SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

1. Will an incumbent seniority list be provided for each Navy installation to help bidders accurately price vacation and other paid time off benefits?

In accordance with FAR Clause 52.222-17 entitled “Nondisplacement of QualifiedWorkers” (Jan 2013), predecessor contractor is obligated to provide the Contracting Officer a certified list of all service employees working the contract or its subcontracts including anniversay dates of each person’s employment at least 30 days prior to contract completion.

2. While local Wage Determination notices were provided in the RFP for each installation it appears that most if not all of the installations are covered by Collective Bargaining Agreements (CBAs). Please confirm whether one or more of the sites are currently covered by a CBA and if so, please provide copies of the CBAs to the bidders.

The current contract is not performing under a negotiated CBA.

3. According to RFP Section 0200000 - Management & Administration, Spec

Item 2.7.1, key personnel for this contract also include Shift Supervisors which creates potential continuity of operations and FAR 52.222-17 - Non-displacement of Qualified Workers issues. Is it the intent of NAVFAC Mid-Atlantic to require bidders to provide the names and qualifications for the 20+ shift supervisors as part of their proposal response in addition to proposal key personnel candidates for the PM, RPC, QCM, SSHO, and Site Supervisor positions?

Yes, contractors should submit the names and qualifications of the key personnel to include site and shift supervisors. I don't understand how it conflicts with first right of refusal clause. Submit the names of those currently providing the service.

4. Presently we do not have Facility Security Clearance, may we request for sponsorship from your department?

DD 254 will be provided on amendment 0003.

5. Our teaming partner already has Top Secret (TS) Facility Clearance. Are we able to bid on this project?

The prime contractor is required to have a Facility Clearance.

6. Upon award can our teaming partner start work until we get our certification and or our certification in process?

If the prime contractor does not have a Facility Clearance, you cannot verify or obtain clearanaces for any employees under this contract requirement.

7. Specification Item 3 which provides the FFP and IDIQ work requirements appears to have been omitted from Section C - 0401060 Security Operations of the final RFP.

Please provide this missing information.

Exhibit Line Item Numbers (ELINS) was provided by separate solicitation attachment. See first attachment in FBO which is labled. “J-0200000-04

ELINS”.

8. The RFP states “The attached Corporate Experience Form (Attachment A) is

MANDATORY and SHALL be used to submit all project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2)single-sided pages). Should this be Attachment J-020000-05?

Yes, the Corporate Experience Form referenced in the Section J Attachments Table of Contents as Attachment J-020000-05 is the same document as Corporate Experience Form Attachment A.

9. What company is the current contract holder for the PA, NJ, and MA locations?

Global Response Services, LLC currently provides security guard services for all locations listed in this solicitation with the exception of Naval Weapons Station, Earle NJ which is provided by Action Facilities Management, Inc.

10. What is the current contract value for each location?

The current contract value for each location cannot be provided. The amount for the current 12-month contract is $5,906,183.24 for the firm-fixed portion and $692,467.14 for the Indefinite Quanity portion.
