Part 3 contains the project description, functional and performance requirements, scope items, and expected quality levels that exceed Part 4. Part 4 identifies design criteria, verification requirements, and performance and quality requirements of products. See "Order of Precedence" paragraph in Part 2 for relationships between all parts of this RFP.

1.0 PROJECT DESCRIPTION

The purpose of this project is to construct a new multi-story Marine Corps Bachelor Enlisted Quarters (BEQ) at Naval Weapons Station (NWS) Yorktown in Yorktown, Virginia. The project is part of a multi-phase consolidation of the Marine Corps Security Force Regiment (MCSFR). The new facility will provide berthing facilities for Marines of MCSFR Headquarters Company currently located at Camp Allen, Naval Station Norfolk, and NSA Norfolk. In addition, the facility will fill deficit BEQ housing for MCSFR “B” FAST Company at NWS Yorktown. The consolidation plan shall locate the new BEQ north of the MCSFR Parade Ground and east of P-985 BEQ. The project site has a significant drop in elevation from the BEQ finish floor, on the south side of the building, to the area on the north side, adjacent to the existing parking lot. The multi-story BEQ facility south (parade field) elevation shall be a maximum height of three stories.

The structural frame of the building will be comprised of load bearing reinforced concrete masonry walls supporting concrete floor. The interior walls of the facility shall be built of reinforced concrete masonry units and shall be designed and constructed to span from floor to the bottom of structure above. Exterior walls shall consist of concrete masonry block interior wall, rigid insulation, air space and brick veneer. The roof shall be standing seam metal roofing over insulation and metal decking.

The new facility shall be designed to satisfy all applicable Navy and Marine Corp UFC’s. The building shall be constructed such that it satisfies all requirements of Anti-Terrorism and Force Protection. A progressive collapse analysis will be required and incorporated into the design as required by current standards.

Interior floor finishes shall be terrazzo, solid vinyl plank flooring system, porcelain tile. Interior wall finishes shall be CMU coated with a acrylic plaster coating system, Split faced block, Ground faced block, Acoustical materials and Architectural feature wall material. Toilet facilities shall be provided with full height porcelain tile walls, porcelain tile floors with full height solid surface shower walls and floor.

Project site work shall include utilities, stormwater management, paving and landscaping. The new building systems shall include, but not be limited to; fire protection, heating, ventilation, air-conditioning, plumbing, and electrical power and lighting. Building utility connections shall include, but not be limited to; water, natural gas, sanitary sewer, electricity, telephone and data.

The project site will also include a smoking gazebo and site amenities.

This RFP includes a Concept Site Plan. Contractors shall use these included documents as the basis for their price proposals and their design. The BEQ will be a maximum of 67,000 SF.

Consider the entire site/compound when designing criteria related to Leadership in Energy and Environmental Design (LEED)/ UFC 1-200-02, “High Performance, and Sustainable Building Requirements”. Anti-Terrorism/Force Protection (AT/FP) and all other required standards. The contractor shall implement Low Impact Development (LID) criteria to the greatest extent possible.

This project shall satisfy sustainable design measures in order to meet Executive Order 13123:

Greening the Government through Energy Management.

2.0 PROJECT OBJECTIVES

2.1 Mission Statement

The mission of this project is to construct a multi-story Marine Corps Bachelor Enlisted Quarters (BEQ) at Naval Weapons Station (NWS) Yorktown in Yorktown, Virginia. The project is part of a multi-phase consolidation of the Marine Corps Security Force Regiment (MCSFR). The new facility shall provide berthing facilities for Marines of MCSFR Headquarters Company currently located at Camp Allen, Naval Station Norfolk, and NSA Norfolk. In addition, the facility shall fill deficit BEQ housing for MCSFR “B” FAST Company at NWS Yorktown. The consolidation plan shall locate the new BEQ north of the MCSFR Parade Ground and east of P-985 BEQ.

The Marine Corps mission for Bachelor Housing is to provide adequate barracks space and living amenities for all Marine enlisted personnel. The primary goal is to provide facilities that promote professional development, support unit cohesion and improve the quality of life for all enlisted personnel.

2.2 Facility Function

The program consists of the facility outlined under respective facility designation:

Bachelor Enlisted Quarters (BEQ) (Phase III): Provide one multi story building totaling not more than 67,000 SF. The facility shall include 127 rooms. Configured room modules accommodating up to 254 E1-E5 Marines (2 E-1 – E4 Marines per module). At the Second Floor, provide quarter deck area with duty desk; laundry and multi-purpose areas; gaming and multi-media rooms; and a vending area. Building egress and circulation shall be achieved through three stairwells and one elevator. Provide space for required mechanical, electrical and telecommunication support.

