About this file

This amendment modifies solicitation number N40084-22-B-8003 for the Smart Grid at NAF Atsugi, Japan project. The amendment provides responses to 19 contractor questions seeking clarification on project requirements and scope. Key clarifications include confirming the notice to proceed date as the award date; specifying that the retro-commissioning firm qualification must be met; stating duct air leakage testing is not required; and requiring TAB season 2 testing. The amendment also references environmental reports locating asbestos and lead and provides UPS specifications. It specifies using the latest BACnet protocol version and that the control system must be the Johnson Controls Metasys BAS. The six facilities selected based on energy use and savings potential are to have new DDC systems connected to the Control System Platform Enclave for monitoring at the Far East Facility Energy Operations Center.

It is described that SD (duct smoke detector) must provide signal to FACP via DDC. But we cannot calculate the QTY and/or type of conductor because there is no detail about EXST FACP. Please provide the information about FACPs (i.e.

Installation Location, OEM, Model, Type) at Bldg.949, 3076, 1524, 1300 and 1440.

As indicated in the design duct smoke detector must be directly integrated to the DDC system by means of providing signal to the DDC system and the DDC system must automatically stop the supply fan operation upon confirmation that there is smoke in the air distribution duct. The integration of duct smoke detector to FACP via DDC is not part of the project scope but at minimum for future connection ensure that DDC system has the capability to send signal to the FACP when smoke is detected in the air distribution duct.

There seems some descrepancies the QTY of network equipment listed in ONE-LINE DIAGRAM against the one described in CYBERSECURITY 5-

LEVEL ARCHITECTURE OF DDC

SYSTEM. There is also a point where it is difficult to determine which is the scope of work or which is existing. If possible, please provide new equipment list which we can determine new or EXST.

This is to clarify that Cybersecurity 5-Level Architecture of DDC System was portrayed as described and depicted or shown in the UFC for Cybersecurity (UFC 4-010-06), please refer to the attachement entitled "UFC 4-010-06".

Cybersecurity involves an in depth or comprehensive understanding and implimentation of the logical configurations for the related control system network devices, hence a Cybersecurity Specialist is required (key person) in order to properly guide, implement and manage the cybersecurity related control systems in coordination with the Command Information Officers (CIO2 & CIO4), also emphasized in specs section 25 05 11 - 1.7.1.1 Cybersecurity Representative. The scope is pretty much straight forward and almost typical per building. Major network components or devices were covered, drawing annotations and notes are also provided.

New network equipment made by CiSco needs periodrical maintenance service. Should we include the PMIS cost within warranty period?

Recommend including cost estimate for planning/budget purposes.

Cisco equipment will be registered into Cisco Global Enterprise Modernization Software and Services (GEMSS) formerly Joint Enterprise License Agreement (JELA). This will provide Navy with required levels of product support...but each Command will be billed separately so cost estimate data needs captured.

& 02 83 00 LEAD and All Drawings (17285646- 870)

There seem no drawings that show the specific location for ACM / Lead to be removed. If these removal work is included in this contract, please clarify the ACM/lead locations and the estimated quantity in order for us to make quotation.

The removal of ACM or lead pertains or is associated only to the drilling of wall when installing new conduit in order to protect the workers and inhabitants of the facility. However, this project does not refer to the removal of all ACM or lead in all locations.

Please use the design drawings and Environmental Report to assess the location and quantity.

The environmental report should be included in the design package.

Drawings EA101 (Page 92 of 225) through EG601 (161 of 225)

Regarding the replacement of existing wiring, should the wiring conduit be replaced at the same time as the wiring replacement?

Or if the existing conduit can be reuseful, can it be reused?

It is recommended to replace the conduit with new. However, if it is difficult to install new conduits due to existing site conditions or unforseen site conditions, it is permitted to reuse existing metal conduits.

2. All other terms and conditions of this solicitation remain unchanged.
