About this file

This document is a memo and selection committee results from Volusia County Schools regarding Construction Management Services for the Pathways Elementary 11 Classroom Addition Project (Project No. 2548152). The project involves selecting a construction management firm to oversee an approximately 15,000 square foot, one-story masonry classroom building expansion, including restrooms, storage rooms, mechanical rooms, and site work improvements to the parent drop-off/pick-up loop. The solicitation process included a mandatory pre-submittal meeting on February 13, 2025, submittal deadline of March 6, 2025, and interviews conducted on April 22, 2025. Nine firms submitted qualifications, with the selection committee interviewing and ranking the top three firms: A.M. Weigel Construction, Inc. (first), WELBRO Building Corporation (second), and Charles Perry Partners, Inc. (third).

The selection was based on four weighted criteria: Project Understanding, Experience and Past Performance (30 points), Overall Construction Approach (30 points), Knowledge of Site, Safety and Local Business (20 points), and Cost Control and Constructability (20 points). A.M. Weigel Construction scored highest with 84.86 points, demonstrating strong performance across all evaluation areas. The project will be conducted on an occupied campus, requiring phased work to prevent interruptions to student and staff services. The anticipated board approval of the ranking is scheduled for May 13, 2025, with contract award expected on June 24, 2025. A current Certification as a Prequalified Contractor is required to meet minimum qualifications for construction management services.
