FROM: USTRANSCOM/TCAQ-C

508 Scott Drive Scott AFB IL 62225

SUBJECT: Solicitation HTC711-08-R-0003 (FY09 International Airlift Services Solicitation)

1. The FY09 International Airlift Services Solicitation is now posted at www.fbo.gov. Teaming arrangements are due by COB Thursday, 15 May 2008. If you are able to submit your Appendix 3A’s and AMC Form 82s and 83s by this deadline, they will be gladly accepted as this will give us an opportunity to work ahead in reviewing proposals. Complete proposals are due by noon, Tuesday, 3 June 2008.

2. For security purposes, draft mission requirements were e-mailed to all carriers on 24 January 2008. Final requirements have been emailed separately to all carriers, but concurrently with release of this letter. If you did not receive, please contact John Carlson (john.carlson@scott.af.mil) or Neal Newberry (neal.newberry@scott.af.mil) for assistance.

3. Questions regarding the solicitation may be addressed to the Contracting Officer and should be received no later than close of business (COB), Thursday, 15 May 2008 to allow sufficient time to provide answers to all prospective offerors prior to solicitation closing.

4. Offerors are encouraged to read the entire solicitation, with particular emphasis to Section L, paragraph 8, Proposal Preparation Requirements. Paragraph 8(e) (1), again, includes the requirement that proposals which are part of a teaming arrangement must be submitted as a single entity.

5. Additionally, several important items need to be highlighted in the FY09 solicitation. These are noted as follows:

a. INDEMNIFICATION – Thank you for your early submission of indemnification packages. This will greatly assist us in ensuring coverage is in place prior to contract start.

b. ON-LINE REPRESENTATION AND CERTIFICATION REQUIREMENTS (ORCA) – Complete or update ORCA electronically via online website.

c. DEMURRAGE RATES – The demurrage rates located in Section B, paragraph 3(a) (1) have been revised.

d. STATEMENT OF LEASE CONFORMANCE – Offerors are required to add any additional breach conditions to the listing. Copies of the leases are not required to be submitted.
