QUESTIONS AND ANSWERS (Part 5)
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. When pricing labor for Guam, Singapore, Bahrain, Korea there are potential additional adders for housing, sponsorship, COLA etc. specific to the region. Recommend/Request that you have offerors price labor only for the IDIQ and allow for additional adders to be priced as ODC's at the task order level.
ANSWER: Labor rates must be fully burdened.
2. PMP Certification in our previous submission we asked if other certifications ie. DAWIA Level II or III certification in Life Cycle Logistics (LCL), Production, Quality & Manufacturing (PQM), and/or Program Management (PM) be substituted for PMP certification.
a. Respectfully submit that the current PM does not have a PMP certification but is highly qualified to manage this mission possesses a MBA in Logistics, DAWIA Certifications: Life Cycle Logistics, Level III, PQM Level III, Program Management, Level II as well as program management experience.
b. Will the government accept Masters Degree and DAWIA certification in lieu of PMP?
c. Will the government consider allowing the PM a window of 6 months after award to achieve the PMP certification?
ANSWER: b. No; c. No
3. Will the government consider providing page limitation guidance for items outside of the Subfactor I Page limit. Ex. Executive Summary (5 Pages) Management Plan (10 Pages), Staffing Plan (10 Pages). Title page and Table of contents no limit. The previous Q&A guidance is non-specific and leaves room for interpretation.
ANSWER: There will be no change to the solicitation.
4. Do all personnel working in Bahrain, Singapore and Guam have to be US citizens? Does everyone require a Secret Clearance?
ANSWER: Yes, all personnel must be United States citizens in accordance with FAR 52.212-4 ADDENDUM. See Question and answer #6 below in regards to the secret clearance question.
5. RFP pages 48-51 Are RFID tags or IUID labels required for this contract? Pg 51(d) states, "The Contractor shall encode an approved RFID tag..."? If so, will the government be providing the RFID tags, readers, tracking program and terminals?
ANSWER: Yes, the tags/labels are required for this contract and the Government will be providing those.
6. Do any warehouse personnel require a SECRET Clearance?
ANSWER: No, but they do need to be United States Citizens in accordance with paragraph 21.2 of FAR 52.212-4 ADDENDUM.
7. Four (4) personnel are shown in support of CBRD. Will this contract assume the CBRD workload?
ANSWER: Not initially, but it may be covered by a future task order in the life of the contract.
8. Volume 1 (Technical Subfactor 1) of the submission package includes three sample activities to which the offeror is required to respond. Paragraph 4) of each sample task asks that the offeror “…describe the controls that will need to be employed to ensure that target metrics cited in Section 4 of the PWS will be achieved and maintained.”
There are two target metrics in Section 4 of the PWS: attachment 17 “daily metrics” and attachment 04 “required performance metrics”.
Question: To which of these two metrics does the sample task refer, or are both to be utilized in the response by the offeror?
ANSWER: The Offeror must utilize both metrics. Please see Amendment 03.
9. Reference RFP pg 69 of 95, 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999). Subfactor 1: Technical Approach to Sample Activities. The Government will evaluate the response to the sample tasks to determine if the proposal contains a reasonable technical and management approach to provide the required services. The Government will also evaluate the response to a discussion about deliverables.
Question. Will the government please further define the evaluation as to how the determination will be considered reasonable for subfactor 1? Can the government further define how it will evaluate the response to a discussion about deliverables?
ANSWER: See Amendment 03 for further clarification regarding evaluation criteria.
10. Will the Government provide certified HAZMAT personnel for moving HAZMAT to appropriate sites or will the contactor be required to have certified HAZMAT personnel on staff? If so, would this apply to all five warehouse/storage facilities?
ANSWER: The Government will not provide HAZMAT certified handlers, nor will the contractor be required to provide HAZMAT certified handlers. Please see Amendment 03 for additional clarification regarding HAZMAT.
11. How do we gain access to the Navy Yard if we prefer to hand deliver out proposal?
ANSWER: IAW section 52.212-1 of the RFP, "Proposals shall be only hand delivered or mailed.
Hand delivered and mailed proposals shall be sent to the following location and must be received there prior to the due date and time for proposal submission:
Military Sealift Command
Attention: Ms. Britni Jones, Code N1022
914 Charles Morris Ct., SE, Building 157
Washington Navy Yard, DC 20398-5540
Access to the Washington Navy Yard is restricted. Offerors and couriers and other delivery services may encounter unpredictable and lengthy delays or denied access when attempting to enter that facility. Similarly, mailed proposals may encounter unpredictable and lengthy routing delays. In all cases, Offerors are responsible for the risks associated with the chosen delivery method and for ensuring that the Government receives the complete proposal at the appropriate designated location prior to the due date and time for proposal submission. "
There are two methods of hand-delivering a proposal. If an employee of the offeror has a Government CAC, then that offeror may access the Navy Yard and deliver the proposal directly to MSC. Once on the Navy Yard, proceed to building 210 or 157 and inform the Security Guard that you are there to hand deliver a proposal to Ms. Britni Jones. Ms. Jones will then meet you at the Security Guard’s desk to pick up the proposal. If Ms. Jones is unavailable, you may leave the proposal with the MSC mail room in building 210.
An offeror who cannot gain access to the base may attempt to call Ms. Jones at 202-685-5964, in which case she will meet the offeror at the Navy Yard gate on 9th ST and M ST to accept the proposal, if she is available. It is the offeror's responsibility to deliver its proposal on time, and the Government cannot guarantee that the POC will be available to meet an offeror at the gate for pick up.
