1. General

The Commander, Military Sealift Command (COMSC), in his role as single Department of Defense (DOD) manager for sea transportation, operates a worldwide command and a Government-owned fleet of approximately 116 ships that provides strategic and operational sealift to meet national defense objectives. In executing this mission, COMSC has implemented a Program Management (PM) organization responsible for all life cycle matters pertaining to ship’s operating with the Combat Logistics Force (PM1), Special Mission (PM2), Pre-Positioning (PM3), Service Support (PM4), and Sealift Programs (PM5). Each Program Manager is responsible to COMSC for the operation, maintenance, and administrative management required providing mission-ready ships worldwide to the Command Sponsors. An inventory of the vessels by Hull Number is available at the following Internet address: http://www.msc.navy.mil/inventory/inventory.asp?var=hull. The fleet inventory and operating status change as required to support sponsor mission requirements.

The Military Sealift Command (MSC) logistics organization has an integrated Headquarters presence both at the Washington Navy Yard in Washington, DC, and in Norfolk, VA. MSC has five area commands, each headed by a U.S. Navy captain, covering the Atlantic, Pacific, Europe, Middle East and Far East areas of responsibility. MSC's area commanders are the primary points of contact for MSC customers and numbered fleet commanders in their respective areas and are the personal representatives of the MSC commander. The area commands also are the MSC commander's direct links to MSC ships, providing maintenance oversight, logistics coordination and other needed services.

The mission of the Logistics (N4) Directorate is to provide logistics support for the Military Sealift Command (MSC) force necessary to achieve assigned missions. The Directorate provides worldwide support services in the functional areas of fleet logistics operations, enterprise-wide facilities and Global Shore Infrastructure Program (GSIP) management, acquisition logistics, sustainment logistics, logistics systems and data management, Combat Logistics Force (CLF) load management, ordnance management, and supply chain management. MSC may be tasked with additional missions as directed by US Fleet Forces and/or United States Transportation Command (USTRANSCOM). In executing assigned missions, the Logistics Director is responsible for policy, processes, procedures, systems and performance measures. Additionally, the Logistics Director is Competency Manager for the MSC logistics military/civilian workforce. In this capacity, the Director is responsible for staff capacity/balancing, professional development, performance evaluation/recognition, personnel actions, and accession planning.

The Contractor shall provide services to process and manage retrograde material from origin to destination.

When tasked to move retrograde the Contractor shall pack, and prepare retrograde material in accordance with paragraph 2.1.6. Once shipped in accordance with 2.1.7, the Contractor is responsible for monitoring, tracing, and documenting retrograde material status as part of the retrograde management responsibilities and documenting the activity in CMLS.

2.1.9. Process Material Turn-in or Disposal

Excess ready-for-issue (RFI), not ready for issue (NRFI), scrap and other ship operating or maintenance materials must be returned for repair or credit to the DoD supply system, turned over to DoD re-utilization/scrap facilities, turned in to MSC residual assets facilities or turned in to Navy fleet support facilities.

The Contractor shall process material for turn-in or disposal and arrange shipment. This task shall include responsibility for all logistics requirements such as processing and documenting the material for disposal at a local Government Defense Logistics Agency Disposition Services (DLADS) facility, processing, documenting and turning in Not Ready For Issue (NRFI) Depot Level Repairables (DLR) to an Advanced Traceability and Control (ATAC) site in accordance with NAVSUP P-485, or processing, documenting and handling HAZMAT that may be discovered in accordance with 2.1.4 or 2.1.6, as appropriate.

The Contractor shall generate turn-in or disposal documentation, obtain the required authorization signatures, provide copies and notifications to concerned organizations and maintain Government files on these activities. The Contractor shall schedule delivery of the material to the Government residual asset warehouse, Navy facility, DLADS facility, or other activity, as required, and provide (or arrange) transportation. Turn-in and disposal record keeping requirements will be in accordance with the Government guidance provided to the Contractor. All transactions shall be recorded in CMLS. Once tasked, the Contractor shall be responsible for monitoring, tracking and documenting status of these efforts as part of the inherent disposal management responsibilities. The Government may reimburse the contractor for all packaging materials to the extent that the Contractor maintains accurate and complete records of packaging costs, as defined at the Task Order level.

2.1.10. Material, Equipment or Cargo Inventory Support

The contractor shall perform and record results of physical inventories on MSC ships and in shore support facilities. . Inventories are to be performed and recorded using MSC systems and procedures identified in the CDMP.

The contractor shall maintain an accurate warehouse inventory accounting at all times and comply with Financial Improvement Audit Readiness (FIAR) initiatives. This includes ensuring that warehouse inventory is accurately received and updated in CMLS, and all supporting documentation is uploaded to CMLS. FIAR support may also include assisting Government audit teams performing floor-to-book checks and book-to-floor checks. “Book” is defined as CMLS. Any discrepancies found shall be corrected in CMLS, and warehouse inventory practices should be reviewed and revised as needed to continually improve the correctness and completeness of warehouse inventory.

2.1.11. Provide Residual and Special Material Assets Management Support

The contractor shall operate MSC’s residual assets warehouse and perform residual assets transaction tracking using the Navy Real Time Residual Assets Management (RRAM) system, now accessed within Navy Enterprise Resource Planning (Navy ERP) system. The Government will provide computer equipment and access to the RRAM system at Government owned facilities.

The warehouse is a Government facility at Norfolk Naval Station, Norfolk VA. The residual assets support functions included are (1) management of all residual assets in storage; (2) receipt, identification using standard research tools such as HAYSTACK and CMLS, documentation, induction and storage of incoming residual material from MSC; (3) processing all incoming requisitions from MSC and Navy RRAM users through RRAM and outside of RRAM system via Ad Hoc MSC screening requests; (4) pick, pack, ship and record outgoing RRAM material; (5) evaluation and recommendation to turn-in or dispose of non-moving and unuseable material, turn-in and disposal activity.

The contractor shall provide monthly and end-of-year activity induction and backlog reports for RRAM operations.

The specialized material support function includes management of all specialized assets in storage that are co-located at the RRAM facility using CMLS, as described in Attachment 13. Specialized material support services includes (1) receipt, identification, documentation and storage of incoming specialized material from MSC and other sources; (2) processing all incoming special material issue requirements from MSC; (3) pick, pack, ship and record outgoing material; (4) monitor, trace, track and follow up on outgoing shipments using CMLS.

2.1.12. Warehousing Surge Support

The Contractor shall provide support to sustain efforts necessary for evolving MSC warehousing requirements, including short-fused surge capabilities when necessary. There are times when the Contractor may be required to support increased warehouse activities on weekends or extended daytime support. The contractor shall ensure that warehouse support is provided to support the mission for these situations.

3 Transition Plan The Contractor shall provide transition services as necessary. When providing transition services, the Contractor shall minimize the impact to the warehouse support services.

Phase in. The Contractor shall (1) provide any services necessary to ensure a successful transition of services from the current contractor: (2) provide transition plans if required by individual task orders; and (3) complete transition prior to the start of task order performance.

Phase out. The Contractor shall provide any services necessary to ensure a successful transition of services to the awardee under a subsequent contract for the same or similar requirement.
