This document outlines requirements for the Joint Terminal Control Training and Rehearsal System (JTC TRS) Program. The program will continue to acquire and sustain high-fidelity simulation systems to provide realistic training for terminal attack control, close air support, call for fire, and air-to-ground command and control. The systems include the Joint Terminal Attack Controller simulator and the Air Support Operations Center simulator. Both systems are critical for training and mission readiness of tactical air control party weapons systems and joint terminal attack controller qualifications. The program will procure production-ready systems or transition systems to support joint terminal attack controller training needs. For day-to-day operations, government and military personnel will conduct training and perform minor maintenance at JTC TRS training sites, while contractor personnel will operate, maintain, and install configuration changes for the Air Support Operations Center simulator.

Attachment 4: Scenario 3 Description

Commanders Intent Purpose GC C/S: Sea Bass 06 1st Platoon, A Co 1-25 (L)infantry, have secured OBJ HARRY. The JTAC will conduct an air strike to destroy the Headquarters compound IVO 42S WD 171 080. Once Headquarters compound is destroyed, 1st Platoon with link up with 2nd Platoon to conduct a presence patrol through Big Gulp.

Key Tasks Destroy Headquarters compound.

Minimize collateral damage to the residential sector and noncombatants in the area.

End state Disrupt enemy IED operations.

Enemy Forces: Throughout Big Gulp and surrounding

Training Objectives:

The UT will demonstrate ability to effectively plan for the employment of a separate JFO located in a common mission area. The UT will extract mission data in order to safely and effectively employ CAS asset(s) to neutralize the enemy threat and safeguard any/all friendly forces.

Political Impact to Area Relationships with Big Gulpians have been in the rise over the course of the last thirty days. Local nationals provided valuable Intel in regards to enemy Headquarters compound and operations. It is detrimental to the mission to avoid unnecessary damage to the suburban area of the town to continue building strong relationships with the habitants.

Mission Conduct air strike on Headquarters compound and neutralize any additional threats in the area per GC. After Headquarters neutralized will link up with OBJ LLOYD team and complete a presence patrol threw Big Gulp.

Situation Terrorist forces are attempting to control the urban area known as Big Gulps. They are scattered all throughout Big Gulp, and are continuing to grow. These forces are believed to be 50-60 personnel strong and are equipped with snipers, mortars, and improvised explosive devices (IED) capabilities. There is a suspected Headquarters compound east of the urban area. All enemy operations and IED strikes in the AO have been tracked back to this compound.
