MSC Logistics Software Systems
Figure 1
The MSC Logistics Systems described in Figure 1 are divided into Ashore and Afloat applications. The Ashore applications are accessed in the MSC IS Portal as both web browser and client server applications depending on their transitional state.
CLIP Legacy
CLIP Legacy (originally designed and introduced as CMIS) was designed for the Military Sealift Command (MSC) as a tool to manage the logistics support and configuration of MSC’s fleet.
MSC began using CLIP in January of 1991. In early 1991, the Corporate Information Management (CIM) Executive Agent (EA) conducted a run-off of 15 CM applications. After the run-off ended in June of 1991, the DoD Logistics Standard Information System (LSIS) selected CLIP as Best of Breed for its functional capability, user friendliness, and open systems architecture. This achievement was presented in the LSIS Acquisition Materiel Management Engineering and Technical Support Concept Plan.
Background
CLIP is the MSC ashore application used to manage the configuration and logistics support for the MSC fleet. The primary objective of CLIP is to provide MSC community with a standard Automated Information System (AIS) to support CM functions. This support includes:
• Configuration Identification (CI)
• Configuration Control (CC)
• Configuration Status Accounting (CSA)
• Configuration Audit (CA)
CLIP is the production database for all ships for which MSC has been designated as the Configuration Data Manager (CDM). It is the authoritative data source for ship configuration, allowances, APL maintenance, NIIN maintenance, fleet assets, demand data and much more. It is the only application currently owned and used by MSC to perform maintenance on all of the above tasks.
CLIP, published as a Citrix Application within the MSC IS Portal, provides authorized users maintenance options that can be performed in this system for users granted the rights to do so.
Maintenance includes, but is not limited to:
• Global NIIN information refreshes. Source data: DLSC
• Historical NIIN updates
• Historical APL updates
• APL maintenances (adds, changes, and deletes to parts on an equipment)
• Configuration changes (adds, changes, deletes to ship baseline)
• Repository for approved allowance baselines
• Import/Export functionality o SDIF/V09 imports. Used when taking ownership of Navy-owned vessels o Availability imports. Customized to work with SCLSIS-based or WinMASP source data o CDMD-OA exports. Required to keep NAVICP up-to-date on our equipments for demand purposes
CLIP is planned for retirement; eventually all maintenance capabilities that CLIP currently performs will be migrated to the MSC IS Portal-Corrective Maintenance (CMLS). The projected timeline is notionally planned for FY14. Until this functionality fully migrates to CMLS, CLIP will remain the only production MSC fleet-wide database to perform maintenance actions for logistics and configuration information.
CMLS
Corrective Maintenance and Logistics System (CMLS), and the engineering system Corrective Maintenance (CM) on the N7 Engineering side, deliver integrated maintenance (N71- Engineering) and life cycle logistics (N41-Logistics) MSC functionality. MSC is able to access source data through streamlined processes allowing them to perform their tasks more quickly and with fewer redundancies. By bringing the maintenance and life-cycle logistics communities together under a Logistics and Engineering System (LES), has significantly improved the maintainability, reliability and use of assets in MSC.
Background
Through the CM/CMLS LES integration within the MSC IS Portal, MSC ship operational, maintenance and life cycle logistics support processes and automated systems have been integrated, offering ship support staffs an efficient and secure automated tool and increased assets and requirements visibility. The converged life cycle support processes were the first processes implemented ashore, focusing on the ship industrial assistance, alteration and operational support roles. CMLS expanded on the original CLIP functionality, and in addition to CDM functions, delivers an inventory management module (warehouse and ship asset visibility), a Commodities module that provides worldwide visibility and centralized ordering for all MSC Global commodities Contracts, a Combat Logistics Force (CLF) module, which provides a full distance-support solution to CLF ship mission fulfillment to Navy and customer entitities, as well as a centralized restocking functionality. The implementation of the CLF solution provided MSC and the Navy significant cost savings.

ShipCLIP
Shipboard Configuration and Logistics Information Program (ShipCLIP) is an afloat client server application which provides shipboard engineering and supply personnel with a tailored reference tool for retrieval of the ship’s configuration, logistics and technical information, and allows the afloat user to create and submit fleet feedback reports. Shipclip also delivers full supply management functionality, including inventory management, requisitioning, local OPTAR budget monitoring, and for extended mission ships, Combat Logistics Force (CLF) functionality.
ShipCLIP interfaces with Shipboard Automated Maintenance Management (SAMM). SAMM users can view equipment nameplate, parts, allowance data and create feedbacks from within
SAMM.
ShipCLIP data is bi-directionally replicated with the shoreside application, CMLS, to provide the shoreside community full visibility of afloat requisition, inventory, feedback, and CLF data.
Configuration, equipment, parts and allowance changes affected ashore are, by the same token, replicated back to the ship. Data visibility is near real-time, for all ships within 12 hours.
WinMASP
Windows-based MSC Availability Support Progam (WinMASP) was created by MSC to support shipyard new construction, ship transfer, and ship availability logistics data capture efforts. It allows for data capture at the waterfront, support local provisioning efforts, and computes new allowances at the end of the shipyard duration. It is designed to perform the following tasks:
• Ensures new equipment is supported with provisioning technical documentation (PTD), technical manuals, and spare parts.
• Audits and manage changes to the ship's configuration information.
• Allows for the development of Allowance Appendix Pages (AAPs) for new and previously unsupported equipment.
• Computes new spare part requirements/allowances due to changes in the ship's configuration.
• Has the capability to import and export selected type data from other systems, i.e., CMIS, Haystack, ICAPS and SDIF standard Navy formats.
• Has Ad-Hoc Query Search and Save Capability.
• Can perform tailored allowance modifications on one or many (Multiple Deviation) allowance candidates on a new requirement list.
At the end of a shipyard period, WinMASP data undergoes a quality assurance review and it is then loaded to the shoreside system, CLIP/CMLS and changes are automatically replicated to the afloat ShipCLIP database.
