Contractor InquiryAnswersCLIN Table/Bid SheetRFPPRS
What factors will FEMA use to assign a firm any one of the 4 Regions (Alpha, Bravo, Charlie, and Delta)? Will the bidding firm be required to describe why it is best suited for any one or all of the 4 regions? The factors used to determine Sector assignments are described on page C.3 of the PWS and in Section L, Page L.2. No, the bidding firm will not be required to describe why they are best suited for a sector.
Is there a price component to the solicitation, or is it qualifications-based only? The solicitation contains both technical and price components for evaluation purposes, i.e, readiness fixed price, and the proposed prices, cost, and loaded fixed labor rates for the other CLINs in the IATAC III CLIN Table.
Will FEMA require all 4 of the winning IA-TAC III contractors to have a minimum level of small and local business participations? The solicitation is issued unrestricted. It contains requirements for proposing contractors to submit their goals for subcontracting small business, with emphasis on small disadvantaged businesses.
How much will FEMA allocate for Readiness/Mobilization fee? What will be the work/deliverables? Will they include extensive regional/local preparedness planning, resulting in regional Game Plans and Playbooks? The offeror is expected to include Readiness and Mobilization costs in their proposal. Deliverables are detailed in the PRS/Deliverables Table attached to this solicitation. Yes, this will include extensive partnerships with state, regional and local entities.
Will housing planning with the States and Regions in a sector be part of the scope?Yes.
Will the contractors be required to pre-position assets? And what would that be?Yes; please see the readiness requirements described in the PWS.
What types of IA functions, in addition to direct housing operations, will IA-TAC III require: i.e., DRC set up and operational support, PPI, NPSC call center and applicant registration functions? Will construction services include also repairs of private housing properties, such as rental apartments?IA functions are clearly defined in the PWS.
Will task orders include performance measures? If so, what measures?Yes. Performance measures are defined in the PRS.
We are a service disabled veteran-owned small business. I am very familiar with the IA-TAC contracts and the MDC contracts. I expect the IA-TAC lll contract will be unrestricted. Will there be a requirement for the utilization of small businesses? The solicitation is issued unrestricted. It contains requirements for proposing contractors to submit their goals for subcontracting small business, with emphasis on small disadvantaged businesses.
Attachment - Question regarding Commercial TermsThrere will be Firm Fixed-price, T&M, Labor Hours, and Cost reimbursable CLINs. The Phase-In and Readiness costs will be under a Firm Fixed-price CLIN. Although there are no cost reimbursable CLINs provided in the CLIN list, the Government forsees possibilities where such task order type may provide the best approach to issuing task orders, especially in the early initial phase of an emergency such as a natural disaster or castatrophic event. Therefore, any awarded contract for this requirement will contain the provisions and clauses necessary for issuing cost reimbursable task orders.
Where are we to account for, ODCs, supplies, per diem and travel in the pricing of disaster TO?Each subsequent Technical Order Proposal Request (TOPR) for a a disaster will contain instructions for price/cost proposals.
What economic provisions are provided to protect against escalating material prices and the inability to obtain material locally? There are no economic price adjustment provisions or clauses in the solicitation.
Will FEMA provide specific declared disaster area/location by state and county within each sector ? What Wage determination should we use for bidding purposes ?For the purposed of preparing cost/price proposals, the CLIN sheet has been revised for CLINs and etc providing specific declared disaster areas/locations by state and county within each sector with applicable wage determinations.
Are the quantities provided intended to be spread over five years, or are the quantities per year? How do we extend the price in the five years? The provided quantities are for each year - not spread over the five year period of performance of the contract. Contractors shall propose their own price escalation using such tools at www.bls.gov. In addition the contractor must provide the data used at arriving at the proposed escalation percentage.
The RFP requests four separately priced CLIN Table/Bid Sheets, one for each Sector. How will FEMA evaluate the four proposals to rank contractors using Best Value?Clins are priced seperately per sector. Best Value is explained in Section L & M. Contractors only have to submit one (1) technical proposal which will be evaluated once and considered for all four (4) sectors; while individual cost proposals must be submitted by each contractor for each sector. The proposals will be evaluated in accordance with the evaluation criteria factors in the RFP. The labor hours, catergories rates, other direct costs (ODCs) and fixed unit prices for the contract, which are to be applied to Task Orders, will be evaluated not only to determine whether the cost is fair, but also to determine the realism of the offeror's proposed costs, and the offeror's ability to meet the objectives and scope of this RFP.
No estimated quantities are provided for any of the labor categories or for