The intent of this RFP allows the Design Build Contractor maximum design flexibility in arranging room modules and support facilities to best suit the user.

The function of the BEQ is providing high quality residential style living quarters for the enlisted (single) personnel incorporating the following elements:

a. High quality, durable interior and exterior finishes.

b. Multi-purpose Area: Creative use of flexible space with ‘earth tone’ finishes, promoting a sense of community for greater social interaction.

c. Incorporating sustainable design and construction practices.

d. Development of outdoor common space further promoting sense of community and social interaction.

2.3 Project Specific Priorities

2.3.1 Sustainable Design and Construction

Design and construct project to comply with sustainability requirements identified in Part 2 Section 01 33 29.05 20, Sustainability Reporting for Design-Build. Additional specific sustainability requirements are found in RFP Part 2, Part 3, and Part 4 sections.

Design and construct project in accordance with UFC 1-200-02, High Performance and Sustainable Building Requirements.

2.3.2 Storm Water Management - Low Impact Development (LID)

NOTE: Low Impact Development (LID) is required to be implemented in accordance with DoD and Navy LID Policy. LID is a form of storm water management that infiltrates stormwater into the ground close to its source.

In January 2010, Deputy Under Secretary of Defense, issued Department of Defense (DoD) policy on implementation of storm water requirements under EISA Section 438. This policy directs DoD to implement EISA Section 438 EPA technical guidance in accordance with DoD Policy on Implementing EISA Section 438. UFC 3-210-10, Low Impact Development, was developed to provide the minimum technical requirements to comply with DoD Policy on implementation of storm water requirements under EISA Section 438.

In November 2007, Assistant Secretary of the Navy issued Navy Low Impact Development (LID) Policy for the Navy and Marine Corps. This policy set a goal of no net increase in storm water volume and sediment or nutrient loading, required annual reporting, and establishment of a waiver process. It is applicable to new construction projects greater than $750,000 and renovation projects with a stormwater element greater than $5,000,000.

Use UFC 3-210-10 and FC 1-300-09N to comply with DoD and Navy LID Policy.

Comply with UFC 3-210-10, Low Impact Development and FC 1-300-09N Navy and Marine Corps Design Procedures. Additional specific LID and stormwater management requirements are found in RFP Parts 3 and 4, Section G30. In addition to LID, comply with State and Local stormwater regulations.

2.3.3 Energy Efficiency

Incorporate energy efficiency in accordance with UFC 1-200-02, High Performance and Sustainable Building Requirements.

2.3.4 Building Commissioning

Provide commissioning to meet requirements identified in Section 01 91 00.15 Total Building Commissioning, and UFC 1-200-02 High Performance and Sustainable Building Requirements.

2.3.5 Accessibility Requirements

Provide barrier-free design in accordance with UFC 1-200-01, DoD Building Code (General Building Requirements).

2.3.6 Antiterrorism Criteria

Design the facility to comply with UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings,UFC 4-023-03, Design of Buildings to Resist Progressive Collapse and FC 1-300-09N Navy and Marine Corps Design Procedures. .

Facility will have an occupancy designated as billeting and will require a low level of protection in accordance with UFC 4-010-01.

Facility is within a controlled perimeter.

Facility minimum standoff distance: See UFC 4-010-01, Table B-1.

Develop the site based on the requirements of UFC 4-010-01.. Where conventional construction standoff distances are not available, the required level of protection can be achieved through analysis and building hardening based on the actual standoff distance. Blast analysis is required for all windows and doors and structural components and assemblies that do not meet the conventional construction parameters in UFC 4-010-01,Table 2-3 or that are not listed in UFC 4- 010-01, Table B-2.

ATFP/Progressive Collapse

Facility will be 3 stories or greater and will be required to meet progressive collapse avoidance standards.

Progressive Collapse Design Work Experience:

The resume of the progressive collapse designer shall identify the following minimum work experience per UFC 4-023-03, Appendix C:

The resume of the licensed Professional Engineer (P.E.) with a minimum of 3 years of experience with the Alternate Path Analysis shall be submitted.

Reference projects: Provide a list of projects involving progressive collapse design. Each reference project should include the design method used such as Tie Force Method or Alternate Path Method. For Alternate Path Method, specify the design procedure such as linear, non-linear static or non-linear dynamic.

