SAMPLE TASKS
Responses shall be limited to ten (10) 8.5” x 11” pages, 1-inch page margins, and 12-point font for each sample task.
(a) Background: MSC has taken over responsibility from Defense Logistics Agency (DLA) for all MSC ship end-use material to be received at its Balboa Avenue Training Site (BATS) warehouse in San Diego CA. Hazardous Material (HAZMAT) will continue to be received at the local DLA warehouse and not delivered to BATS. The BATS warehouse receives end-use material for MSC Ships and store it until shipping instructions are received from the ship. On average, 70% of all material procured by MSC and the ships is open market and 30% is standards stock. BATS supports approximately 18 MSC ships between Third and Seventh fleet. The number of ships in Third fleet fluctuates between 5 and 9 ships. BATS utilizes a stake truck for local delivery and has access to government owned material handling equipment (MHE). Upon receipt of shipping instructions from a MSC ship, or appropriate MSC representative, the accumulated material is consolidated and prepared for shipment. Assume that MSC can utilize all methods of commercial and military transportation.
Task:
1) Describe, as the MSC support contractor, how your company would execute the tasks required to successfully receive the material from DLA and commercial sources, ensure material is properly marked, and properly accounted for in the inventory system.
2) Describe how material in the three Issue Priority Groups (IPG) 1, 2, and 3 will be received, staged and delivery coordinated with the ships for local delivery as well as outside the San Diego area.
3) Describe the various transportation options that could be employed and the recommended methods of transportation solutions in Third fleet and Seventh fleet.
4) Describe the controls that will need to be employed to ensure that target metrics cited in Section 4 of the PWS will be achieved and maintained.
(b) Background: MSC Logistics Type Desk, who manages life-cycle sustainment, orders Gevernment Furnished Material (DFM) for MSC ships around the world. Material is ordered by MSC and is delivered to the MSC Norfolk warehouse in W-143 on the Norfolk Naval Base. The local DLA warehouse only handles HAZMAT. Once the overhauls are awarded, the W-143 warehouse personnel pull the material that has been received to date and prepare it for consolidated shipment to the commercial shipyard. The USNS NEVERSAIL is planned for overhaul within the next 3 months. The commercial shipyard has not yet been identified; however, approximately 300 GFM line items are expected to be required to support the overhaul. It is expected that the commercial shipyard will be in an OCONUS location in either the 6th fleet or 5th fleet AOR. Assume that MSC can utilize all methods of commercial and military transportation.
Task:
1) Describe, as the MSC support contractor, how your company would execute the tasks required to successfully receive the material from DLA and commercial sources, ensure material is properly marked, and properly accounted for in the inventory system as it is delivered to the W-143 warehouse in support of the USNS NEVERSAIL.
2) Once a shipyard contract has been awarded outside the local area, and the shipping request submitted, describe the processes to assemble the material requirements and prepare the GFM for shipment. Describe the delivery methods available for an OCONUS availability from W-143 and the recommended mode of transportation to meet the overhaul schedule.
3) Describe the controls that will need to be employed to ensure that target metrics cited in Section 4 of the PWS will be achieved and maintained.
(c) Background: The USNS NEVERSAIL shipyard availability is completed and there is residual material in A, G and F condition that needs to be returned to the W-143 warehouse. The Integrated Logistics Support (ILS) representative in the shipyard identifies the material that needs to be returned and submits a shipping request to the MSC W-143 warehouse. The shipyard then ships the residual material back to the W-143 warehouse.
Task:
1) Describe, as the MSC support contractor, how your company would execute the tasks required to successfully receive material from the shipyard availability, inspect, mark, and properly account for the residual inventory as it is delivered to warehouse and stowed into a location.
2) Describe the processes to notify the government that additional inspection of material is required if the company employees are unable to identify the material.
3) Describe the controls that will need to be employed to ensure that target metrics cited in Section 4 of the PWS will be achieved and maintained.
