About this file
This is an Evaluation Committee Meeting Notice issued by the City of Sebastian, Florida's Procurement Division for the 26-7-RFQ Continuing Engineering and Architectural Services procurement. The meeting is scheduled for March 17, 2026, at 11:00 a.m. at City Hall (1225 Main Street, Sebastian, FL 32958) and will be conducted both in person and virtually via Zoom. The evaluation team will discuss offeror responses, rank proposals based on individual member rankings, and allow for public comment. The RFQ seeks to select multiple qualified firms to provide comprehensive engineering and architectural services, including architecture, environmental engineering, civil engineering, structural engineering, geotechnical engineering, mechanical/electrical/plumbing engineering, roadway/traffic/transportation engineering, construction/project management, and construction/engineering inspection services. The proposal deadline was February 6, 2026, at 2:00 p.m., with virtual proposal opening at 2:05 p.m. the same day. The initial contract term is three years with the possibility of three additional one-year renewal terms upon mutual agreement.
Compensation will be determined on a task-order basis through mutually negotiated Continuing Services Agreements (CSA), with the City requesting services on individual project tasks and firms required to submit detailed scopes of work, schedules, and not-to-exceed budgets with cost breakdowns. Multiple firms are anticipated to be awarded non-exclusive contracts based on qualification evaluation criteria: firm profile (20 points), engineering and architecture knowledge and methodology (32 points), regulatory knowledge and methodology (16 points), staff credentials and project team (20 points), and references (12 points). Responding firms must demonstrate at least five consecutive years in business, current authorization to perform services in Florida, and appropriate professional licenses. Required insurance includes commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), business automobile liability ($1,000,000 combined single limit), workers' compensation, and professional liability/errors and omissions ($1,000,000 per claim/$2,000,000 annual aggregate). Tie-breaking consideration may be given to MBE/WBE/DBE (Minority/Women/Disadvantaged Business Enterprise) businesses.
