About this file

This is Addendum #1 to an Invitation for Bids (IFB-2027-01-P&R) issued by the County of Frederick, Virginia Finance Department for the Old Charlestown Road Park Development project. The project involves the construction and development of a 25-acre public park on an undeveloped parcel, including site grading, utilities, stormwater improvements, lighted parking, irrigated natural grass soccer fields, paved walking trails, futsal and basketball courts, and a restroom/concession/shelter building. The original bid due date has been extended to Thursday, September 3, 2026, at 2:00 p.m., to comply with Virginia Public Procurement Act requirements mandating at least ten calendar days between addendum issuance and bid opening, and to accommodate the significant volume of bidder inquiries. Contractors must acknowledge receipt of the addendum by signing and enclosing the provided form with their proposal.

The addendum addresses thirteen questions and clarifications regarding project requirements. Key determinations include confirmation that the required bid-validity period is 90 days from bid opening, with the 120-day bid bond period applying separately to bond duration only. CAD files and geotechnical reports are not available for this project. Blasting is permitted in accordance with Fire Marshal regulations and requires a pre-blast survey. The perimeter safety fence may be constructed of polyethylene fabric rather than chain-link. The project does not include playground equipment or field line painting. The park entry sign specifications are provided on Sheet C105 with aluminum face requirements and county-provided graphics, while the flagpole is specified as 25 feet in height on Sheet C104. Contractors are responsible for obtaining necessary permits and meeting requirements for VDOT entrance and right-of-way work.

1. Addendum Timing: Is there consideration to extend bid date if the final building design or common pricing criteria are not issued at least ten calendar days before the bid due date?

Yes, the bid date will be extended to meet the VPPA requirement of providing at least ten