Specify the engineer(s) responsible for the progressive collapse design and/or the ATFP blast design analysis for the project.

2.3.7 Cybersecurity

Design, acquire and execute all control systems (including systems separate from an energy management control system) in accordance with DoD Instruction 8500.01, DoD Instruction 8510.01, and as required by individual Facilities Engineering Command (FEC) or Installation implementation policy.

Incorporate ICS Security Controls located in NIST 800-82, Appendix G, Table G-1.

2.3.8 Secured Areas

Provide secured area(s) as required by the Part 3, Chapter 5 - Room Requirements table of this

RFP.

2.7 Adaptability And Flexibility

To the greatest practical extent, provide the following:

The building shall be organized to allow for future adaptability for the facility to serve as housing for other military ranks or temporary government civilian personnel

Provide building materials and colors that are sustainable and include the full range of manufacturers’ color offerings. Special attention shall be given to the Multi-Purpose Rooms.

Utilize technology as specified under this RFP, and prepare spaces to adapt to future technology. Particular attention shall be directed to convenient placement of pull boxes and vertical chase access for servicing and future alteration of electrical and communication / data systems.

3.0 SITE ANALYSIS

General Project Information

This project is located at Naval Weapons Station (NWS) Yorktown and includes the construction of a Bachelor Enlisted Quarters (BEQ), and a remote parking lot and all associated utility, grading, drainage, stormwater management, landscaping, lighting, and various other site improvements for the Marine Corps Security Force Regiment (MCSFR). The project includes multiple construction sites.

The site is on the west side of Longfellow Road, approximately 1200-feet north of the Gate 3 entrance, 200-feet west of the Longfellow Road / Halstead Road intersection and adjacent to the north side of the P-984 Parade Ground (under construction), northeast of the P-985 BEQ site (under construction) and southeast of the newly constructed P-989 Armory.

The remote parking area is located at the west end of Shupper Drive, adjacent to the remote parking areas for the P-984 and P-985 BEQ project.

3.1 Existing Site Conditions

3.1.1 Natural Constraints

Topography

Prior to construction of the P-984 Parade Ground, the BEQ building site was mostly a flat grassy and wooded area that sloped north towards the existing parking lot and east towards Longfellow

Road at no more than five-percent (5%). To provide a level surface for the parade ground, the area on the northern side of the P-984 parade ground site, which includes part of the site for this BEQ facility, will have been filled to raise the grade approximately 10-feet. Subsequently, the fill will be sloped back down at 3H:1V to the elevation of the existing parking lot to the north. The location for this project’s BEQ is within this 3H:1V embankment.

The remote parking area is mostly cleared and includes part of the outfield, outfield fence and lights of an existing baseball field, an abandoned obstacle course, and a temporary parking lot currently being used by the P-984 and P-985 contractor for employee parking. Remove trees necessary for construction. Any tree removal must be mitigated. See ESR G101002 Tree Removal and ESR G2050 Landscaping.

The construction drawings for the P-984 and P-985 project sites and as-builts of the P-989 Armory project have been included in Part 6, Attachments. A topographic survey of the project area is also included in Part 6, Attachments. The survey was performed in March 2012, prior to any construction of the MCSFR projects. The survey is provided only for general information.

3.1.2 Man Made

Utilities

Ten-inch water mains will be installed north and west of the BEQ site with the P-989 Armory project. The 10-inch main to the north will be adjacent to the BEQ, between the building site and the edge of pavement of the existing parking lot. There is an existing 10-inch water main to the east that runs along the west side of Longfellow Road.

An existing 8-inch sanitary sewer line extends west through the site on the north side of P-984 parade ground.

There is an existing 8-inch gas main on the west side of Longfellow Road. The 4-inch and connecting 2” gas line that extends west through the P-984 parade ground site and south of this BEQ site will be abandoned. Gas service lines have been installed west of the P-985 BEQ to serve that BEQ, the FAST Company Training Facility and several of the existing buildings in this area.

Refer to the Natural Gas Service Layout Map provided in Part 6 of this RFP.

An extensive underdrain piping system is present beneath the Parade Ground area.

