the project. Please confirm what level of LEED certification is required (Part 3, D202003 references LEED Silver, but no other references are found).
Spec 01 33 10.05 also references LEED NC 2009. In order to register the project under 2009, the project already needs to be registered. If it isn't, the LEED certification will need to follow v4. Please confirm the project has already been pre-registered with LEED under the 2009 standards.

2 System Descripti on
Under Part 3, ESR D30, the ventilation shall be provided by independent DOAS system. In UFC 3-410-01 Change 4, section 3-2.1, it states that the DOAS must distribute airflow directly to zones without passing through light-duty equipment. We would like to know if a VAV airside system type would be acceptable on this project to supply ventilation air that is dehumidified and conditioned in accordance with all other RFP and UFC requirements to be delivered to either the return deck side of a medium pressure air handling unit, or possibly even a fan power terminal device that then would distribute the ventilation air to the zone. This particular UFC requirement is counterproductive with respect to energy conservation methodology in that it currently requires that all ventilation air to be cooled, dehumidified and then reheated to space temperature neutral. This, in many times of the year, creates scenarios where the ventilation air is unnecessarily reheated by either hot-gas DX or natural gas sources, when that cool and dehumidified air could actually be used to sensibly cool many areas of the facility. The end terminal devices which in accordance with the RFP will have the ability to reheat the ventilation air on an as-needed basis to satisfy the space conditions more energy efficiently, in turn resulting in economic benefits to the end user.

We respectfully request an extension to the proposal due date, which is currently set for April 10th, 1400 EST.
Based on the extent of the design effort in regards to the mechanical system's Life Cost Cycle Analysis (LCCA) required, it would be beneficial to all parties to ensure designers have adequate time to provide a thorough, detailed and effective LCCA to be included in all proposals by all solicitors. In addition, the Portsmouth Ship Training Facility NAVFAC Mid Atlantic proposal is due on the same date. Staggering these due dates will allow adequate time for contractors (particularly small businesses) enough time to provide the most valuable input to both solicitations. Please consider extending this proposal due date 3 weeks.

The bridging documents indicate only one elevator in the building on the floor plans and in Part 3, paragraph
2.2 Facility Function, which states, “Building egress and circulation shall be achieved through three stairwells and one elevator. Part 3, 4.0 Building requirements, in the 4.1 Space Tabulation and 4.2 Bubble Diagrams indicates that the facility will be (4) stories, which would require (2) elevators.
Please clarify if it will be acceptable to provide one elevator, or if we need to modify the floor plan and scope to provide (2) elevators due to the (4) story structure. If (2) elevators are required, please consider a proposal time extension of 3 weeks so that building programming and SF can be thoughtfully adjusted.

Pursuant to Amendment 03 and confirmed in Amendment 04, the Phase II Proposal Due Date is set for April 10th at 2:00PM EST. We respectfully and responsibly request an extension (not less than two weeks) to the current due date based on following three impacts; (Impact 1) Four weeks is insufficient time to generate pricing documents for bidding purposes, solicit and receive market pricing from subcontractors, and compile the technical solution for submission; (Impact 2) The site visit was confirmed to be a day later than originally set, now just 19 days prior to the due date; (Impact 3) the proposal response period is inclusive of the Easter Holiday and Spring Break vacation week. Many of our subcontractors and vendors will be off this week and we are concerned that having the proposal due the Tuesday after their return to work will tremendously impact the volume and quality of the current market participation.

Pursuant to Part 3 – Project Program, Chapter 6 Engineering Systems Requirements, Section A10 Foundations, 10 (Standard Foundations), the RFP indicates that the DOR is to provide an appropriate Standard foundation system to support the structures associated with this project. Then the next section, Section, A101001 (Shallow Foundations), states “the structure(s)
Bid per RFP shall be entirely supported by a shallow foundation system only as permitted in Section A1010.” Finally, the subsequent section, Section A101002 (Deep Foundations), states “the barracks structure(s) shall be entirely supported by a pile foundation system consisting of auger placed grout piles”. Since Section A101002 specifically states the “barracks” structure(s), (Question 1) is it intended that the barracks structure has to be supported by a pile foundation system consisting of auger placed grout piles or (Question 2) is it possible to propose an alternative foundation system to support the barracks structure, such as shallow foundations or other alternatives, assuming the Geotechnical Engineer determines that such foundations are acceptable and meet the other requirements stipulated in the RFP pending the completion of an additional geotechnical investigation?

Please verify this requirement applies to all air cooled d condenser coils regardless of size. It is our understanding that some small units (less than 5 tons) did not have to adhere to this requirement. Additionally, it is our understanding that Aluminum fins with copper tubes would be acceptable if they are coated to meet the 3,000 hour salt-spray criteria per ASTM B- 117.

Per UFC 4-721-10, Section 3-30.4, each resident closet shall have "continuous ventilation in closets to resist mold and mildew growth." There have been different interpretation of this section. We have the following options/interpretations:
a) Does this continuous ventilation need to be Fresh Air from the DOAU introduced to the closet which can pressurize this air to the entire module? If yes, please clarify if the rate should be 50 CFM or something else.
b) Does this continuous ventilation need to be exhaust air removed with the bathroom exhaust which will cause the closet to be negatively pressurized and increase the minimum outdoor air requirements to maintain building pressure? If yes, please clarify if the rate should be 50 CFM or something else.
c) Does this continuous ventilation need to be recirculation air returned to the unit serving the module? If yes, please clarify if the rate should be 50 CFM or something else.