total labor for the entire period or for any year. How will FEMA use this

information in the evaluation of our price proposal? The Government will evaluate the proposed labor categories to determine the contractor's knowledge and understanding of the work for the associated CLIN; the reasonableness of the proposed labor mix and associated loaded fixed labor rate(s) and other proposed costs that are not listed as for bid purposes only, or will be negotiated and determined at task order award. The loaded fixed labor rate(s) if determined fair and reasonable will become a part of any awarded contract and used in issuing task orders.
In order to provide a FFP for any of the subCLINs related to Staging, will

FEMA provide more detail including but not limited to, number/type of units to be staged (i.e. size of the staging yard), daily haul and installation rate, receiving rate, existing site conditions (paved, open field, utilities available, etc), on-site facilities needed, contractor responsibilities vs FEMA Logistics,

etc ?For bid purposes only, please reference the Scenarios that have been to the bottom of the Bid sheet. Once an actual requirement exists, we will determine and negotiate a reasonable fixed price on a Task Order basis.
Will FEMA describe the history of repairs and subsequent work load repair
data for pricing to allow for FFP ?No, FEMA will not provide this description.
Ready for Installation is noted in the CLIN Table/Bid Sheet but is not defined in the

PWS. Can you provide a definition of Ready for Installation (i.e. does this include hooking up the air conditioning system and testing in the staging yard, pressure testing the water lines, electrical testing, etc.? Or is this a

visual inspection?)?Prior to leaving the staging area, the contractor will make sure that each unit is capable of being transported; and is safe, sanitary and secure in a manner that accomodates occupation. All items within the unit shall be operable according to manfacturer's specifications.
The cost to haul a unit per mile is impacted by the fuel cost, road permits,

insurance requirements, escorts, route restrictions, haul restrictions. which are different in every state. Will FEMA provide this information for each

Sector in order to submit a FFP ?This will be fixed price, with the exception of permits, which are ODCs on a task order basis.
Will FEMA provide unit quantities (e.g. electrical upgrades, code upgrades,

UFAS requirements) For Commercial Park expansion ? If not, what is the

basis of bid ?Please reference the adjusted CLIN 0006AE on the CLIN Table/Bid Sheet. For bid purposes only, please reference the scenarios listed at the bottom of the Bid Sheet/CLIN Table.CLIN 0006AE
CLIN 0006AE as an example (and several other CLINs) are listed as FFP but

also state limits of COTR (< $3,000) and CO approval (> $3000). If a CLIN

is FFP, why is an authorization required other than to issue a work order? The dollar thresholds have been removed. Please reference the adjusted CLIN Table/Bid Sheet.CLIN 0006AE
The requirements for the installation need to be better defined to price as a

FFP. Will FEMA provide a specific state, county location ? Will specific wage rates, per diem rates, depth of utilities, wind zone requirements, permits, licenses, code requirements, the haul and installation rate per day,

etc. be provided ?Permits and licenses will be Task Order ODCs and will not need to be included for bid purposes.
Will FEMA provide the private site inspection daily rate as this impacts the
pricing ?No, FEMA does not consider this necessary.
Will FEMA define the size of the commercial site (i.e. the number of pads)
so that we can price the requirement for the commercial site inspection ?For bid purposes only, please reference the scenarios listed at the bottom of the Bid Sheet/CLIN Table.
Please define the haul and install rate as this impacts the pricing? Please reference the adjusted CLIN Table/Bid Sheet.CLIN 0006; 0008
Can you please define a set? Is this one temporary unit or up to 50 units? Please reference the adjusted CLIN Table/Bid Sheet.CLIN 0008; CLIN 0006
Site preparation can include a wide range of activities to include major

debris removal, major grading, relocating fences, site access, cutting down

trees, etc.. Will FEMA provide this data to allow us to calculate a FFP ?See revised PWS for definition.PWS 7.1.7.2
A Heavy Tow and Heavy Equipment for on site maneuvering is a significant

different level of effort and impacts pricing. Can you make this two (2)

