This document provides a pre-solicitation notice for an indefinite delivery indefinite quantity multiple award construction contract for large general construction projects in the Hampton Roads area of Virginia. The contract will be awarded to no more than five offerors and have a total estimated value of $249 million over five years, including four one-year option periods after the base year. The first task order will be for the design and construction of a new 78,727 square foot Marine Corps bachelor enlisted quarters at Naval Weapons Station Yorktown, Virginia, with an estimated value between $25-100 million. The BEQ will house 127 Marines in 2+0 room configurations and be designed according to all applicable Navy and Marine Corps unified facilities criteria. The contract type will be firm fixed price and proposals are due in December 2017.

2) Is the rainwater system meant to feed toilet and urinals, or landscape irrigation, or both? Is there is a minimum percentage of savings/threshold the project is required to meet?

3) May the rainwater system for the building be omitted if LEED water use reduction objectives are met with other solutions?

The room requirement sheet for the Elevator indicates that the ITG NAVFAC elevator design guide must be met. Based on this guideline, we are to provide one elevator for a three story building and two elevators for a four story building. Because of the nature of the design, please advise if you consider this to be a three or four story building requiring one or two elevators.

Section 1.5.3.b.1 is calling for a 5 year, no penal sum warranty from the Contractor for the Standing Seam Metal Roof. This warranty also calls for the Installer and Manufacturer to supplement with their own 5 year warranties.

The Contractor's bonding company will charge the project a bond premium to co-sign this 5 year warranty, that is already being provided by the manufacturer and installer. Please confirm the 5 year weather-tight warranty can be provided directly by the SSMR installer and manufacturer, and not co-signed by the Contractor (since they are the ones providing and installing the materials).

The Exterior Glazing spec in Part 4 is asking for the Contractor to provide a 10 year warranty on insulated glazing units. Section B202003, 1.1.3 (Page 513) notes the IGU in Curtainwall is to have a 5 year warranty, with the warranty coming directly from the Manufacturer. Please confirm if the warranty on exterior IGU's is 5 or 10 years.

Also confirm that the warranty can be issued directly from the manf. to the Gov't.

RFP Section D4030 indicates that a standpipe must be provided where required by UFC 3-600-

01. The wording in UFC 3-600-01 section 9-

10.2.2 is open to two different interpretations. We read that section to indicate that as long as every portion of the facility can be reached within 450 feet from an exterior door that a standpipe is not required. From a fire protection engineering standpoint this makes logical sense. This is consistent with interpretations on other projects (but can be read to have two opposite meanings).

Please confirm that this is the Government’s interpretation as well since this has significant cost implications.

Paragraph D201001 describes that the dual function flush valves for the water closets shall have flushing rates of 0.8 to 1.1 GPF, with a maximum flush volume of 1.28 GPF. After checking with four (4) nationally recognized manufactures of dual function flush valves, they all had the same dual flushing volumes of 1.1 to

1.6 GPF. Would a dual flush rate of 1.1 to 1.6

GPF is acceptable, or could a single rate flush valve with a flush volume of 1.28 be acceptable?

Is it acceptable to provide a sump pump with an oil-minder control system, in lieu of an oil/water separator?

ESR D30 – page 380 Ventilation Systems – this section required that each Room Plan be provided with a minimum of 40 CFM of ventilation air, and that ventilation (OA) to the building is to exceed exhaust air by a minimum of 15%.

Current UFC 3-410-01 (w/Change 4 dated 01- November 2017) required that DOAS air inlets and outlets must deliver airflow quantities equal to or greater than 50 cfm to allow for proper system balancing. If living quarter toilet/shower room exhaust is therefore required to be 50 cfm (per the UFC) and ventilation 15% greater (57.5 cfm) this is 44% greater ventilation rates that indicated in the RFP. ASHRAE Standard 62.1 – 2013 & 2016 would require only 32 cfm outside air (based on double occupancy, 355 sqft area) and 25 cfm exhaust (based on continuous exhaust). Thus to comply with ASHRAE for 127 guest rooms a total ventilation rate of 4,064 OA / 3175 exhaust. UFC compliance would require

57.5 x 127 = 7300 cfm OA / 6350 exhaust (180% of the ASHRAE requirement); RFP 40 cfm OA / 35 cfm exhaust = 5080 OA/4,445 exhaust (125% of ASHRAE requirement). With the treatment of outdoor air being a significant operational energy cost – please confirm if the RFP minimum 40 cfm ventilation per room will be permitted in lieu of the current UFC requirement.

If using the GSHP or WSHP LCCA alternatives the DOAS will utilize a condenser water to air DX cooling coil as part of a packaged DOAS system from a manufacturer. Equipment with oversized cooling capacity to account for failure of the enthalpy wheel is not available, nor would it be efficient due to excessive oversizing when wheel is operating as the DOAS unit is intended. As alarms to the DDC system will be provided for failure of the DOAS unit – is this wheel failure requirement necessary, particularly if a GSHP or WSHP system is pursued?

It would be more energy advantageous to not insulate WSHP loop piping provided it is maintained such that condensation will not occur.

It appears that circulation was double counted in the RFP space tabulation, there is a surplus of allowable building square footage. Item 2 in the space tabulation states to apply any remaining area to a roof portico or covered patio. Please provide approximate square footage of desired patio area for bidding purposes.

In the concept drawings, there is a housekeeping room on each floor. Part 3 Room Requirements does not list the space. Please provide room requirements.
