About this file
This is Addendum B to Invitation for Bids (IFB D26-128) issued by the Hawaii State Department of Education's Procurement and Contracts Branch on July 8, 2026, for the furnish, delivery, and installation of Eaton 9PX Series Uninterruptible Power Supply (UPS) systems. The addendum modifies the original IFB by revising technical specifications for eight UPS models and components, including the 9PX 5kVAG2 UPS System, 9PX 2kVA UPS System, 9PX2000RTN, 9PXEBM72RT, 9PX5KTF5G2, 9PXTFMR5G2, 9PXEBM180RTG2, and 9PX-RMA. The scope encompasses nine line items with estimated quantities ranging from 10 to 100 units per item in the initial phase, including complete UPS systems, head units, transformers, external battery modules, two-post rack extender kits, and replacement warranty services. The revised offer page reflects the updated pricing structure and clarifies the distinction between complete end-to-end solutions (items 1 and 2) and component-only replacement items (items 3 through 7). The contract period extends through June 30, 2027, with options for two additional twelve-month renewal periods.
The addendum addresses 16 submitted bidder questions, clarifying that unit bid pricing must be all-inclusive of installation, removal, and disposal of existing equipment by qualified Eaton technicians, and that actual quantities purchased are contingent upon funding availability and not guaranteed. Delivery requirements specify that bidders are responsible for complete end-to-end solutions across multiple Hawaii locations (Oahu, Maui, Molokai-Lanai, and Kauai), with no loading dock or material handling equipment available at delivery sites. The revised technical specifications detail inverter output ratings, efficiency requirements (91-93 percent), voltage regulation tolerances, harmonic distortion limits, and transient response classifications. No equal or substitute brands are acceptable; only the specified Eaton models qualify. Bidders must maintain Hawaii-based operations with warehousing and inventory capabilities on Oahu and provide a dedicated point of contact for sales, ordering, and problem resolution during standard business hours.

PART II: RESPONSES TO QUESTIONS SUBMITTED
Question 1: Confirm if item 1 could also be item 3.
Answer 1: Line item 1 is a complete end to end solution (furnish product: ship, deliver, install and dispose of old unit where applicable). Line item 3 is only to furnish, ship and deliver the specific part number as a replacement item.
Question 2: Confirm if item 2 could also be item 6.
Answer 2: Line item 2 is a complete end to end solution (furnish product: ship, deliver, install and dispose of old unit where applicable). Line item 6 is only to furnish, ship and deliver the specific part number as a replacement item.
Question 3: Provide shipping address
Answer 3: Refer to Special Conditions, page SC-11, 36. Delivery
Question 4: Does the delivery site have a loading dock?
Answer 4: Typically, the delivery sites do not.
Question 5: Will the site unload the truck and is inside delivery required?
Answer 5: The bidder is responsible to provide an end-to-end solution. This includes furnishing, delivering, transporting, and installing the product, as well as disposing of old existing units where applicable.
Question 6: Is there a forklift or pallet jack at the site?
Answer 6: No
Question 7: Do you have an installation schedule for the equipment, such as a requirement for 12 units in the Hawaii State Department of Education (STATE) area (Honolulu, Waipahu and Waianae) in the months of August, Sept, etc.?
Answer 7: Actual Quantities purchased are based on funding availability and are only for estimate purposes and not guaranteed with this contract.
Question 8: Are these units replacing existing UPS equipment? If so, what are the model numbers they would be replacing?
Answer 8: If replacing units in existing locations, the units would potentially replace old
Eaton Tripp Lite, APC equivalent capacity units. (i.e. An old 2k system will be replaced with a new 2k system.)
Question 9: Are these units going into existing racks on site?
Answer 9: These units install in four (4) post racks and vertical equipment racks.
IFB D26-128 4 of 6
Question 10: Your bid request is for only 20each RK2PC and 9PX-RMA but your request for UPS equipment far exceeds that quantity. Just wondering what the reason is for that?
Answer 10: Most locations use either a four (4) post or vertical mount rack. RK2PC is used when installing into a two (2) post rack which would be needed in rare situations within the STATE.
Question 11: 5kVA: It would seem they are breaking down the parts as well as calling out the entire solution UPS (9PX5KTF5). Do we know if they are needing portions of the UPS or the whole? Line items 1 and 2 provide whole solutions with all necessary part numbers.
Answer 11: Eaton – 9PX2K UPS System:
• 9PX2000RTN
• 9PXEBM72RT
Includes VENDOR pricing for installation AND removal and disposal of existing unit being replaced if applicable. (Removal and disposal does not apply to new locations where no existing UPS is installed.)
Eaton – 9PX5KG2 UPS System: (Head unit and transformer units are included with this line item)
• 9PX5KTF5G2
• 9PXTFMR5G2
• 9PXEBM180RTG2
• 9SW5Y-6000UC - Extended 5-year warranty
Includes VENDOR pricing for installation AND removal and disposal of existing unit being replaced if applicable. (Removal and disposal does not apply to new locations where no existing UPS is installed.)
Question 12: How many total 5kVA UPS are needed?
Answer 12: Actual quantities purchased are based on funding availability and are only for estimate purposes and not guaranteed with this contract.
Question 13: For 2kVA, quantities are listed twice, one hundred (100) and ten (10), do you know the total for the 2kVA models?
Answer 13: Actual quantities purchased are based on funding availability and are only for estimate purposes and not guarantee quantities purchased with this contract.
Question 14: Are individual installation Stock Keeping Unit (sku) numbers required for each
UPS and Extended Battery Module (EBM)?
Answer 14: There are no individual sku numbers associated with each part number from the manufacturer. Installation is the responsibility of the bidder and must be factored into bid pricing.
IFB D26-128 5 of 6
Question 15: Can you accept an equal other brand for the UPS items?
Answer 15: No, refer to Specifications, page S-2, 2. Model Summary.
Question 16: Is the bid a one time purchase or is it a contract for one year or so, that you will be ordering the units when you need it?
Answer 16: Refer to Special Conditions, page SC-10, 35. Ordering and page SC-2, 5.