CLINs ?These have been seperated. Please reference the adjusted CLIN Table/Bid Sheet.CLIN 0006BC
Are these CLINs to be used in conjunction with 0006BI & 0006BJ for

excavations required, i.e. any use of 0006BI & 0006BJ include no excavation

cost? No. Please reference adjusted CLIN Table/Bid Sheet. These CLINS include excavation down to 48 inches.0006BR
If these CLINs include excavation, is the limit of the excavation up to 48
inches?Yes.
The costs of installing an LP gas system and a natural gas system are

different requirements. A natural gas system will not require lease of a 100 lb (should it be 100 gallon instead?) tank. Will you consider pricing these

under separate CLINs?Please reference adjusted CLIN Table/Bid Sheet.CLIN 0006BU; CLIN 0006BV
How many THUs should the call center be considered to be serving?See full description in CLIN 0006.CLIN 0006

install ? Manufacturer's blocking and strapping vary and have an impact on

the pricing. No, Manufacturer's specifications will not be provided. Please refer to installation guidelines detailed in section 7.1.1 of the PWS.
In the Instructions for Proposals, FEMA states that the four sectors were

ranked based on analysis of the number of post-Katrina disaster declarations under IA TAC II. Bravo Sector is the second highest rating, and includes Regions I, II, and V. From our perspective based on the IA housing mission declarations, other IA activity and the potential for a major or catastrophic hurricane, Sector D would have a significantly higher priority rating than Sector B. Additionally, the likelihood of a mass care requirement is also more likely in Sector D than Sector B. Accordingly, it would appear appropriate for FEMA's second highest rated firm to be assigned to Sector D.

Would FEMA consider reversing the rating of the two sectors? No.
This section states that each offeror shall submit a separate cost proposal for

each Sector. Section M.11, Cost/Price, is not clear on what happens after you submit four separate cost proposals. Will you evaluate the cost proposals in aggregate (total cost for all 4 Sectors)? If so, it is very likely that the actual awardees for the individual Sectors may not have submitted the best value proposal for the sector they are awarded. In fact, there is a likelihood that a situation could occur where a firm is awarded a Sector for which it submitted the highest price. Has FEMA considered this potential

