ADDENDUM NO. 1

Continuing Engineering and Architectural Services

The original Request for Qualification shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.

SECTION I: CLARIFICATIONS

• N/A

SECTION II: QUESTIONS

• Question 1: The language of the document states: The City will attempt to award a non-exclusive contract to a minimum of three (3) Firm(s) to provide the necessary services for an initial period of three

(3) years. The contract may be renewed for three (3) additional one-year renewal terms upon mutual agreement by the awarded Firm and the City of Sebastian.

It then says under Scope of Services:

Provide professional engineering and required associated services to the City of Sebastian, including but not limited to, and it lists out from A-I different services.

Our question is the city looking for just three firms that have a team to cover all the services or will you be selecting 3 firms per scope discipline?

Answer: The requirement to award contracts to a minimum of three firms is established by state statute.

Accordingly, we must select at least three highly qualified firms, and the solicitation must result in no fewer than three awarded contracts.

Awards will be based on each firm’s overall portfolio. All interested firms are encouraged to submit a proposal, even if they do not provide all disciplines listed in the solicitation.

Firms are not required to offer every discipline identified in the solicitation document.

• Question 2: Could you please confirm whether firms without prior contracts with the City of Sebastian are eligible to submit for this RFQ, provided they meet the stated qualifications?

Answer: Yes. Any firm that meets the minimum qualifications may submit a proposal.

• Question 3: Could you also confirm if there are any page limits, formatting requirements, or mandatory forms that must be included with the RFQ submission beyond what is listed in the solicitation?

Answer: All formatting and submission requirements are listed in the RFQ. There are no additional requirements.

• Question 4: We provide building envelope and roofing consulting services, including roof condition assessments, moisture intrusion and leak investigations, façade and exterior wall evaluations, waterproofing consulting, construction quality assurance/observation, and preparation of repair documents and technical reports for existing facilities and renovation projects.

Before proceeding further, we wanted to confirm whether services of this nature are expected to be included or awarded as part of this contract.

Answer: In the past, we have needed these services (see 26-3-ITB, Police Department Roof Replacement), and I anticipate we will need them again in the future.

All interested firms are encouraged to submit a proposal, even if they do not provide all disciplines listed in the solicitation.

• Question 5: The RFQ #26-7-RFQ for the Continuing Engineering and Architectural Services instruction document (32-page count) has 26-6-RFQ in the header on each page from page 2 to page 23 instead of 26-7-RFQ. It appears that someone forgot to update the header on the document, so I wanted to make you aware of this. Also, the header on each form at the end of the packet has an additional number in the RFQ number. They all have a zero in front of the 7 (26-07-RFQ). Which RFQ number is correct, 26-7-RFQ or 26-07-RFQ?

Answer: 26-7-RFQ. Please see the attached revised solicitation document.

• Question 6: Does a firm need to submit on all categories or can we submit on one or two categories?

Answer: No. Awards will be based on each firm’s overall portfolio. All interested firms are encouraged to submit a proposal, even if they do not provide all disciplines listed in the solicitation.

• Question 7: Will the City allow a Letter of Interest to be included in the submittal response, and not be included in the page count?

Answer: Yes.

• Question 8: Section 2.2, Scope of Services lists multiple disciplines, but some of the qualifications requests in 3.8.2 Proposal Submittal specifically refer to experience with Coastal Engineering experience. Please clarify if this is a requirement across all disciplines.

Answer: This section has been revised to remove the coastal engineering reference. Please see the attached revised solicitation document.

• Question 9: Section 2.2 outlines multiple professional service categories (Architecture, Civil, Environmental, Structural, MEP, etc.) as part of the full Scope of Services. However, Section 2.3.2 states that if a Continuing Services Agreement (CSA) requires multiple disciplines, the City will determine the most applicable prime discipline and negotiate a task order with the most qualified prime firm.

Based on this language, I would appreciate clarification on the following:

Is a firm permitted to submit qualifications for a single discipline listed in Section 2.2, or is the expectation that a submitting firm should be capable of fulfilling all service categories within the overall Scope of Services?

• Question 10: Is there a list of incumbent firms?

Answer: Yes. (1) Carter Associates, Inc.; (2) Johnson, Mirmiran & Thompson, Inc.; (3) Kimley-Horn and Associates, Inc.; and (4) Schulke, Bittle & Stoddard, LLC.

• Question 11: Is it the desire of the city to have 1 comprehensive team submit to the RFQ or are we to submit for the category we want to be considered for (i.e. Architecture)?

Answer: No. Awards will be based on each firm’s overall portfolio. All interested firms are encouraged

• Question 12: It appears the RFQ in large part was copied from the 26-6-RFQ Continuing Coastal Engineering Services as the requirements listed in this RFQ are specific to perform coastal engineering tasks. Will this RFQ document be re-written to be specific to Continuing Engineering and Architectural Services?

Answer: Please see the attached revised solicitation document.

• Question 13: Did the City intend to combine Engineering & Architecture?

Answer: Yes, the City intended to issue a solicitation with Engineering and Architecture.

• Question 14: Site design and permitting is in large part an unrelated task to vertical development. If so, do we need to provide both or can the Prime be Professional Civil Engineers with a proven sub-consultant providing Professional Architectural services?

Answer: Firms are not required to offer every discipline identified in the solicitation document.

Awards will be based on each firm’s overall portfolio. All interested firms are encouraged to submit a proposal, even if they do not provide all disciplines listed in the solicitation.

• Question 15: Should Architecture submit separately or with Engineering? Or should the Architect be the prime?

Answer: One proposal shall be submitted per consulting firm.

• Question 16: What is the City’s intent in having Engineering and Architecture under the same contract?

Answer: The intent is to enter into continuing professional services contracts with engineering and/or architecture firms.

• Question 17: 2.1.4 This section refers to “coastal” engineering. Does the City intend to rewrite this section?

• Question 18: If the City does not intend to rewrite the RFQ and specific sections as referenced herein, it appears the RFQ specifies only the prime will be reviewed per 2.3.1. Is this the case even though

2.2.1 states professional engineering and required associated services include Architectural, Environmental Engineering, Civil Engineering, Structural Engineering, Geotechnical Engineering, MEP Engineering, Roadway/Traffic/Transportation Engineering, Construction/Project Management, Construction Engineering/Inspection Services? It appears that this may have been a holdover from the coastal engineering RFQ as well, but is detrimental to how submittals will be viewed and graded. If only the prime’s qualification will be considered, who should the prime, Engineer or Architect? Should our subconsultant team submit separately for each discipline?

• Question 19: 2.3.3 “All subconsultants must be included on the Subconsultant Form…” The included form is labeled Subconsultant List and appears to be for specific projects not geared toward a Non- Exclusive Professional Services Agreement. Will a new form be provided? Will the subconsultants be reviewed as part of this submittal?

SECTION III: REVISIONS TO THE SCOPE OF WORK

• Page 18, Section 3.8.1, shall be amended to remove Item J.
