The City intends to award non-exclusive contracts to multiple qualified firms capable of providing comprehensive professional services including architecture, environmental engineering, civil engineering, structural engineering, geotechnical engineering, mechanical/electrical/plumbing engineering, roadway/traffic/transportation engineering, construction/project management, and construction engineering/inspection services. The RFQ required firms to demonstrate at least five consecutive years in business, current authorization to perform services in Florida, and appropriate professional licenses. The proposal submission deadline was February 6, 2026, at 2:00 PM local time via VendorLink, with a virtual proposal opening scheduled for 2:05 PM that same day. The City Council is scheduled to approve the awards on Wednesday, April 8, 2026, at 6:00 PM EST. The initial contract term is three years with the possibility of three additional one-year renewal terms upon mutual agreement.
Twenty firms have been selected for award, including Kimley-Horn and Associates, Inc., LJA Engineering, Inc., Universal Engineering Sciences, LLC, CPZ Architects, Inc., and sixteen other engineering and architectural firms. Compensation will be determined on a task-order basis through mutually negotiated Continuing Services Agreements (CSA), with the City requesting services on individual project tasks as needed. Proposing firms must maintain comprehensive insurance coverage, including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), business automobile liability ($1,000,000 combined single limit), workers' compensation, and professional liability/errors and omissions ($1,000,000 per claim/$2,000,000 annual aggregate). The evaluation criteria awarded up to 100 points based on firm profile (20 points), engineering and architecture knowledge and methodology (32 points), regulatory knowledge and methodology (16 points), staff credentials and project team (20 points), and references (12 points). Potential tie-breaking consideration was provided for MBE/WBE/DBE businesses.