scenario?Cost proposals submitted for each of the four(4) sectors will be evaluated seperately, and not as an aggregate.
The RFP Technical Factor 4.c states "The Offeror shall identify the proposed project manager and other proposed key personnel..." We interpret that to be Program Manager. Please clarify.Correct. This will be changed to "Program Manager".Technical Factor 4.c
Paragraph I.10 requires the submission of a subcontract plan IAW FAR 52.219-9. Paragraph (c) of the clause requires submission of a separate plan that will be negotiated and made part of the resulting contract. Can this plan be considered as an attachment to the technical proposal or should we include within the Volume II, Business Proposal as was required in the solicitation for the previous IA-TAC II proposal?Include this plan as an attachment to the technical proposal.
Please clarify the small business goals as stated in Paragraph M.5 of the solicitation. There appears to be 2 sets of goals and not consistent with the requirements of FAR 52.219-9.The Small Business Clause shown in Section M will be reflected in the contract.
Please clarify if the attachment labeled “Section L Attachment, PRESENT AND PAST PERFORMANCE QUESTIONNAIRE, on page L-12 is the attachment referred to. This particular attachment on L-12 does not seem to be written for completion by our client but rather by us.The Contractor shall submit these questionaires to their past performance references.
Are the resumes meant to be made attachments to the Management Performance and Customer Satisfaction section? They do not appear to have their own section heading or evaluation criteria. Please refer to section 4C, page L6.
Although our field of expertise is not specifically called out in the solicitation for Construction Services, I believe that our services can be helpful to the program management team.XXXX's exclusive line of work is the design and implementation of energy efficient and sustainable structures. Our experienced team of engineers and construction professionals specialize in maximizing the green building potential of both existing buildings and new construction. Our team is on the cutting edge of new technologies and we have extensive experience integrating the most efficient solutions into a project. For example, engineer and install renewable energy systems to support the grid in affected areas. XXX is an independent entity that does not represent any specific technology or manufacturer and therefore provides an unbiased and reliable source for the most cost effective and efficient solutions. Not in the form of a question.
There is no Attachment included with the RFP package. Would the Government please provide the form required for past performance references? Please refer to section L, page L-12.
Dome Inc. manufactures both permanent and temporary buildings. Do you have a preference for us to manufacture either?Bid According to PWS requirements.
What quantities of building production, or what number of units would be required for this program?Bid According to PWS requirements.
The timetable shows RFP due date is March 6; the proposal under section L shows the RFP deadline of March 23, 2009. Would you please clarify the timetable?Proposals are due on March 23, 2009.
Dome Inc. would like to bid on the manufacture, delivery and installation of the structural building portion only of the proposal. Is this acceptable.No.
On Page L-7, paragraph 3, the solicitation mention Attachment 2, Past Performance Questionnaire and on pages L-12 and L-13, there is a non-numbered attachment that is called Present and Past Performance Questionnaire. Is this the questionnaire that should be sent to our past performance references or are you going to issue another form? Please refer to section L, page L-12.
Will alternative methods of installation be approved on a task order basis or can these methods be approved and incorporated within the Playbook strategy on a sector wide basis?Yes, alternative methods of installation will be considered on a task order basis.
Does the two (2) day timeline for site preparation fall within the 72 hour window for the completion of the installation? If so, that only leaves 24 hours for a complete installation, which is impractical and constitutes a safety hazard to the workers on the job site. There would be too many different phases of the job being attempted at one time.No.
Who will make this determination, the contractor or FEMA? If FEMA, will it be determined when the site inspection report is approved?FEMA will make this determination.
What is the timeline for issuance of permit requests once the site is deemed feasible? These would need to be issued within the 72 hour installation window.
When completing the site inspection report, should the site be deemed infeasible if one or more of the listed requirements is not present at the time of the inspection? Many times the applicant will be attempting repairs when the inspection is conducted and will give a timeline for completion. Should it be deemed infeasible and then resubmitted by the applicant when the repairs are finished? Or should it be deemed feasible with a timeline for DARAC to issue a work order?Procedure shall be task order driven.
If the Entrance/Exit (steps or ramps) is part of the basic install tasks as stated here, what is the purpose of CLIN 0006BD?CLIN 0006BD is for additional steps, if needed.
For staffing and pricing purposes, how many days should we assume the shelters will be open?30 Days.
For the Mass Care scenario, should we assume that the shelter facilities themselves are available, or should we assume that the Contractor will need to construct a temporary congregate care shelter? We will amend the CLIN Table/Bid Sheet to reflect the use of an existing facility.CLIN 0009
For staffing and pricing purposes, should we assume that there will not be FEMA or state staffing support at the DRC?That is correct.
What are FEMA training requirements and certifications for Security personnel? Please refer to PWS section 14.0. Other security procedures will be determined upon task order award.
Are security positions armed or unarmed? Please refer to PWS section 14.0. Other security procedures will be determined upon task order award.

Does the mass evacuation support include transportation services from residence/collection points to the shelter? No.
Does this include Base Camps? This can be addressed upon issuance of a task order.
Does this include refurbishing existing single family and multi-family homes, as part of FEMA’s alternative housing strategy? No, but this could be Task Order driven.
The small business sub-contracting plan is complex and, per the evaluation factors outlined in the RFP (Section M.5, subfactor C) requires a detailed description of our approach. Can this plan be excluded from the page count limit?Yes.
Does FEMA want a full plan or an outline and description of a proposed readiness plan (page C-22, Paragraph 9.5, Readiness Plan – states the contractor shall create an executable Readiness Plan for FEMA approval within 30 days after award…)?Yes, we are requesting a full plan.
Please provide Attachment 2 for client questionnaire. Please refer to Section L, page L-12.
By the express requirements of this clause, contractor’s obligation is through year 2008. Does this apply to 2009 and beyond? Please follow instructions as detailed on esrs.gov
Page C-23, Paragraph 9.7.2 says the contractor shall develop a quality control plan that includes an “Acceptable Quality Level Matrix”. Page L-4, Paragraph 2.b says the offerer’s quality control plan should determine the adequacy of the “Quality Level Matrix” (QLM). However, Attachment 10.0 indicates the quality control plan and QLM matrix are not to be provided until 30 days after contract award. Is an all inclusive QLM to be included in the proposal or just a description and sample of the QLM? If the entire QLM is required, would the Government consider excluding it from the page count? The length is excluded from the 50 page limit.

