3.1 Repair Efforts. (CLIN 1001) (O&M, Procurement, RDT&E, WCF, Other)
3.1.1 Task 1A - Repair Efforts. The contractor shall provide the following repair efforts to establish technical, engineering products, hardware and support services as required by individual task orders.
3.1.1.1 Component Repair and Replacement.
There are four major steps to this task (discrepancy validation, physical repair and replacement of failed components, post repair testing, and warranty support), as detailed below.
3.1.1.2 Discrepancy Validation.
Failed items shall be shipped to the repair facility from the equipment users. The contractor shall interface directly with the user site to verify reported discrepancies and shall also receive incoming telephone calls from the sites regarding failed components. Upon receipt of failed items, the contractor shall inspect/test the item to verify the discrepancy reported on the accompanying FACSFAC Repair Facility Return Item Form (RIF), in accordance with (IAW) (CDRL A001). The Government will permit contractor access to the government hardware test beds and the ACS Hardware Database to verify all discrepancies and ascertain the current baseline revision level. After inspection and failure verification, the contractor shall indicate the following information on the accompanying FACSFAC RIF (Section 1): The item’s actual baseline revision level (see ACS Hardware Database to determine current baseline revision level), and, indicate concurrence / non-concurrence with reported discrepancy. When contractor test diagnostic results vary significantly from the user site’s report, the COR shall be informed. The COR will direct the appropriate course of action.
3.1.1.3 Physical Repair and Replacement of Failed Components.
The contractor shall further analyze each item verified as nonfunctional to determine the individual failed components. In instances where contractor testing determines an item has been damaged Beyond Economical Repair (BER), the estimated repair cost exceeds 60% of the inventory cost of a replacement item, or requires capabilities not available at the repair facility, the contractor shall advise the Government of the circumstances. The contractor shall provide a written report explaining the basis for the BER recommendation and list potential dispositions for the items (i.e., original vendor repair, repair at another Government facility, retire item, etc.). Provisions for replacing the BERed item shall be included in the BER Report. In these instances the Government shall decide which alternative will be pursued for the item and shall advise the contractor.
The contractor shall research the inventory listing to determine the current Ready-For-Issue (RFI) stock levels for each repair item. The contractor shall assign a repair priority to each item according to the RFI inventory and site demand for the item. Any item not in RFI stock that requires emergency repair and return to the user shall be assigned priority 1. Any non-emergency item required for or owed to a site and not in RFI stock shall be assigned priority 2. All other repair actions shall be assigned priority 3.
For non-BER discrepancies, the contractor shall remove and replace failed components with functional components. Replacement parts and equipment used for repair shall, to the maximum extent possible, be issued from Government stock. However, instances may occur where fleet priorities and untimely availability of Government assets will require the contractor to provide component parts, at the COR’s written direction, to complete the repair task (Refer to Sec 4.4 for details). Upon completing the repair action, the contractor shall update the equipment, if necessary, to the latest Government authorized baseline revision level. Each item shall be cleaned following any maintenance or repair work. The contractor shall record all repair and replacement action performed on the item in Section 1 of the FACSFAC Repair Facility Return Item Form.
3.1.1.4 Post Repair Testing.
The contractor shall test each item repaired on the ACS hardware test bed IAW the Original Equipment Manufacturers (OEM's) recommended test procedures and diagnostic routines. All repairs performed under this contract shall be subject to the approval of NAWCAD 4.11.7.3. The 4.11.7.3 Government representative will inspect the repair work for quality of workmanship in accordance with the documents listed under paragraph 2. Once post repair testing and the Government quality assurance inspection are satisfactorily completed, the 4.11.7.3 Government representative shall close out the repair action by completing and signing Part IV of Section 2 of the FACSFAC Repair Facility Return Item Form.
3.1.1.5 Warranty Support.
The contractor shall track and maintain warranty records on equipment and parts purchased under this contract and/or maintained by the contractor for ACS support. The contractor shall inform the 4.11.7.3 Government representative when items fall within warranty range. The 4.11.7.3 Government representative will coordinate actions with the OEM to ensure the item is replaced in accordance with the warranty contract agreement.
3.1.2 Task 1B - General and Maintenance Engineering Support Services. The contractor shall provide equipment maintenance services including the building of cables and component assemblies, conducting research to identify potential replacement items/sources for obsolete parts and equipment, and supporting ACS equipment installation and upgrade services. The contractor shall maintain an awareness of the latest advances and repair techniques concerning electronics equipment, electronics equipment technology, and methodology of repair.
3.1.3 Task 1C - Test Bed Equipment and Software Maintenance. The contractor shall maintain the ACS hardware and software test bed computer systems located at the NAWCAD Patuxent River, St. Inigoes, MD. The contractor shall troubleshoot the systems and repair system failures IAW government provided documents and procedures.
In the event of a test bed failure resulting in work stoppage, the contractor shall notify the COR or a government engineer working with that particular system/hardware of the situation, and then immediately begin repair work on the test bed. Every effort shall be made to restore the system to complete operation by the end of that working day.
3.1.4 Task 1D - Inspection System Plan
3.1.4.1 All inspections performed under this contract shall be subject to the approval of the COR or a government engineer working with that particular system/hardware. The contractor shall draft and deliver Test and Quality Control Procedures to the Cognizant Government representative no later than 14 days after contract award. (CDRL A003)
3.1.4.2 All procedures used to assemble, modify, install and test products must be documented and kept current. These written procedures shall be review by the COR, maintained in the ACS Source Save data base, and copies made available to the employees required to perform the specific task.
3.1.4.3 The quality management organization must be clearly defined and employees in quality functions must have adequate responsibility, authority and freedom to identify and evaluate problems and to initiate, recommend or provide corrective action.