3.1.3 Geotechnical Information and Requirements

EXISTING GEOTECHNICAL INFORMATION AND DATA

The planned barracks site location has been previously developed and undergone significant grading during the construction of the MCSFR Complex, which included construction of the P-985 BEQ and Parade Ground. Prior to the construction of the Complex, a central utility plant was located within the project limits. The structure has been demolished but some building debris may remain in the near surface soils; please reference available test pit excavations, soil borings, and geophysical reports for additional detail regarding the debris. After demolition of the structure and as part of the Parade Ground construction, several feet of fill material was placed partially under the building footprint. The material utilized to raise grades under the proposed building footprint was from undercut excavations on adjacent ongoing construction projects that had been determined to be unsuitable. In addition, the initial barracks contractor stockpiled excess material above the Parade Ground deck elevation which was subsequently removed. Available subsurface soil information is included in Part 6 of this RFP (refer to Part 6 - Attachments).

The soils information provided in this RFP is for reference only, and reflects the soil conditions encountered only at the locations indicated. The Government shall not be responsible for any interpretation or conclusion by the Contractor drawn from the data or information beyond the industry standard of care. Any geotechnical report accompanying the subsurface information is provided only to better convey data (boring logs, testing, etc.) or to document observed site conditions. The assumptions, analysis, and recommendations provided in any accompanying report are based on preliminary planning requirements and may not be applicable to the offeror’s design concept as the current project requirements, and assumptions may differ.

Groundwater level measurements are noted on the boring logs. The Contractor, in conjunction with their geotechnical engineer, is responsible for interpreting the available groundwater information and determining potential impacts related to design and construction of the design concept.

GEOTECHNICAL ENGINEERING CONSULTATION AND STUDY

The Contractor will retain a Geotechnical Engineer experienced in the geologic region and currently licensed in the state where the project is located to interpret the Government provided information and requirements as it relates to their design concept/bid and develop geotechnical requirements for foundation support and construction for the project for bidding purposes.

After award, the Contractor’s Geotechnical Engineer (aka Geotechnical Engineer of Record) shall perform a site specific geotechnical study including supplemental soil borings, rock coring, in-situ testing, and laboratory analysis of representative soil/rock samples, and prepare a Geotechnical Report providing recommendations for foundation and pavement design in accordance with UFC 3- 220-01 GEOTECHNICAL ENGINEERING and FC 1-300-09N NAVY AND MARINE CORPS DESIGN PROCEDURES and associated references. Calculations will be provided in the report to support all conclusions and recommendations.

The Geotechnical Engineer of Record will prepare a letter for each design submittal verifying in writing that the recommendations of the approved Geotechnical Report have been properly incorporated in the plans and specifications and that the project information referenced in the Geotechnical Report is still valid based on the current project design. The letter prepared by the Geotechnical Engineer of Record will be included in the Basis of Design for each design submittal.

3.2 Site Development Requirements

3.2.1 Facility Footprint

Site design and layout for this project shall be coordinated with other adjoining concurrent and future projects at NWS Yorktown with regard to utilities, parking, roadway, grading, telecommunications, power and AT/FP requirements to meet the overall base functional and operational requirements. See the Overall Site Layout drawing in Part 6 Attachments of this RFP for a presentation of the current and future projects in this area.

The location and orientation of the BEQ building and remote parking area shown on the Overall Site Layout drawing is conceptual and is intended for reference only. The drawing is provided to confirm that the requested facility and associated site appurtenances can be developed within the project limits and adjacent to all existing and future facilities.

The MCSFR Consolidation Overall Site Layout, NWS Yorktown drawing does not show the location of a dumpster pad, fire department access, sidewalks, stormwater management features, or other site appurtenances. The Designer of Record shall fully develop the site to meet all of the requirements in this RFP.

Finished Floor Elevation

The finished ground floor elevation for the new BEQ building shall match the finished ground floor elevation of the P-985 BEQ building which is set at 69.00 feet (NAVD88).

There will be a significant drop in elevation from the BEQ finish floor on the south side of the building to the area on the north side that is adjacent to the existing parking lot. Provide exposed foundation, retaining walls, grading, etc. as needed, as well as retaining walls to accommodate the change in elevation.

Building Location

Locate the south face of the new BEQ building a minimum horizontal (plan) distance to allow for construction activities to occur without damage to the finished grading and installed underdrain system of the adjacent P-984 Parade Ground. The building location shall also meet the minimum AT/FP setback requirements from the existing parking lot to the north.

The area between the north face of the new BEQ building and the existing Parade Ground shall be graded to provide similar ground surface elevations as the Parade Ground deck and to provide positive drainage away from the building and Parade Ground deck. Grading in this area shall not impact the existing drainage of the Parade Ground.