The CLIN sheet provided appears to be based on a major or catastrophic disaster. Since there will be one contractor per Sector, what is FEMA’s intent on tracking installs and other FFP CLINs? When a task order is executed, will pricing on each new task order start at 1, or is the intent to track units on a yearly basis cumulatively?FEMA intends to proactively track all deliverables. The second portion of the question is not clear.
The unit of issue (U/I) terminology is “Set”. Is the intent to track these on an individual basis or per each install? Or is it tracked total amounts of units, as listed in each CLIN?Please refer the revised unit install CLINS.CLIN 0006
This section states that the sub-contractor will provide certified registered nurses, paramedics, and ambulance services but does not specify required equipment and supplies. Can you please provide specifications for eqiuipment and suppplies. Not clear - FEMA has no privy of contract between the prime and their subcontractors.
My company is a service disabled veteran-owned small business firm. Is there a requirement in the solicitation for large business bidders to name small businesses in their proposals in order to satisfy FEMA small business goals and to ensure small businesses will be utilized in performance of the contract? If there is not, we would like FEMA to consider this requirement. We feel it is important to have large business commitment when the proposals are being evaluated and not rely on compliance after award. The solicitation is issued unrestricted. It contains requirements for proposing contractors to submit their goals for subcontracting small businesses, with emphasis on small disadvantaged businesses.

How does the government define “relevant risk areas?” Is this hazard specific or project management specific? What is the government’s definition of classifications of high, medium and low? Please see Section L, section 2.aSection L, 2.a
The government references “the impact of each risk area on other parts of the system.” What is the definition of “system?”The PWS has been revised to provide examples of specific risks.
What is the time period from notification from FEMA that a specific number of DRC's (mobile and fixed) will be required until they are expected to be installed and able to accommodate DRC staff from relief agencies? For bid purposes only, please reference the scenarios listed at the bottom of the Bid Sheet/CLIN Table.Scenarios - end of the CLIN table
Are we to assume that Fixed DRC's are essentially existing structures such as school gymnasiums, halls etc? If so, are we to assume that electrical service, phone service and plumbing are operational? For bid purposes only, please reference the scenarios listed at the bottom of the Bid Sheet/CLIN Table.Scenarios - end of the CLIN table
Our understanding of a Mobile DRC is essentially a tent-based operation which would be erected at a designated site to serve local residents, after which it would be removed and possibly deployed at another location. In this sense, "mobile" does not indicate that the DRC is contained in some type of vehicle. Is this assumption correct? As this is a performance based contract, for bid purposes please describe the method that you would intend to use.
FAR 52.204-10 - This FAR clause is obsolete. Please see updated instructions at esrs.gov and also see arnet.gov.
Requiring Government ownership of all plans and strategies developed by the Contractor requires Government ownership of the competition-sensitive information of the Contractor. Contractors that provide services win work in both government and commercial sectors in part because of their approach and strategies. Government ownership may discourage some companies from bidding because those contractors need to protect its competitive approaches in the marketplace. Will the Government consider substituting this requirement with a FAR data rights clause and thereby possibly expand the base of Offerors? This would be more in keeping with CICA.No.
Requiring the contractor and subcontractor to only employ citizens may be problematic for some smaller contractors. Will FEMA consider substituting H.10 with 3052.204-71 Contractor employee access. as prescribed in (HSAR) 48 CFR 3004.470-3(b )?Please refer to answer to question 106.
Will FEMA provide historical data on refurbishment requirements for temporary housing units for pricing as FFP?No. FEMA will not be providing historical data.
What is the difference between a relocation, and the deactivation of a unit and installation
of it at a new site? Please reference section 6.7 of the PWS.
If determination of whether a well is operational as included in the basic SIR CLINs

(0006AA and 0006AB), the contractor will have to include costs for such inspection & testing in those CLINs even though many sites will not have wells. Will FEMA provide a

separate CLIN for well inspection to determine if operational? No, The contractor is to perform only the services as described in PWS 7.1.10.1.3.
If determination of whether a septic system is operational as included in the basic SIR

CLINs (0006AA and 0006AB) , the contractor will have to include costs for such inspection & testing in those CLINs even though many sites will not have septic tanks. Will