The last paragraph under VAV systems discussed a constant volume ventilation by using an "injection fan" putting outside air into the VAV air handler. This appears to be in conflict with Section D304008 which states to provide a "separate and independent" unit to provide the ventilation.
Furthermore, the paragraph seems to contradict the requirements of section
3.2 of UFC 3-410-01 Change 4 which discusses independent ventilation equipment and its delivery to the space. Is the intent to follow the RFP or UFC 3-410-01?

D304001 requires demand ventilation.
However, Section D30 HVAC, System Description states "economizers are not to be used". Also, section System Description, 1. VAV Systems states to "Maintain a constant volume of outside air ventilation". Is the intent of the RFP to provide demand control ventilation or constant volume ventilation?

The system of choice of the RFP includes VAV series style fan terminal units. UFC 3-410-01 Change 4, Section 3.2 has two types of equipment: "light duty equipment" and "medium duty equipment". VAV series fan terminals do not appear to fall in either category of equipment.
Since the category of equipment denotes the delivery method of the ventilation air, the classification of the VAV terminal is needed. What is the classification of the VAV series fan terminal?

Electrical rooms would also benefit due to less derating of the equipment if setpoints are cooler than 10°F above ambient.

The room criteria sheets for the Bedroom modules indicate that CO2 sensors shall be provided with demand controlled ventilation (DCV). Please confirm that this control strategy is required for all bedrooms. Additionally, since DCV strategies only allow reset to the “Building Component” of the outside air requirement (Ra *Az), is the government certain that the cost of DCV and associated CO2 sensor maintenance/calibration will be justified for the savings of 20 cfm at best during unoccupied times? Also, if DCV is required, will exhaust rates for the bathrooms, which are described as constant in section D30 be required to drop as well to maintain building positive pressure? If this is the case, the “sub-duct” method of exhausting restrooms will not work, nor will a vertical exhaust riser work. Each outside air duct and each exhaust duct to each bedroom module would need to be independently controlled by a damper and/or other mechanical means. We respectfully recommend that DCV strategies be reserved for high occupant density areas as the complexities introduced may outweigh the benefits.
The room criteria sheet for the Vestibules indicates “Provide Pre- Conditioned outside air, return air, exhaust air and supply air for each space/room” as well as “VAV series fan powered units- provide with reheat, and a min of 4 air changes per hour”. As vestibules are naturally ventilated, does the government still want outside air delivered to the vestibules? Also, typically we see vestibules heated only with no exhaust or return. Please clarify requirements for the vestibules.

Part D30 suggests that the building should be designed to the “Latest” version of ASHRAE 90.1, which would be 2016, which is conflict with the first sentence. Please clarify which version of ASHRAE 90.1 the building should be designed to. (Note that which version the building is designed to, and which Is used for the purposes of demonstrating EPAct-2005 compliance as a “Baseline” building, can be, and typically are, different versions.”

The next sentence says: “The system shall be designed to provide 100% design capacity in the event of failure of the heat wheel”. These sentences appear to be in conflict. If the system is to be design to provide 100% design capacity in the event of failure of the heat wheel , this would require the equipment to be sized assuming a 0% efficient wheel rather than 50% efficient. Please clarify.

Part 3 section D30 (Pg. 380) regarding Water Source Heat Pump system, states: “Provide a separate and dedicated 100% conditioned outdoor air system feeding neutral air to each individual zone/space using WSHP, hot water heating, pre-heat and reheat using hot water, and energy recovery from exhaust air using total enthalpy heat wheel.” If we were to use a WSHP system, we would prefer to include the DOAS unit on the WSHP condenser water loop and thus not use hot water heating, reheating would likely be hot gas reheat which would increase our energy efficiency. Would this approach be acceptable?
The Space criteria sheet for the Multi- Purpose room states: “Direct expansion systems – Provide separate heat-pump system with an independent control and supplemental how water heating coil”.
Is it the intent of this statement to require a hot water distribution system and specifically a hot water heating coil for this space even if the main system type does not require a hot water distribution system?

The space criteria sheets with respect to HVAC systems appear to be inconsistent with Section D30 of the RFP. They appear to assume a specific type of HVAC system will be provided (VAV series Fan powered units). They also apparently suffer from numerous copy/paste oversights such as CO2 sensors and demand controlled ventilation where this would not make sense, such as janitors closets, vestibules, toilets, stairwells etc. and the statement “Provide pre-conditioned outside air, return air, exhaust air and supply air for each space/room” appears to have been copied to every space listed regardless of type, function, or what has been required in section D30.
Would the government please review the space criteria sheets for these issues and provide some direction or clarification?

The paragraph "Finished Floor Elevation" states that the new BEQ building shall match the finished ground floor elevation of the P-985 BEQ building, which is set at 69.00 feet. The basement FFE of the new BEQ building needs to be no lower than 58.0, for drainage purposes.
This only gives a floor-to-floor height of 11'-0" from the basement to the main level. With the min. ceiling heights given for the basement (9'-0 corridors & 9'-4" bedroom modules), this does not allow sufficient space for above-ceiling work. It would seem our only two options are: 1) lower the min. ceiling heights by 1'-0" in the basement or 2) allow a FFE of 70.0 for the main level. Please advise.