3.2.2 Vehicular Access and Circulation

See PART 3 - CHAPTER 6 / ESR G20 paragraph G2010 for minimum pavement sections. See Part 4, paragraph G2010 and UFC 3-200-10N, “Civil Engineering,” for other requirements and guidance.

At the BEQ building site, provide convenient and safe vehicular access and circulation for essential services including trash and garbage collection and fire protection. Provide fire and emergency vehicle access for the BEQ building in accordance with UFC-3-600-01, “Fire Protection Engineering for Facilities”. Provide one dumpster pad. Locate the pad for easy accessibility and minimum disruption of traffic flow and in accordance with any AT/FP setback requirements.

Parking

At the remote parking area, provide a paved parking area for a minimum 350 spaces. Handicap accessible spaces must be provided in accordance with the latest Americans with Disabilities Act (ADA) and the Architectural Barriers Act Accessibility Standard (ABAAS).

Pedestrian Access and Circulation

Pedestrian access and circulation shall be provided in accordance with Section G2030.

Landscaping

Landscaping shall be provided in accordance with Section G2040. Provide turf on all disturbed areas not covered by impervious surfaces, plantings or other groundcover.

Provide water supply, and sanitary sewer connections to the BEQ building. Also, provide other utilities as specified in other parts of this RFP including, but not limited to gas, electric and communication. Provide electrical utility service to the remote parking area.

Relocate existing sanitary sewer as needed to make way for new construction.

The Contractor shall provide a complete utility site design. No active piping or utility structures shall remain under new building footprint or within 10-feet of the building foundation. Existing piping and utility structures that will not be required in the new design shall be removed from within the project limits. Existing utility structures that remain active within the project limits shall have the rims adjusted to be suitable for finished grade and elevations required for final design.

Unless otherwise specified, all utility services shall be run underground. Utilities shall not be run under or within 10 feet of buildings except as required to make building connections. Locate underground utilities in a manner to minimize the cost and effort of performing maintenance.

Locate all underground utility lines, mains, and conduits at the minimum depth required in accordance with local code, frost line and water table requirements, and when possible, in common corridors to allow for ready access and maintenance.

Water Distribution

Provide water service to the BEQ from the existing 10-inch water main that was constructed by the P-989 Armory project and is located on the north side of the building site. See the P- 989 drawings in Part 6 Attachments.

Sanitary Sewer

Verify the possible conflict with the existing 8-inch sanitary sewer and relocate as necessary to provide service to BEQ building. Provide watertight frames and covers to all existing sanitary sewer structures that need to be modified to accommodate the design.

Storm Sewer

Site work required for the construction of the BEQ may impact the storm sewer and underdrain system that will be installed as part of the P-984 parade ground project. The contractor shall minimize any disturbance to this system. If construction operations impact the system or its performance, the contractor shall replace any damaged items and restore the system to its pre-construction condition.

Telecommunications

See section G4030 “SITE COMMUNICATION AND SECURITY”.

Cable TV

See section G403002 “CABLE TV SYSTEM (CATV)”.

Electrical

Site work required for the construction of the BEQ may impact the site lighting and associated underground electric lines installed as part of the P-984 parade ground project. If construction operations impact the system or its performance, the contractor shall replace any damaged items and restore the system to its pre-construction condition.

See section G40 “SITE ELECTRICAL UTILITIES” for additional information.

Gas

All connections to the existing natural gas system shall be coordinated with Virginia Natural Gas through the use of the NAVFAC Request for Gas Service. See Part 6 of this RFP for a copy of the request.

Stormwater Management

Grade the sites to drain away from buildings, roadways and parking areas. Ensure that the grading and associated stormwater runoff does not adversely affect the surrounding areas. Coordinate and grade the site to match the finish grades shown on the latest P-984 Parade Ground, P-985 BEQ and P-989 Armory design drawings.

Provide a complete stormwater management design that meets or exceeds UFC 3-210-10 Low Impact Development, UFC 3-201-01 Civil Engineering, and Virginia Stormwater Management requirements. Provide calculations to demonstrate compliance with all three criteria.

Use the Virginia Runoff Reduction Method to demonstrate compliance with Virginia criteria.

Complete and provide the appropriate Runoff Reduction Spreadsheet as part of your calculations.

Note that redevelopment requires a 20% reduction in phosphorous load. Also provide calculations demonstrating compliance with Virginia channel protection and flood protection requirements.

Provide overland relief for large storm events. Demonstrate that the 100 year storm routed through proposed stormwater management features will not reach higher than 1 foot below the Finish Floor

Elevation of adjacent buildings. Demonstrate that the 100 year storm routed through proposed stormwater management features will not flood critical vehicle or pedestrian pathways.