FEMA provide a separate CLIN for septic system inspection to determine if operational? No, The contractor is to perform only the services as described in PWS 7.1.10.1.4
Requiring electricians, plumbers, step and ramp crews, etc on site at the same time may not

be efficient or safe and is contradictory to performance based contracting. We recommend this be left to the discretion of the contractor., with only the completion time for units be

specified. Will FEMA reconsider a performance based requirement?Unless specified in the task order, please assume performance based. Please refer to revised PWS reference. 7.1.11.1 The standard delivery schedule A is performance based and is 72 hours. Alternately, the COTR may decide on the use of a "Swarm Method".
Please define "non-performance issues". Does this refer to the "Acceptable Performance
Level" as defined in the QASP?These include items in the QASP as well as those defined in the PWS. They will be further defined once QA's are received from the contractors.
Is the requirement 120 hours or 5 days? For example, If a TO is issued at 9 pm on a day,
does the 5 calendar day clock actually start at 4 pm that same day or the next morning? The requirement is for 5 calendar days.Pws 9.11(change language)
Work Plans typically identify technical approaches and proprietary information of the
contractor. Can FEMA please define stakeholders who would receive work plans?Work Plans are shared with FEMA personnel on a need-to-know basis.9.11.6
Concerning the paragraph that begins with "The completion and submission of the above

items will constitute an offer (proposal) and will indicate the offeror's unconditional assent to the terms and conditions of this RFP and any attachments hereto." Because of the many undefined requirements, we will have to make significant assumptions in a Basis of Estimate (BOE) to provide firm-fixed prices. Does FEMA expect to see these assumptions as part of the proposal BOE or does FEMA consider assumptions as making a conditional

offer? Please refer to the answer to question 109.
The form currently requests evaluator input in the form of "Did YOU meet or exceed...".

We do not feel that it is appropriate to change the form provided in the contract solicitation. Can we assume that the intent of the question is to ask "Did the CONTRACTOR meet or exceed..."? Can we provide this interpretation to the evaluators

filling out the form? The past performance questionaire will be adjusted.Section L, L.12
Basic Site Prep is described as 2 men for 1 hour with hand tools, but then later reference is

made to site grading with 1 man for 1 hour with heavy equipment. Is the use of heavy equipment with mobilization and demobilization intended to be included for each Haul & Install CLIN? Will FEMA consider a separate CLIN for site grading with heavy equipment

because of the potential unnecessary expense? These CLINs have been split. Please refer to the adjusted CLIN table.CLIN 0006BC
Is the contractor to price bacterial disinfection for every installation on private sites and

community sites? If this is required, this will impact the ability to RFO in 72-hours. Will

FEMA consider delaying the RFO while awaiting tests following the water hook up?We do not anticipate that this will be needed on every installation. If needed, it will be negotiated and priced as an ODC. If this is required, the time needed to receive test results will not be counted against the RFO timeline.
Under what CLIN is the refilling of propane tanks to be priced?0007AB - Monthly Maintenance Inspection and Repairs.
Do UFAS accessible route and parking standards apply to private sites? Please refer to Appendix A.Appendix A
CLIN 0008AB requests a Unit FFP to build a community site. Historically, these costs vary

greatly based on location, existing infrastructure, state/city/county building codes, etc.

Recently two community sites located only 50 miles apart had a 70% price variance. Based

on this historical data does FEMA still believe that FFP approach is reasonable? For bid purposes only, please reference the scenarios listed at the bottom of the Bid Sheet/CLIN Table.
Historical data indicate that haul and install costs within one sector have varied by as much

as 52 percent based local variations and labor costs, fuel costs, licensing and permitting requirements, and local and county ordinances. Based on this historical data does FEMA

