SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 5

The following responses are provided for RFI’s received in response to the RFP:

1 - Reference: Solicitation, ATTACHMENT J-1503050-09, Installation Inventories. Under the inventories for Dahlgren and “Herbicide- BG Veg Control” the acreage of 81 is shown.

Question: Part A - Would the Government please provide the type of areas that make up the 81 acres, such as 22.7 acres-Parking Lots, 13.5 acres- gravel areas, etc.?

Part B - Would the Government please provide an inventory of the areas that comprise the 81 acres?

Answer Part A: See attachment J-1503050-05, Site Maps. All acreage is grass.

Answer Part B: See attachment J-1503050-09, Installation inventories. Refer to spec item 3.1.7.

2 – Reference: Solicitation, ATTACHMENT J-1503050-09, Installation Inventories. Under the inventories for Indian Head, Customer NSF-IH, on the last inventory for this customer it references “Pest Control (spray vegetation) with a Unit of Measure as Month and a Qty of 12.

Question: Part A - Would the Government please provide clarification as to what the contractor is to be pricing here (i.e., Pre-emergent, Post-emergent, Fence Lines, Bare Ground, etc.)?

Part B - Would the Government please provide an inventory of the clarified areas to be priced?

Answer Part A: See modified Attachment J – 1503050-09 Answer Part B: See map of facility

3 - Reference: SOW, 0200000 – Management and Administration, spec item 2.7.1.4, Environmental/ Energy Manager Question: Would it be acceptable to the Government for the Environmental/ Energy Manager to be the same person as the Project Manager so long as the qualifications for both positions are met?

Answer: No, duel hatting the Environmental/ Energy Manager and the Project Manager is not acceptable to the government.

4 - Reference: Solicitation, page 57 of 70, section L.4.2.3., items a) and b), and relative to the placement of team members’ corporate information and letters of commitment.

Question: For clarification, would it be acceptable to the Government for offerors to place the team members’ corporate information and letters of commitment as specified in items a) and b) in the Price Proposal only?

Answer: No, place this information in the Technical Proposal.

5 - Reference: Solicitation, pages 26 thru 29, section I, Contract Clauses and page 68 of 70, the Contract Clauses.

Comments: There appear to be some of the contract clauses referenced that do not apply to this solicitation. Some examples are:

52.228-14 - Irrevocable Letter of Credit NOV 2006 52.228-16 - Performance and Payment Bonds--Other Than Construction NOV 2006 252.215-7002 Cost Estimating System Requirements DEC 2012 252.215-7009 Proposal Adequacy Checklist JAN 2014

With the FAR and DFARS references often being the only indication that a requirement applies to the solicitation, there is a risk that offerors would assume that a clause would not apply and be determined to be unresponsive in their proposals.

Question: For clarification, would the Government please review all of the Contract Clauses in Section I as well as those on page 68 and remove those that do not apply to this procurement?

Answer: The FAR Clause Matrix was used to determine the appropriate and necessary clauses required for this solicitation and all are applicable to this procurement.

6 - Reference: Attachment J-1503050-09 “Installations Inventories” and Attachment J-0200000-XX “Recurring Work Exhibit Line Item Numbers.

Answer: No.

7 - Reference: Attachment J-1503050-09 “Installations Inventories” and Attachment J-0200000-XX “Recurring Work Exhibit Line Item Numbers.

Comment: For Indian Head on the ELIN Schedule for customers such as A007 NDW, AA, Improved Grounds- Lawn Maintenance COL 3 and AB, Improved Grounds- Field Maintenance COL 3, only Improved Grounds are shown. Within Attachment J-1503050- 09, Inventories there are categories of grounds shown for Improved, Semi- Improved, and Unimproved Grounds. This also exists within customers UEM and NRL, Pomonkey site.

Question: Will the Government please clarify either the inventories or the ELIN Schedule so contractors will know how to properly price?

Answer: See updated Section J attachment J-1503050-09

8 - Reference: Solicitation, page 58, “Questions for Pest Control, Specification 1503020,” questions on spec items 2.2, 3.1.2 and 3.1.3.

Comment: The solicitation does not appear to contain a Performance Work Statement for sub-annex 1503020 Pest Control in which to reference the above spec items 2.2, 3.1.2 and 3.1.3.

Question: Would the Government please clarify whether the questions in the section for sub-annex 1503020 Pest Control apply to this solicitation?

9 - Reference: The site visit held on Nov 5, 2019, the Government’s statement that the leaf removal is an addition to the scope.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.

Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.

There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(N) Not Applicable No information or did not apply to your contract Rating will be neither positive nor negative.