Where infiltration features are proposed by the Designer of Record, infiltration tests shall be performed, as required by UFC 3-210-10 and the Virginia Stormwater Management criteria for BMPs, to confirm that infiltration into insitu soil is possible. All infiltration features must include underdrains that discharge to the storm system or to daylight. The purpose of the required underdrains is to provide a backup outlet in the event that the infiltration feature fails to infiltrate as intended.

The Designer of Record shall submit the Stormwater Management design and calculations to Virginia Department of Environmental Quality (VDEQ) for approval. The Designer of Record shall obtain approval of the Stormwater Management design and calculations from VDEQ. See Stormwater Management Plan Guidance for CI Community, Virginia AOR’s (attached) for submittal procedure. Provide a copy of all submittals to VDEQ, comment letters from VDEQ, and approval letters from VDEQ, to the NAVFAC Civil Engineer assigned to this project.

Site Demolition

Demolish (relocate if necessary) existing utilities that conflict with the building location and remote parking lot area.

Other demolition will include storm sewers, fencing, and lighting associated with the existing baseball field and the portion of the obstacle course that was not demolished by the P-985 BEQ project.

Clear trees from the remote parking areas as required for construction.

Laydown Areas

The contractor laydown / staging area will be located on the south side of the paved parking lot to the north and adjacent to this BEQ site. The location of the remote parking lot can also be used for staging and construction laydown. Coordinate the location and limits of the laydown area with the contracting officer prior to construction. Refer to the site map in Part 6 for additional information.

Permits

Identify and obtain all permits to comply with all federal, state and local regulatory requirements associated with this work. The contractor shall submit a complete “Permits Records of Decision (PROD)” form with the first design submittal package. A blank PROD form can be obtained at the Download Tab of Part 6 of the NAVFAC Design-Build website at the following link http://www.wbdg.org/ndbm/Download/Down_Additional.html?Section=AdditionalInfo .

Contractor shall determine correct permit fees and pay said fees. Copy of all permits, permit applications, and the completed PROD form shall be forwarded to the Contracting Officer. In addition, the Contractor’s Designer of Record shall complete the NAVFAC Mid-Atlantic Utility http://www.wbdg.org/ndbm/Download/Down_Additional.html?Section=AdditionalInfo

Connection Permit Application, attached to Part 6 of this RFP, with the first design submittal package.

Stormwater Management

This project will disturb more than one acre, therefore coverage under the Virginia Stormwater Management Plan (VSMP) construction general permit will be required. The contractor shall submit an application for coverage to VDEQ at least 60 days prior to start of construction. In addition, a Storm Water Pollution Prevention Permit (SWPPP) shall be developed to include an integrated erosion and sediment control plan. The SWPPP must be prepared prior to submitting a registration statement for permit coverage to DCR. The SWPPP is to be retained at the construction site along with a copy of the permit and permit coverage letter.

Erosion & Sediment Control

Provide complete Erosion and Sediment Control Plans that meet or exceed Virginia requirements. The Designer of Record shall submit the Erosion and Sediment Control Plans and calculations to Virginia DEQ for approval. Refer to the Erosion and Sediment Control checklist in the Virginia Erosion and Sediment Control Handbook for requirements. The Designer of Record shall obtain approval of the Erosion and Sediment Control Plans and calculations from Virginia DEQ. See Erosion and Sediment Control Plan Guidance for CI Community, Virginia AOR’s (attached) for submittal procedure. Provide a copy of all submittals to VDEQ, comment letters from VDEQ, and approval letters from VDEQ, to the NAVFAC Civil Engineer assigned to this project.

Wetlands

A wetland delineation for the project area has been completed and confirmed by the US Army Corps of Engineers (USACE). There are no wetland areas within the project limits. The Navy point of contact for all wetlands issues is Mr. Pete Crum, NAVFAC MIDLANT, 757-341- 0494.

Anti-Terrorism / Force Protection Requirements (ATFP)

The BEQ shall be designed to comply with UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings. The facility is located within a controlled perimeter, and will have an occupancy designation as “Billeting”.

Excavated Soil Management

Excess soil resulting from grading planned excavations shall be reused on-site to the greatest extent possible. In the event that planned construction results in excess soil, the Contractor shall provide transportation, handling, and disposal of the excess material off government property in complete Federal and State environmental compliance. The contractor is responsible to perform any required chemical testing of the receiving facility. The excess soil generated is expected to be below the VDEQ screening levels for residential use property (VDEQ-T2SCRs) or below site specific background concentrations.

