6 February 2008
MEMORANDUM FOR ALL PROSPECTIVE OFFERORS
FROM: TCAQ
508 Scott Drive Scott AFB IL 62225-5357
SUBJECT: Solicitation HTC711-08-R-0003 (FY09 CRAF International Solicitation)
1. The purpose of this letter is to highlight changes for the FY09 solicitation. We will host a pre-solicitation conference on Feb 22nd, from 8:00 a.m. until 4:00 p.m., at the Drury Inn, O’Fallon IL to discuss these changes, with particular emphasis on the Economic Price Adjustment (EPA) clause. It’s highly encouraged that a financial representative also attends this conference to participate in a group break-out session on EPA issue. We will issue the draft solicitation in the near future (projected posting date 15 Feb 08). Please notify Jennifer Daniels, Jennifer.Daniels-02@scott.af.mil, or 618-256-2465, no later than 11 Feb 08 to confirm the number of individuals attending and staying in the designated hotel.
To make reservations and get the group discount ($70 per room), please click on the following link before Tuesday, Feb 12th.:
https://reservations.druryhotels.com/GroupReservationConfirmation.aspx?GroupNo=2028910.
2.. Highlights of proposed changes are outlined below:
a. Commercial Acquisition – Acquisition format changed to Federal Acquisition Regulation (FAR) Part 12 (Commercial) versus FAR Part 15 (Negotiations). After thoroughly evaluating FAR Part 12 and FAR Part 15, we’ve established that the commercial standards apply. FAR Part 12’s intent is to obtain commercial services more closely resembling those customarily used in the commercial marketplace. Based on market research, the services provided under this acquisition are commercial in nature as represented by industry providing the same or similar service to the commercial marketplace on a daily basis. Overall performance requirements and terms and conditions remain unchanged.
b. EPA Clause – The calculations in establishing fuel adjustments will change from a monthly reimbursable based on actual costs to an EPA procedure based on fuel indices. This change was briefed at the MOBREP Conference in September 07. The fuel index will be based on the Defense Energy Supply Center (DESC) JP8 fuel price and Energy Information Administration (EIA) Spot Price Index for Kerosene-Type Jet Fuel. A separate email will be sent to provide the adjustment details.
c. L100 and Combi Operations – A Eurocontrol percentage or flat rate will be established for operations transiting the European theater rather than a reimbursable. This will eliminate the administrative burden of providing individual invoices for all services in Europe.
d. Wide Body Cargo Entitlement – Two wide body categories will be implemented; one for 90 Ton
(non-contoured) requirements and one for contoured (75 – 86 Ton) requirements.
e. Category A Cargo – Cat A is being removed from the CRAF International Solicitation and will be procured as a separate competitive acquisition. This acquisition strategy will allow for a robust competitive environment providing more flexibility to our customers in obtaining the best value considering price, service, and past performance at the time of their order.
f. HQ AMC Forms 82 and 83 (Excel format) – Electronic forms are being developed which will provide offerors with electronic fillable versions, versus manual submissions.
g. Statement of Lease Conformation - Paragraph 6. Offerors will not be required to submit the portion of the lease which spells out breaches. Previously carriers submitted portions of their leases that dealt with breaches.
3. We value your partnership and participation in the Civil Reserve Air Fleet (CRAF) Program under the Long and Short Range International contract and are interested in receiving your feedback. Please submit any input via email to John.Carlson@scott.af.mil or the undersigned at lucy.hitsman@amc.af.mil. We will consolidate all questions/feedback and provide response at the conference, if available, and posted to www.fedbizopps.gov.
