About this file

This document is a memo from the Volusia County Schools Facilities Planning and Construction department detailing the Construction Management Selection process for the Pathways Elementary 11 Classroom Addition (Project No. 2548152). The project involves selecting a construction management firm to build an approximately 15,000 square foot one-story masonry building with eleven classrooms, restrooms, storage rooms, mechanical rooms, and an expanded parent drop-off/pick-up loop. On March 6, 2025, nine firms submitted qualifications, with the selection committee interviewing the top three firms on April 22, 2025. The recommended next steps include presenting the selection recommendation at the School Board meeting on May 13, 2025, with a potential contract award on June 24, 2025.

The selection process utilized a comprehensive scoring method across four weighted criteria: Project Understanding, Experience and Past Performance (30 points), Overall Construction Approach (30 points), Knowledge of Site, Safety and Local Business (20 points), and Cost Control and Constructability (20 points). A.M. Weigel Construction, Inc. emerged as the top-ranked firm with 84.86 points, followed by WELBRO Building Corporation with 81.14 points and Charles Perry Partners, Inc. with 75.14 points. The estimated construction budget is $12,000,000, and the project will be conducted on an occupied campus, requiring phased work to minimize disruption to student and staff services. A current Certification as a Prequalified Contractor is mandatory, with contractors required to contact the Volusia County Schools Procurement Department for prequalification requirements.