In the event that impacted or contaminated soil is suspected during excavation through discoloration, odor, or other field visual inspection, the Contractor shall immediately notify the Contracting Office, Contracting Officer’s Representative, and MidLANT Environmental Department.

If soil saturated with petroleum (e.g. when the soil is squeezed, oil/gas drips out) is encountered in the planned excavations, then the Contractor shall immediately stop excavation operations in that area and contact NAVFAC MIDLANT EV (POC: Carol Peterson, 757-341-0453 office or 757-285- 2560 cell). MIDLANT EV personnel or their agents will monitor and direct the removal of soil saturated with petroleum. Petroleum contaminated soil will be disposed of through a treatment service such as Clearfield (formerly known as Soilex) [757-549-8448 http://www.clearfieldmmg.com/].

Soil testing for the following constituents will be required before treatment facilities will accept the soil: TPH, BTEX, EPTOX, Total Organic Halogen (TOX). Soils that are less than 50 ppm TPH (total petroleum hydrocarbons) can be used elsewhere within the confines of the project. Soils >50 ppm will be stored in a manner to prevent rain from reaching the soil and preventing any runoff into the surrounding soil or pavement (e.g. store the soil on top of plastic sheeting and covered with plastic sheeting or in lined, covered dumpsters). The following figure provides a sample configuration.

Following approval from the Contracting Officer, remove excess contaminated soil that may be encountered during earthwork operations, foundation excavations, and utility excavations, where necessary to complete the contract work. Refer to the unit priced line item in the Price Proposal Form. This work refers to materials that are not identified on the contract drawings. Properly dispose of all excess contaminated soil off Government property at a permitted facility. Backfill the excavations made to remove the contaminated soil with compacted satisfactory fill materials. The volume of excess contaminated soil shall be determined based on field measurements (length x width x depth) of the excavation made to remove the contaminated soil.

3.2.3 Environmental Constraints

The Contractor is responsible for preparing an Erosion and Sediment Control Plan in accordance with the Virginia Erosion and Sediment Control Handbook (VESCH), latest edition. The plan shall utilize measures described in the VESCH to minimize soil loss during construction from stormwater runoff and prevent sediment-laden runoff from reaching downstream storm sewers and receiving streams.

3.2.4 Geotechnical Earthwork Requirements

Existing wooded areas will be stripped to a minimum depth of 12 inches below the existing ground surface to remove surficial organic soils and tree roots and root mat and grubbing of tree stumps to a depth of 24 inches. Existing grassed surface areas will be stripped to a minimum depth of 6 inches to remove surficial organic soils and root mat.

Completely drain the construction site during periods of construction to keep soil materials sufficiently dry. Establish/construct storm drainage features at the earliest stages of site development, and throughout construction grade the construction area to provide positive surface water runoff away from the construction activity and/or provide temporary ditches, swales, and other drainage features and equipment as required to maintain stable soil conditions.

The underlying soils that will be exposed after completion of site stripping will have a tendency to become softened and unstable when saturated and worked by equipment. The Contractor shall anticipate these marginal subgrade support conditions and incorporate measures into his design and construction procedures to obtain required soil support while maintaining progress for completion on schedule. Construction traffic will not travel directly on exposed subgrades. The Contractor will construct haul roads as necessary to facilitate construction traffic access across the site and protect the underlying subgrade from deterioration. The Contractor will be responsible for the cost associated with any necessary measures to repair subgrades deteriorated from exposure to construction traffic and/or standing water.

The use of imported structural fill materials will be required to backfill excavations resulting from the demolition of existing utilities/foundations as well as new utility/ foundation excavations within the planned building and pavement areas, and for fill in pavement and building areas. Imported structural fill material shall meet the requirements for AASHTO A-2 with no more than 20 percent passing the No. 200 sieve. Excavated on-site soils may only be reused as common fill beyond the limits of surface bearing structures (i.e. pavements, buildings, etc.) provided it meets the project requirements. All soil material shall exhibit the characteristics required to compact the soil to the density and performance specified for the intended locations. Excavated on-site soils will be amended (i.e. with lime, cement, or blended with imported structural materials, etc.) as necessary to facilitate reuse as common fill. All fill and backfill materials will be moisture conditioned prior placement and compaction to within ± 2 percent of the optimum moisture content as defined by

ASTM D 698.