still consider an FFP pricing strategy is still appropriate?Licenses and permits will be issued on a task order basis as ODCs. Contracts are going to be issued on a Sector basis, which reduces the level of fluctuations in prices within these sectors. This allows for a greater amount of certainty for determining FFP. These fixed prices will become part of the awarded prices for the Haul and install component, and will be used in issuing subsequent task orders. For Bid purposes, use the same quantities, mileage, units, etc. specified in the Bid sheet on the Haul and Install CLINs, and the same counties described in the scenarios.
The sub CLINs ask for FFPs for Community Site Design and Community Site Construction. However, the IATAC III CLIN Table/ Bid Sheet does not specify the number in order to prepare an accurate FFP cost estimate. What is the number of units we should consider for the Community Site design and construction CLINs?Please refer to the updated CLIN Table/Bid Sheet.
In discussing resumes, page L6 of the RFP says that “Resumes do not count against the page limit specified above; resumes should be included as attachments.” However, page L-2 of the preparation instructions says, “Enclosures, appendices, attachments, and/or foldouts count as part of the 50 page limitation.” Can you please clarify whether or not resumes, to be included as attachments, do count against the page limit?Resumes do not count against the page limit and will be included as an attachment to the technical proposal.
Page L-2 of the RFP says, “The page limitation established by Volume I (technical proposal) submitted in response to this solicitation is 50 pages. Each "page" is one sheet, 8 1/2" x 11", with at least one inch margins on all sides, using TIMES NEW ROMAN font and 12 point size type or larger.” We are interpreting this to mean that, if we use double-sided printing for this document, we are limited to 25 “sheets” which would equal 50 consecutively numbered pages. However, this requirement could also be read as allowing 50 sheets of paper, which, with double sided printing, would be 100 consecutively numbered pages. Can you please confirm our initial interpretation or provide clarification? Each page is one sheet. Please see section L page limitations.
We assume the Section L attachment on page L-12 of the RFP is the questionnaire to be sent to our customers, as instructed on page L-7. However, the language of both the instructions and the questions seems to imply that the contractor is to complete these questions. Can you please provide clarification on this attachment as to what the contractor is to complete, what the customer is to complete, and if any language/instructions need to change? If the Section L attachment on page L-12 is not the questionnaire that is to be sent to the customer, please advise as to where we can find the correct questionnaire. The Contractor shall submit these questionaires to their past performance references.
4. The deactivation process that is referenced in 6.7.1 and 6.7.2 does not refer to remediation of disaster housing sites. Should these costs be included or is remediation covered under a separate contract?Yes, remediation is included.
5. Section L, Page L-9, 1.c.ii. states “Amount budgeted/proposed for basic effort and each option.” What sections of the RFP does “basic effort” refer to?Basic effort has been changed to "Base Period".Section L, Page L-9
6. Section B.8 (Fixed Rates for Services) provides tables that include a separate CLIN for Phase-In and Readiness for the Base Year and four Operations periods. The “CLIN Table/Bid Sheet ” provided list the CLIN for Readiness to be 0001 while Section B.8 lists the CLIN number to be 0002, 1002, 2002, 3002, 4002.Please refer to revised CLIN table and Bid sheet. 0001 covers the one time fee for phase-in. 0002 covers readiness for the base year. 1002 covers readiness for the option year, and 2002 covers readiness for the second option year, 3002 readiness for the third option year, and 4002 is readiness for the fourth option year. However, when populating entries for the option years in the CLIN table, these total costs must include all of the readiness costs listed in section B.8.CLIN table 0001AA, 0002AB
Is it expected that the dollar amounts shown on Sub-CLIN 0001AA from the CLIN Table/Bid Sheet for the base and four operations periods be equal to the amounts provided in Section B.8 list as CLIN 0002, 1002, 2002, 3002, 4002?Please see revised CLIN table and bid sheet. Also refer to previous answer 152.CLIN Table, CLIN 0001AA
Since Phase-In is not listed in the “CLIN Table/Bid Sheet and Bid Sheet,” our assumption is that this amount will only be included in the tables under Section B.8. Please confirm this assumption or provide clarification. Please see revised CLIN table and bid sheet. Also refer to previous answer 152.CLIN Table, CLIN 0001AA
7. Our assumption is that we are to provide pricing in the format provided in Section B.8 and that we are to also complete the “CLIN Table/Bid Sheet and Bid Sheet” provided. Please confirm this assumption or provide clarification.Yes, you are to complete section B.8 as well as the CLIN table, and also provide all other cost or technical information requested in the RFP.CLIN Table, CLIN 0001AA
We assume that the Small Business Subcontracting Plan is to be included in the Program Management Approach and that it does count against the 50 page limit. Please confirm our assumption. The count is excluded from the 50 page limit. Please include this as an attachment.
According to Sub-CLINS 0006AF-0006AL and Sub-CLINS 0008AA-0008AI, the contractor is to price Haul and Install units per “set”. Are we to assume that a “set” is the quantity identified in the description (example 0006AF Unit Quantity 1-50) or the price of one mobile home? Please refer to the revised CLIN Table.CLIN 0006AF-6000fAL
