M.1 Evaluation

The following requirements must be addressed in a technical proposal in order for the

Government to determine technical acceptability. Discussions may be conducted by the

Contracting Officer or an authorized representative. The Government may negotiate any aspect of the offer as deemed necessary. Alternatively, the Government reserves the right to make an award without conducting discussions.

In order to demonstrate the ability to support the known SOF area of interest operating locations leveraging T2SDT/Stingray suites, provide information regarding:

1. Existing Support Capability

● Description:

○ Demonstrate capability to support existing T2SDT/Stingray-oriented (e.g.

Hardware, Software, GUI, etc.) Help Desk and organic depot level functionality to include support for Task Force(TF)-specific configurations/fieldings and a working knowledge/relationship with industry partners supporting prior Stingray/T2SDT configurations/components.

● Submittal Requirements:

○ Provide three examples of support provided to T2SDT/Stingray suites (including at least one TF specific configuration) within the past three years.

○ For each example, provide the contract number, a description of the support given, including location, type of T2SDT suite, Help Desk, and/or organic level depot activity, and other information to demonstrate applicability to work listed in the PWS.

○ This submittal must not exceed four (4) typed pages.

● Standard for Evaluation:

○ The standard is met when offeror provides three examples (to include one TF specific configuration) of providing support for existing T2SDT/Stingray suites already deployed in support of current day SOF operations in the past 3 years.

2. WGS Ka and X Band Certified Terminals/Modems

○ Must possess experience and capability for deploying WGS Ka and X Band Certified terminals (without waivers) and support/sustain all existing WGS Certified Ka and X Band Terminals/Modems already deployed in support of current day SOF operations.

M − 2 of 4

● Submittal requirements:

○ Provide three examples of having deployed WGS Ka and/or X Band Certified terminals/modems supporting T2SDT/Stingray suites within the past three years.

○ For each example, provide the contract number, a description of the support given, including location, type of T2SDT suite, type of terminal, and other information to demonstrate similarity to work listed in the PWS.

○ The standard is met when offeror provides three examples of having deployed

WGS Certified Ka and X Band Terminals already deployed in support of current day SOF operations in the past 3 years.

○ As the Customer seeks to heavily leverage the multitude of WGS Ka and X Band certified terminals/modems across industry and within ARSTRAT’s portfolio, terminals/modems with waivers are not acceptable for this performance element.

3. DISA Gateway EBEM/ESEM architectures

○ Demonstrate ability to leverage DISA Gateway EBEM/ESEM architectures globally and familiarity with SAR/GAR processes for required access to the same (e.g including working knowledge/familiarity with Stingray/T2SDT RMF packages)

● Submittal Requirements:

○ Provide three examples of leveraging DISA Gateways and EBEM/ESEM architectures at multiple locations globally and familiarity with associated SAR/GAR processes.

○ For each example, provide the contract number, a description of the work performed, and other information to demonstrate similarity to work listed in the

PWS.

○ The standard is met when offeror provides three examples of having leveraged

DISA Gateway(s) and/or EBEM/ESEM architectures globally in the past 3 years.

○ As the Customer seeks to utilize MILSATCOM satellites due to the cost prohibitive nature of commercial equivalents, non-EBEM/ESEM substitutions are not acceptable to meet this factor.

The Government reserves the right to use past performance information, obtained from sources available to the Government such as the Past Performance Information System (PPIRS), M − 3 of 4 the Contractor Performance Assessment Reporting System (CPARS), or any other sources, to determine technical acceptability.

Technical proposal must not exceed fifteen (15) typed pages.

M.2 Contract Type

The Government anticipates awarding a one year IDIQ (Indefinite Delivery / Indefinite Quantity) contract resulting from this solicitation. Individual Task/Delivery Orders placed under this contract may use a fixed price, cost reimbursable, or time and material contract type, or a combination of these types.

M.3 Award

The Government intends to award a single IDIQ contract resulting from this solicitation.

Offeror’s proposal, and any revisions, will be incorporated into the contract by reference. A written notice of award or acceptance of an offer executed in the GSA ITSS system, mailed, or otherwise furnished to the Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received from the offeror before award.

An award will only obligate the Government to purchase the minimum required quantities, and not more than the ceiling quantities, stipulated in the contract. Subsequent to the award of the contract, the Government will place funded Task/Delivery Orders for T2SDT. The Government will only pay for T2SDT items and services that are ordered, delivered, and accepted.