Satisfactory Materials are any materials classified by ASTM D 2487 as GW, GP, GM, GP-GM, GW- GM, GC, GP-GC, GM-GC, SW, SP, SM, SW-SM, SC, SW-SC, SP-SM, and SP-SC free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and deleterious, or objectionable materials. The maximum percentage passing the No. 200 sieve shall be limited to 30.

Unless specified otherwise, the maximum particle diameter shall be 3 inches. All fill and backfill material will be moisture conditioned prior to placement and compaction to within ± 2 percent of the optimum moisture content as defined by ASTM D 698.

Unsatisfactory Materials are any materials which do not comply with the requirements for satisfactory materials. Unsatisfactory materials also include man-made fills, trash, refuse, or backfills from previous construction. Unsatisfactory material also includes material classified as satisfactory which contains root and other organic matter, frozen material, and stones larger than 6 inches. The Contracting Officer shall be notified of any contaminated materials.

The Contractor will be responsible for maintaining erosion control measures, preventing segregation, and moisture conditioning for any excavated onsite soil and aggregate materials and any imported soil and aggregate materials stockpile onsite.

4.0 BUILDING REQUIREMENTS

4.1 Space Tabulation

Square footage provided for individual rooms in 4.1 “Space Tabulation” are the minimum required. Below is a list of desired additional square footage. The objective is to provide spaces which will improve the quality of life while not exceeding the gross building area listed in 4.1 “Space Tabulation.” The additional areas / half scope clarifications were achieved via NAVFAC Engineering Construction Bulletins (ECB 2010-01) and (ECB 2010-04).

The list is subject to change upon review at the CDW.

1. Increase minimum corridor width from 5’-4” clear to 6’-0” clear.

2. Any area remaining shall be allocated towards a covered roof portico at the entrance or covered patio at the Multi-Purpose patio area.

4.2 Space Relationships

Interior Design: Spatial organization shall incorporate functionality, aesthetics, safety and sustainability. A clearly defined signage package shall be incorporated throughout the interior space to create visual interest and enhance aesthetics. Follow the UFC 3-120-01 for Signage and way-finding components. Architectural plan numbering and way finding signage numbering will be similar and will be designed to assist occupants, personnel and visitors navigate throughout the facility.

The building shall be arranged vertically with all building common elements provided on the ground and first floor, including entrances, vestibules, quarter area, staff office, public restroom facilities, janitor closet, multi-purpose room, gaming room, multi-media room, laundry, vending, elevator and elevator equipment room, stairs and associated mechanical and electrical support spaces.

The main Entrance and staff operations shall be located central to the facility.

Staff operations shall include a Barrack Manager’s Office, Duty Bunk. The Barrack Manager Office shall be adjacent to an open check-in counter with a preferred location within the Multi-Purpose Area. The check-in counter shall have direct visual access to the following areas to monitor user activities: Entrance, Multi-Purpose Area and Laundry Room.

Public Spaces (Multi-Purpose, Laundry, Vending and Recycling) shall be located on the first floor. These rooms shall also be located within close proximity of vertical circulation and building main entrance. An outdoor patio area with seating shall be located adjacent to Multi-Purpose Room.

The BEQ shall be designed around enclosed interior Corridors. Corridors shall extend away from, but within close walking proximity to the public areas. When corridors are longer than 40 feet in length, provide visual breaks to avoid “tunnel” effects such as (but not limited to), variation in corridor widths, change in corridor direction, recessed room entry or corridor path angle. Other interior enhancements such as change of color / material at floors, walls, use of soffits and recessed down lights are also encouraged.

Locate mechanical, electrical and communication support spaces as necessary to support the systems throughout the building. The main Mechanical Room which houses large equipment shall be located on the first floor, with immediate access outside. Locate the Electrical and Telecom on the First Floor. Provide direct outside access in the Electrical Room. Additional smaller Mechanical Rooms (ex. air handling equipment) may be located on other floors as required. If mechanical equipment is located in the attic space and will require maintenance or repair, access shall be provided by a full stair meeting all OSHA and applicable code requirements.

4.3 Exterior Character

The exterior character of the building shall complement / match the existing adjacent structures and newly constructed Regimental Headquarter and Bachelor Enlisted Quarters. The architectural character shall be developed using guidance in Part 3, Chapter 2 (Paragraphs 2.3.1-7 and 2.4 of this RFP), and be developed to provide an exterior that is compatible with the institutional buildings on NWS Yorktown, while providing a timeless, rational and life-cycle cost effective design.
